Khursheed Shah sends defamation notice to Imran Bakwas Khan


ISLAMABAD: Syed Khursheed Shah, Leader of the Opposition in National Assembly, on Tuesday sent a defamation notice to PTI Chairman Imran Khan seeking Rs10 billion in damages.

Shah, who belongs to Pakistan Peoples Party, said that political leaders should refrain from criticizing and damaging the reputation of country’s institutions.

He expressed the hope that protestors at the two sit-ins in Islamabad would return to their homes safely.

Shah suggested to the Nawaz-led government that it should deal with the ‘Go Nawaz Go’ slogan in public gatherings. – Samaa

PESHAWAR: At least seven people died and 11 others were injured in a blast at displaced persons' camp in Khyber Pakhtunkhwa's Tog Sarai area of Hangu.
The injured were immediately taken to a hospital for treatment.
Police sources said Sunday the bomb explosion occurred inside Mohammad Khawaja IDPs camp bazaar where the tribesmen from Orakzai Agency were residing.
They added that the nature of the bomb explosion is yet to be ascertained. However, security personnel were immediately sent to the site.
Hangu, racked by sectarian violence, had been on the frontline of a seven-year-long Taliban insurgency borders the semi-autonomous Federally Administered Tribal Areas (Fata).
It also borders the northwestern tribal region of Orakzai, one of Pakistan's seven lawless districts on the Afghan border considered to be the hub of Taliban and Al Qaeda-linked militants.

ISLAMABAD: The Minister for Information and Broadcasting, Pervez Rashid, said on Saturday that key leaders of the Pakistan Tehreek-i-Insaf (PTI) had abandoned their own ‘civil disobedience movement’ and had been paying taxes and utility bills regularly.
Talking to Dawn, he said PTI chairman Imran Khan and his deputy Shah Mehmood Qureshi had once again paid the electricity bills of their residences in Lahore and Multan.
“Today Shah Mehmood Qureshi Sahab paid six bills amounting to about Rs100,000 in Multan, whereas Imran Khan has already paid the electricity bills of his Zaman Park residence in Lahore,” Mr Rashid said.
Mr Khan, who had given the call for civil disobedience on Aug 18, asking people not to pay taxes and utility bills to force the government to accept PTI’s demands, last month had paid the electricity bills of his Bani Gala residence in Islamabad.
During a speech from atop his container to the participants of his party’s sit-in at D-Chowk in Islamabad on Sept 19, Mr Khan had publicly burnt the electricity bill.
The PTI chief confirmed payment of the bills of his residence in Lahore, but claimed that it had been paid by his brother-in-law who had nothing to do with his party.
“My sister lives in the Zaman Park house in Lahore. Her husband Hafeezullah Niazi has nothing to do with the PTI,” Mr Khan tweeted.
When contacted, Mr Qureshi neither confirmed nor denied the minister’s claim.
“I am in Sindh right now. If the minister is saying that, he would know better,” he said while talking to this reporter by telephone.
Meanwhile, the information minister claimed that Mr Khan was telling a lie by disowning the Lahore residence from where he had started his long march to Islamabad last month.
He also claimed that Mr Khan’s sister had not been living in the house for the past three months after development of differences between her husband and Mr Khan.
The minister said that other PTI leaders had also abandoned the ‘civil disobedience movement’.
He said PTI secretary general Jahangir Tareen had been regularly paying taxes on the products of his factory.
Similarly, former foreign minister Khurshid Kasuri and his family members had also been paying utility bills on a regular basis because not a single branch of his school’s countrywide network had so far been closed due to non-payment of taxes, he said.
“Imran Khan has deceived his party’s workers by paying electricity bills of his Zaman Park residence,” he said and alleged that the PTI leader had burnt “a fake electricity bill” in Islamabad.
Mr Rashid urged Mr Khan to shun the “policy of duplicity” and “double standards in politics”.
Last month, Minister for Water and Power Khawaja Asif had disclosed that two electricity bills of Rs17,000 and Rs13,000 of Mr Khan’s Bani Gala residence had been paid.

Programme to provide schools with facilities ‘abandoned’


PESHAWAR: The Pakistan Tehreek-i-Insaf has virtually abandoned the much-trumpeted Tameer School Programme in Khyber Pakhtunkhwa as its leadership hasn’t launched an effective campaign inside the country and abroad for raising money to provide basic facilities to thousands of government schools.
Since the staging of an anti-government sit-in in Islamabad last month, the entire PTI leadership has been engaged with it setting aside its priorities, including collection of donation collection for the schools lacking basic facilities, the elementary and secondary education department officials told Dawn.
As there’s no formal donation campaign, philanthropists and well-off people, too, have lost interest in the welfare initiative.
During the first two months of its launch, the Tameer School Programme had drawn tremendous interest of philanthropists and well-off people.
Under the programme, philanthropists, well-to-do families and donor agencies own responsibility of providing missing facilities to government schools.
Currently, around 10,000 government schools don’t have electricity, 7,500 are without drinking water, 5,000 lack boundary wall and 4,000 have no washrooms, according to the official data of the department.

Officials say TSP lacks political ownership, awaits drive to raise money for it


During the TSP launching ceremony on April 30 at the Government Girls Primary School in Duranpur, PTI chief Imran Khan had said the donation campaign would be launched in the country and in developed countries for the schools, which direly need basic facilities.
Imran Khan had said donation would be collected for the schools the same way he’d done for the establishment of the Shaukat Khanum Cancer Hospital. The Elementary and Secondary Education Department had also pinned high hopes on the TSP and donation for it.
In the first two months i.e. May and June of the TSP launch, over Rs15 million was given by the philanthropists.
With the encouraging participation of philanthropists in the TSP as pilot project, it was extended to the entire province in July.
As pilot project, the TSP was launched in five districts, including Peshawar, Dera Ismail Khan, Nowshera, Mardan and Abbottabad.
However, in the previous around three months i.e. July, August and September, only Rs5 million was donated, according to information posted on the TSP website.
The programme is still there but there is no political ownership of it, so very few people come forward for helping the government provide missing facilities in schools.
The officials said it was discouraging that the rate of donation for the TSP was gradually on the decline.
He said under the TSP, donors took the responsibility of building additional classrooms, supplying water, making boundary walls, and setting up computer labs and washrooms at schools.
The official said of hundreds of schools in a shambles, only 40 schools have been provided with missing facilities under the TSP during the last five months.
According to him, the parent teachers’ councils of the respective schools are responsible to use donated funds without the involvement of any department of the provincial government.
The official said more stress had been laid on transparency as all details related to the donated funds and construction work on missing facilities had been placed on the TSP website.
When contacted, provincial elementary and secondary education minister Atif Khan said the PTI had not given the required attention to the TSP due to the launch of a sit-in in Islamabad.
“Imran Khan still says effective donation campaign will be launched to provide missing facilities in the schools once the sit-in is over,” he said.
The minister said the TSP was launched a bit behind schedule as the establishment of transparent system for donation and its use took several months.

KOHAT: District development advisory committee chairman’s decision to appoint his brother as head of the monitoring team tasked with inspecting development works in Kohat has drawn criticism and raised questions about the PTI-led provincial government’s claim of bringing transparency to government matters.
The critics, especially the line departments argue that Kaleemullah, brother of MPA Ziaullah Bangash, is a non-technical person who has been authorised to issue directives to officials much senior to him.
When contacted, MPA Bangash told Dawn that PTI monitoring cell at Kohat had another head, Istiaq Qureshi, who received all the complaints and then forwarded them to the chief minister house in Peshawar for action.
Mr Bangash clarified that he had launched some major projects in the city, including construction of schools and an Eidgah, and asked his younger brother to look after the schemes as he had been in Islamabad to attend the PTI sit-in for over a month. He said that he would ensure proper use of the development funds.–Correspondent

PESHAWAR: The Pakistan Tehreek-i-Insaf government in Khyber Pakhtunkhwa has decided in principle to remove ‘objectionable material’ from the textbooks of local primary schools to please the key partner of the ruling coalition, Jamaat-i-Islami.
A senior official of the education department told Dawn on Friday that JI leaders had voiced reservations about the printing of pictures of minor girls without dupatta, Christmas cake and a Cross emblem on an ambulance instead of Crescent, the mention of good morning instead of Assalamu Aliakum, and presence of some other ‘objectionable’ content in textbooks for primary schools.
“JI leaders have complained about minor things in textbooks, whose removal has been decided in principle,” the official said requesting anonymity as he is not authorised to speak to the media.
He said JI had demanded replacement of the expression ‘good morning’ with Assalamu Aliakum and the government was quick to accept it.

When contacted, JI provincial spokesman Israrullah said his party had serious reservations about certain contents of textbooks but ‘objectionable’ content had been removed after elementary and secondary education minister Atif Khan met party leaders on Wednesday.
“Officials of the department concerned and textbook board have formally agreed to remove objectionable contents from textbooks and will induct material to be proposed by Jamaat,” he said.
The meeting held in Peshawar on Wednesday was attended by education minister Atif Khan, additional secretary education Qaisar Alam, chairman of the textbook board Jamal Nasir and other senior officers.
Jamaat-i-Islami was represented by local government minister Inayatullah Khan, head of the JI education committee Mirajuddin and other members of the party.
“Jamaat is now satisfied with the government’s assurances and hopes minutes of the meeting with the minister will be implemented in letter and spirit,” Israrullah said, adding that the revised syllabus would conform to Islamic teachings and the ideology of Pakistan.
JI had recently protested the presence of objectionable material in textbooks and even threatened to quit the PTI-led government over it.
JI provincial chief Professor Mohammad Ibrahim had stated early this month that his party had not been taken into confidence before preparation of syllabus for primary schools.
He had complained that the provincial government has removed lessons on the life of Holy Prophet Mohammad (Peace Be upon Him), His wives and four caliphs of Muslims from textbooks and inducted contents about Ranjit Singh, Raja Dahir, and Khan Abdul Ghaffar Khan.
JI claimed that it had signed an agreement with its senior coalition partner in which it was decided that the controversial contents of textbooks by the previous government would be removed and that the new syllabus would be designed with the JI consultation.
Israrullah said the meeting of JI was held in Peshawar on Thursday night which discussed the recent agreement with the government regarding preparation of new syllabus for schools. Professor Ibrahim chaired the meeting.
The spokesman said the material related with teaching of Islam, Prophet Mohammad (PBUH) and important Muslim personalities, including Quaid-i-Azam Mohammad Ali Jinah, would again be included in textbooks.
He said the India-occupied Kashmir was not shown as part of Pakistan in the map printed in textbooks, while lessons about Quaid-i-Azam were also removed from textbooks designed for children.
He said induction of lesson about Khan Abdul Ghaffar was not a big issue.
The government official said the objection over Khan Abdul Ghaffar Khan was turned down and JI leaders were convinced that like Abdul Ghaffar Khan, every politician was controversial.
He said the map incorporated in the Survey of Pakistan had been reproduced in the textbooks.

  5. Whilst PTI has mastered the art of breaking all laws, wanting to be treated VIP by not adhering to any laws, and of conducting failed dharnas and entertaining jalsas it has not learnt how to deliver when blessed with governance in KP.

PESHAWAR: 
The much-hyped education emergency and enrolment drive by the K-P government has brought about little change as children in Chief Minister Pervez Khattak’s very own constituency are compelled to attend school under the open sky.
A government primary school in Tangi Khattak, located three kilometres away from Manki Sharif, Nowshera, paints a dismal picture of the country’s future. Established in 1983, it still lacks essential facilities like furniture, sanitation, electricity and toilets.
It has all of two rooms which accommodate around 200 students. This leaves teachers with no other option but to conduct classes on a nearby hilltop.

The destitute condition of the institution raises questions on K-P government’s determination to utilise the hefty share allocated for the education sector in the budget.
Four teachers work there. One of them said his colleagues pitched in funds for the construction of the school’s boundary wall. It becomes impossible to conduct classes when it rains, he added.
While talking to The Express Tribune, an elder from the area, Gul Ghulam, said the school does not even have an electricity meter installed and the students are shifted to a nearby mosque when the heat becomes unbearable.
Ghulam complained locals elected Khattak as their MPA who then became the chief minister but his hometown has not progressed much.
“The condition of this school has been the same for the past 30 years. What more can one say?” asked Ghulam.
“The education department did not even bother to pave the floor for the children or increase the number of rooms in the facility.” He added the dilapidated condition of the floor forces students to bring mats from their own homes to lay inside the classrooms.
Ahmad Khan, a fourth grader, said they spent four tough years in the school. The area does not even have a middle school, he added. “We will have to go to Manki Sharif to continue studying after grade five,” said Ahmad.
Sheran, who studies in grade one, asked PTI Chairman Imran Khan to intervene and instruct authorities to take action.
Minister promises action
Minister for Elementary and Secondary Education Atif Khan assured the government will try its best to address the problems of the school and provide facilities at the earliest. “Without a doubt there are thousands of schools in the province which lack basic facilities, essentially because previous governments never prioritised the needs of the sector,” he added.

An election tribunal in Dera Ismail Khan disqualified Pakistan Tehreek-e-Insaaf (PTI) lawmaker Sardar Ikramullah Gandapur Khan for contesting  2013 general elections with a fake degree, Express News reported on Wednesday. 
Gandapur had won the election from PK-67 and his opponent Fataullah Mian Khel challenged the authenticity of his degree.
The election tribunal investigated the allegations and declared Gandapur ineligible to be a lawmaker.
Gandapur secured 28,073 votes, while Khel secured 14,983 votes.
PK-67 covers the area of Kulachi in Khyber-Pakhtunkhwa and is the most backward tehsil of DI Khan district.

Elections 2013: PTI did not exist in 50% constituencies

 


ISLAMABAD: To form a government at the centre in Islamabad, a political party or alliance needs to win at least 50 percent of seats a the National Assembly in the general elections. But in the May 11, 2013 polls, Imran Khan’s PTI — now demanding the prime minister’s resignation by making big allegations of rigging without any evidence — was almost non-existent in 50 percent of the constituencies.


PTI’s security deposits were confiscated in 93 National Assembly constituencies and Imran Khan failed to post any candidate in 40 constituencies, meaning the PTI was almost non-existent in exactly 133 NA constituencies making up about half of the 272 total National Assembly constituencies.

In his speech, while concluding the historic joint session of parliament on Friday, Prime Minister Nawaz Sharif said that the security deposits of the Pakistan Tehreek-e-Insaf (PTI) were confiscated in 55 National Assembly constituencies, whereas factually the PTI’s deposits were confiscated in 93 NA constituencies and the party failed to field any candidate in 40 constituencies.

Polling agents of the PTI in different polling stations across the country properly signed the results at their polling stations and the results of the concerned constituencies were consolidated and finalised on the basis of those results. So far, the PTI can’t level a single allegation of which constituency the consolidated results were having discrepancies or difference with those signed by its polling agents. The party and its chief are merely dancing to the tunes of those who want to grab power once again and to stop Chinese investment and create a Balochistan-like situation in the rest of the three provinces.

On May 11, 2013, polls were not held in NA-38, NA-83 and NA-254, so these constituencies are not included in this comprehensive study and data is analysed for the remaining 269 constituencies. During by-elections on two of these three constituencies, the PTI’s performance was worse and its security deposit was confiscated even in by-polls in NA-254, Karachi. The PTI has termed by-polls as fully transparent in an official statement.

According to existing election laws, the security deposit of a candidate is confiscated if he fails to secure less than 12.5 percent of the total validly casted votes. This study is on the basis of this rule. Otherwise, there was a suggestion before the May 2013 elections that security deposit should be confiscated if a candidate secures less than 20 percent of total votes. Had that suggestion been accepted, the PTI would have been non-existent in more than 70 percent of constituencies as its candidates secured considerable votes only in some KP constituencies and a handful of urban constituencies in Sindh and Punjab. In many constituencies, PTI even failed to secure 1 percent of the votes.

Following are brief details of 93 National Assembly constituencies where security deposits of PTI candidates were confiscated as they failed to secure even 12.5 percent of the total votes.

Not only this, among 269 constituencies where polling was held on May 11, 2013, Imran Khan’s PTI fielded 229 candidates of which 202 lost the elections and only 30 candidates filed petitions in election tribunal, meaning exactly 172 candidates were hundred percent sure of their defeat because of public reaction. Very few know that not all the 30 of these petitions were on charges of rigging and a few were against the eligibility of the oppoing candidate.

Now Imran Khan’s PTI, instead of strengthening the party at grassroots level to give better results in the 2018 polls, has started attacking the media, criticising it for becoming a puppet in the hands of secret forces and the party chief declaring himself as prime minister.
