An open letter to Imran Khan

HARIPUR: We, the students and faculty members of Post-Graduate Government College, Haripur, would like to bring to the attention of the PTI chief, Imran Khan, that the government of Khyber-Pakhtunkhwa seems to have started a crackdown on progressive educationists. In addition, the gains made through reforms in curricula and introduction of co-education at the district level colleges are also at risk. Our college is the first case in this regard. We would like to give a brief summary of developments that took place in the college over the last three years, which are now at risk.
Pioneering reforms were introduced in the college, including the introduction of 11 new disciplines, such as information technology, electronics, zoology, political science, physics, economics, statistics, English, mathematics, and gender studies. Also, a four-year bachelor’s programme was also introduced, along with co-education (over 60 per cent of the student body consists of females). The faculty for these disciplines was developed and special efforts were made to enrol female students. In addition, art, music and sports societies were established to mentor and nurture students’ creative abilities.
Within two months of formation of the PTI government in the province, the college principal, who pioneered these reforms, was transferred and Mr Mumtaz Khan replaced him, who is a nominee of Mr Yousaf Ayub Khan, a PTI minister from Haripur. Mr Khan is trying to rollback these reforms through the following actions: 1) barring female faculty members from entering the college building without any reason; 2) expulsion of female staff and students from the college hostel; and 3) denial of admission to new students at the Malala Centre of Excellence in Gender Studies.
We understand that the PTI believes in gender equality and supports an educational policy that produces scholars and professionals to deal with this grave issue. We believe that the PTI is not against equal education opportunities for girls and boys, and co-education. We also understand that the PTI believes in promoting scientific, technological and social advancement through education. With this understanding, we strongly oppose the abovementioned regressive actions and demand the following: 1) complete support to the Malala Centre of Excellence in Gender Studies and continuation of co-education in the college; 2) continuing with the residing female staff and students in the college accommodation; 3) regularisation of all contractual staff recruited for teaching in the new disciplines; and 4) immediate cancellation of transfer of the previous college principal, Professor Shah Jahan, and Professor Tariq Chughtai, director academic enhancement programme, who introduced the abovementioned reforms.
We strongly urge that these efforts that were three years in the making should not go down the drain and the future of students of the college should be protected.

PESHAWAR: Jamaat-e-Islami (JI) chief Syed Munawwar Hassan, whose party is a major coalition partner in the provincial government, said on Tuesday that the Khyber Pakhtunkhwa government’s performance was unsatisfactory and his party had taken up the issue with the chief minister.

“We believe the provincial government has failed to show urgency in solving problems faced by people. We don’t see the progress that should have been made,” he told a press conference at Al-Markaz-e-Islami, where Khyber Pakhtunkhwa Senior Minister Sirajul Haq flanked him. “We have raised the issue of the coalition government’s (poor) performance with the chief minister. We are discussing it,” he added.

Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan was reported on Tuesday to have said he would dissolve the provincial assembly if his party was ‘pushed to the wall.’ The coalition has been under intense pressure to deliver, as people want them to show performance in the initial months of its rule in the province, as promised by Imran Khan. Chief Minister Pervez Khattak had set August 31 for showing ‘change’ to people in the province, but it remains unclear as to what he would do in the next four days that would bring about ‘change.’

However, Syed Munawwar Hassan did not like Imran Khan’s statement about dissolving the Khyber Pakhtunkhwa Assembly and advised him to refrain from churning out statements as ‘it sometimes worsen matters instead of improving.’ “Imran Khan must realise now that he is in power and it would better for him not to issue so many statements,” he replied to a question with a smile on his face.

Other JI leaders including central Secretary General Liaqat Baloch, provincial chief Prof Muhammad Ibrahim, JI’s parliamentary leader in the National Assembly Sahibzada Tariqullah and others also attended the press conference.

The JI chief said the May 11 general elections were ‘engineered’ and hoped facts would soon unfold. He said that the political parties that had won majority were also complaining of rigging in the general elections. “This has happened for the first time in the electoral history of the country,” he said, underscoring the intensity of the rigging. He alleged that Pakistan Muslim League-Nawaz was swerving from its manifesto by begging loan from the IMF and World Bank. “Now they have the begging bowl hanging from their neck,” he said, reminding Prime Minister Nawaz Sharif of his promise of breaking the begging bowl.

He said Nawaz Sharif had promised to solve the issue of loadshedding and price-hike in the first few months of his government, but now he was saying that these problems would end in five years. “People waited for five years for the solution of loadshedding and price-hike problems but now this government is asking them to wait for five more years,” he lamented.

About the issue of talks with militants, Syed Munawwar Hassan said the government should accept talks offer by Taliban as a first step towards starting negotiations with the militants. He said talks was the best way to solve problems but expressed concern the American government and ‘secular lobby’ in the country did not want peace talks with the Pakistani Taliban.

He hailed talks between President Hamid Karzai and Prime Minister Nawaz Sharif and said his party would welcome any step taken for peace between the two countries.

LAHORE: The Punjab Assembly Press Gallery boycotted the assembly proceedings against the attack on media persons by the Pakistan Tehreek-e-Insaf workers.

The PTI severely injured peaceful media persons, including a cameraman, busy in covering their protest camp on The Mall in hot and humid weather. The proceedings were boycotted at a time when the opposition took up the matter of police torture on PTI workers and assembly members. The Speaker adjourned the proceedings immediately after the media boycotted the assembly proceedings with the objective of expressing solidarity with them.

PTI’s Dr Nosheen Hamid moved a privilege motion against the police for arresting and torturing her while she was protesting against the alleged rigging in PP-150 Lahore. She alleged that police had forcibly bundled her into their van and took her to the police station despite that she had repeatedly conveyed to them that she was an MPA.

The law minister, responding to her privilege motion, claimed that the PML-N government believed in the freedom of speech and it had fought against dictator when its members were not allowed even to raise voice in the assembly.

He claimed that he himself was a strong believer in the freedom of speech and assured the opposition members of his complete cooperation and urged the speaker for forwarding the privilege motion to the special committee and the provincial government would adopt immediate measures on the recommendations of that committee. He claimed that Chief Minister Shahbaz Sharif had already constituted a committee to look into the matter.After the media boycott, the speaker constituted a committee comprising minister Ch Shafique, Abdur Razzaq Dhillo, Murad Raas from the PTI and Dr Waseem from the JI.

Meanwhile, Press Gallery President Babar Dogar, Lahore Press Club President Arshad Ansari and other media persons lodged a strong protest against the PTI leadership and workers for manhandling peaceful journalists outside the assembly building.

Minister Ch Shafique took up the issue in the assembly and later, the law minister held a meeting with the media representatives and assured them of his complete cooperation. He also called DIG Operations Rai Tahir who reached the spot and assured the media of immediate action against the responsible besides registration of a case. He told the media representatives that they had arrested one accused and were trying to nab others as well.

Meanwhile, the media representatives filed an application with the Civil Lines Police Station against the PTI leaders, including PTI Punjab President Central Punjab President Ijaz Chaudhry, Opposition Leader in Punjab Assembly Mian Mahmood Rasheed, and workers for touring and injuring the media persons. Media representatives have decided to continue their protest even on Tuesday (today).

HARIPUR:  All three Pakistan Tehreek-e-Insaf (PTI) lawmakers elected from Haripur on May 11 are facing a legal battle to dodge disqualification.
Dr Raja Amer Zaman, scion of the Rajgan family in Khanpur, was elected on a PTI ticket from NA-19 Haripur after defeating Pakistan Muslim League-Nawaz’s (PML-N) candidate and former minister of state for finance Omer Ayub Khan. Omer is the grandson of former military ruler Ayub Khan and was narrowly defeated by Zaman with a margin of just 1,400 votes.
However, Omer challenged the results and alleged rigging, accusing Zaman of conspiring with the election staff at some polling stations. The lawmaker denied the allegations and asked Omer to accept the election results.
Complying with his complaint, the election commission, nevertheless, ordered a recount which went on for over a week. This time, the vote count for Zaman increased. Omar remained resilient and approached the election tribunal, which sought voting records on August 22.
Yusuf Ayub Khan, another PTI legislator and Omar’s cousin, won from PK-50 after defeating former Awami National Party (ANP) MPA and later PML-N candidate Qazi Muhammad Asad. Yusuf also narrowly won with a margin of just over 2,000 votes.
Asad, who defeated Yusuf Ayub in the 2002 general elections and later his brother Arshad Ayub in 2008 polls, challenged Yusuf’s Bachelor of Arts (BA) degree and alleged it was counterfeit.
Asad then approached the election tribunal against Yusuf, who is currently serving as the provincial Minister for Communications & Works. The tribunal has summoned Yusuf to present himself in person on August 27 when the fate of his seat will be decided.
PTI’s Faisal Zaman – also known as ‘Jahazon Wala’ – was elected from PK-52 Haripur after defeating PML-N’s provincial president and former chief minister Pir Sabir Shah. Pir Sabir has also challenged the legitimacy of Zaman’s BA degree on the basis of which he had won the 2002 election on a Pakistan Muslim League-Quaid (PML-Q) ticket.
Zaman claimed he obtained his degree from the University of Nigeria, where his company has been doing business for decades. Shah alleged Zaman’s degree was bogus and the election tribunal also termed it suspicious, after which it referred the matter to District and Sessions Judge Haripur for investigation. Proceedings on the case are likely to start within a few weeks.
Defeated candidates appear to be optimistic about winning the appeals in the hope of giving their constituencies another opportunity to vote in the by-polls, which they believe will be held in the upcoming month in Haripur if the lawmakers are disqualified. The challengers have also started campaigning.

Peshawarites’ romance with PTI is over

PESHAWAR: The Pakistan Tehreek-i-Insaf popularity bubble burst in Peshawar on Thursday as the local residents either stayed home or went to the polling stations to vote against the nominee of Imran Khan’s party for the by-election in the local NA-1 constituency.
The newly-emerged PTI not only lost NA-1 seat in the by-polls but also shed around 60,000 votes in a short span of three months as its candidate, Gul Badshah, received 29,600 votes compared with the general elections when the party chief had polled over 90,000 votes in the constituency.
PTI which had won all four NA seats and 10 out of total 11 seats of the provincial assembly from Peshawar in the general elections could not retain its position in the by-polls. There was no enthusiasm among the party workers to bring voters to the polling stations compared to general elections.
Unlike the general elections, overcharged workers and ‘Tabdeeli Razaqar’ tying red and green bands of PTI around their heads and playing loud music were almost invisible. There were no long queues of voters and even some polling stations, especially women polling stations were deserted. On the other hand, workers of ANP were in an aggressive mode.
Imran had defeated Ghulam Ahmad Bilour in the general elections with a huge margin. He had gained 90,500 votes against Ghulam Bilour who bagged 24,468 votes.
But this time around, voters in NA-1 showed the mirror to Imran. His candidate Gul Badshah obtained only 29,600 votes while Ghulam Bilour received 34,386 votes. Ghulam Bilour was also supported by its arch rival Pakistan Peoples Party and Jamiat Ulema-i-Islam-F.
Political observes say the low turnout was major factor in the victory of Ghulam Bilour against Gul Badshah. The number of the voters in NA-1 is around 300,000, but the turnout in by-poll remained 12 per cent. There are several reasons for the disappointment of voters.
Voters in NA-1 say PTI dug its own grave by allocating a ticket to a controversial figure whose nomination sparked controversy within the party ranks and files. Muhammad Aqil, a voter in NA-1, is not registered worker of PTI, but he and his entire family had voted for Imran Khan in the general election, because of Imran and his lieutenants “rhetoric” to bring change.
“This time my entire family voted for Ghulam Bilour, because of the rude attitude of the PTI chief and his MNAs and MPAs,” he said.
Voters complained that Imran Khan took Peshawarites for granted by surrendering NA-1 and an outsider who they believed was an Afghan national was given the party ticket.
“Nomination of Gul Badshah created an impression that nobody in Peshawar was capable to contest the by-election,” he said, adding that the PTI chief’s attitude forced the people to give vote to the ANP candidate.
The award of ticket to Gul Badshah created an impression in urban people that there was dearth of competent candidate and voters expressed their anguish by not going to polling stations, he said.
PTI lawmaker from Peshawar Javed Nasim said the party leadership and workers were ‘overconfident’ that they would easily sweep elections again.
“There was no planning and arrangements for bringing voters to polling stations,” he said.
Another reason for the defeat, he alleged was the that administration was not fair and Ghulam Bilour had bought voters.
Dr Syed Hussain Shaheed Suhrawardy, who teaches in the Department of International Relations, University of Peshawar, said rifts within the party and the three months performance of the provincial government had exposed PTI.
“Before the general elections, PTI had mesmerised educated and urbanised a lot of the society with the slogan of change. People expected revolutionary changes and end of status quo, but PTI disappointed the silent majority through its poor performance,” he said.
Like other political parties, the PTI ministers and leaders also continued the same status quo and therefore, people decided to stay at home on polling day, he said.

Pakistan Prime Minister Yousuf Raza Gilani has challenged cricketer-turned-politician Imran Khan to either prove his allegations that he has assets abroad or stop misleading the people. 
Khan had accused Gilani of amassing assets abroad. 
He also demanded that President Asif Ali Zardari and former premier Nawaz Sharif should bring back their funds in western banks and invest them in Pakistan. 
“I challenge Mr Khan to prove his allegation against me. In case he finds any of my assets abroad, I assure him that I will donate them to his party,” Gilani said reporters while interacting with a group of reporters here yesterday. 
“But if he fails to prove his allegations, then he should stop making baseless allegations against me,” Gilani said.

PESHAWAR: Awami National Party chief Asfandyar Wali Khan said Monday Pakistan Tehreek-e-Insaf chairman Imran Khan’s concept of ‘Naya (new) Pakistan’ had left the crises-plagued Pakhtuns in the lurch at a time they needed to be pulled out of trying period.

“In ‘Purana (old) Pakistan’, the slain Bashir Bilour would dash to the site of terrorist attacks to boost morale of the security forces and the people but today that’s not happening. You know why? Because now we have a ‘Naya Pakistan’ which has no space for such bravery”, Asfandyar sneered while addressing an election gathering held at the Nishtar Hall to muster support for the party stalwart Ghulam Ahmad Bilour who is the joint candidate of the ANP, Pakistan People’s Party and the Jamiat Ulema-e-Islam-Fazl for the NA-1 in the by-election slated for August 22.

“In ‘Purana Pakistan, the ministers used to attend funerals of policemen and common men while in ‘Naya Pakistan’ the ministers even don’t attendJanaza of their slain members of the assembly”, he said taking to task the PTI public representatives.

He said the speaker of the assembly of ‘Purana Pakistan’ used to be the custodian of the entire House, while in ‘Naya Pakistan’ the speaker represents the ruling party. He said referring to the Khyber Pakhtunkhwa Assembly Speaker Asad Qaiser who still holds the portfolio of PTI’s provincial chapter president. The nationalist leader also flayed Chief Minister Pervez Khattak for holding the party office along with the government slot.

He said captain (Imran Khan) used to criticise President Asif Ali Zardari for keeping dual offices, but now his own party’s provincial president and central general secretary held both party and government offices. “During the ANP government the Bannu jailbreak incident happened. It was the captain who had stated then that the ANP had lost the right to rule the province. Now what will he (Imran Khan) say after the Dera Ismail Khan jailbreak? Was he right then or now? Have they lost the right to govern?” he asked sarcastically.

Amid charged atmosphere in the hall, the ANP chief came down hard on Pakistan Tehreek-e-Insaf (PTI) chief Imran Khan which he addressed as “Kaptan (captain)”.

Asfandyar said, the captain in his speeches talked about other issues except law and order as he didn’t have the courage to comment on the issue. He said after every terror incident the use of the word ‘condemn’ is avoided and instead ‘sorrow’ is used.

He said that the people of Peshawar were indebted to slain Bashir Ahmad Bilour and they should pay back for his matchless sacrifices by voting in favour of Ghulam Ahmad Bilour in the by-elections.

“Bashir Bilour sacrificed his life for people of this city and I request you to pay him respect by voting for Haji Bilour,” said the sweat-soaked Asfandyar Wali.

Terming the alliance of ANP, PPP and JUI-F formidable, Asfandyar said the tri-party alliance would achieve victory in the by-elections.

Regarding the Imran Khan’s complaints of rigging in general elections he said, “He (Imran Khan) should either accept results of all the constituencies or should reject it. It is strange that where he won election, he termed it fair and where he lost he alleged that it was rigged.”

ANP stalwart and candidate of tri-party alliance Ghulam Ahmad Bilour in his speech said that ANP in its five years term achieved many milestones including renaming of the province, provincial autonomy, net hydel profit and buried the Kalabagh Dam project forever.

However, he lamented, people didn’t remember the achievements of the party and were duped by the mere slogans of PTI in the May 11 elections.

Haji Bilour said being democrats they wished that the federal and provincial government complete tenure, however they would continue to make constructive criticism and remind them of the pledges they made to the electorate.

He also urged Taliban to stop killing of Pukhtuns as even by killing all Pukhtuns they would not be able to achieve their goals.

Ghulam Bilour warned the administration to refrain from interfering with the by-elections and vowed to react if any one from the administration was found supporting the candidate of the ruling party.

Earlier, Zulfiqar Afghani of PPP, Mian Iftikhar Hussain, Qari Abdur Rauf of JUI-F also spoke on the occasion. A large number of ANP leaders including Senators Haji Muhammad Adeel, Afrasiab Khattak, Abdul Nabi Bangash, Ilyas Bilour, MPA Sardar Hussain Babak and others were present on the occasion.

The party activists of ANP, PPP and JUI-F attended the gathering in large number. The flags of all the three parties were fluttering in and outside the hall.

Huge banners of Ghulam Ahamd Bilour, candidate of tri-party alliance, were put on display in and outside the jam-packed Nishtar Hall. Strict security measures were taken for the gathering and the Jail Road was closed for all sorts of vehicular traffic. The closure of road caused severe traffic jam inside the city. ANP chief was accorded warm welcome by the participants. Amid humidity in the hall the ANP activists intermittently chanted slogans even during the speech of Asfandyar Wali Khan.

میں سوچتا ہوں کہ اگر شوکت خانم ہسپتال موت کے دروازے پر دستک دیتے ہوئے لوگوں کی امیدوں پر پورا اترتا تو ڈاکٹر شہریار لوگوں کی توجہ کا مرکز کیوں بنتا۔ بے تحاشا فنڈز جمع ہونے کے باوجود لوگوں کو شوکت خانم سے وہ سہولتیں نہیں ملتیں جن کے لئے ان کا دل تڑپتا ہے۔ یہاں جتنے مریض آتے ہیں انہوں نے کچھ نہ کچھ شوکت خانم ہسپتال کے لئے دیا ہے۔ میرے خیال میں جس شخص نے سو روپے بھی دئیے ہیں۔ اس کا بھق حق ہے کہ وہ شوکت خانم کینسر ہسپتال کو اپنا ہسپتال سمجھنے میں حق بجانب ہے۔ مجھے کئی لوگوں کی طرف سے کئی بار بڑی افسوسناک شکایات ملیں مگر میں چُپ رہا۔ مجھے میرے بہت شاندار اور اچھے ہمسائے ڈی فائیو وحدت کالونی کے عبدالشکور نہیں بھولتے۔ وہ ابھی دو تین سال نہ مرتے مگر انہیں شوکت خانم کے ڈاکٹروں نے موت کا خوف دلا کے بے بس کر دیا۔ مجھے بھابھی مسز عبدالشکور نے بتایا کہ شوکت خانم کے ڈاکٹر اطہر کاظمی نے شکور صاحب کو کہا آپ چند دنوں کے مہمان ہیں۔ گھر جاﺅ اپنے بچوں کے ساتھ تھوڑا سا وقت گزارو اور ہنسی خوشی مر جاﺅ۔ شکور صاحب اپنے پاﺅں پر چل کر ہسپتال پہنچے تھے۔ اتنے گھبرائے کہ سٹریچر پر سروسز ہسپتال آ گئے۔ انہیں شوکت خانم میں صرف پین کلر دئیے جاتے رہے۔ ڈاکٹر کا کام یہ نہیں کہ وہ مرتے ہوئے مریض کو بھی اس طرح کہے۔ ڈاکٹر ہارون کا رویہ بھی اچھا نہ تھا۔ ڈاکٹر فیصل سلطان سے میری بات ہوئی وہ اچھی طرح بات کرتے رہے۔ خواجہ نذیر نے بھی تسلی دلائی مگر اب مریض خود اپنے ہاتھوں سے نکلا جا رہا تھا۔
شہباز شریف بھی ڈاکٹر توقیر شاہ کے ساتھ اپنے بہترین صلاحیتوں والے ساتھی کو دیکھنے سروسز گئے مگر اب وقت کسی کے قابو میں نہ تھا۔ میں بھی شکور صاحب سے ملا۔ اُن کی آنکھوں میں کہیں اور چلے جانے کی خبریں اڑ رہی تھیں۔ اب عمران خان کی سیاست اور وزیراعظم بننے کی خواہش نے شوکت خانم کو بہت پیچھے چھوڑ دیا ہے۔ میں نے خود اس ہسپتال کی فنڈ ریزنگ کے لئے کئی شہروں کا سفر کیا۔ سول سوسائٹی کے سب خواتین و حضرات نے اس ہسپتال کے لئے دل سے سوچا اور جو ہو سکا کر دیا۔ محبوب فنکار دلدادار بھٹی امریکہ میں شوکت خانم کے لئے جھولی پھیلاتے ہوئے مر گیا۔ عمران نے کبھی اُسے یاد نہیں کیا۔ سب فنکاروں ادیبوں شاعروں تاجروں عورتوں بچوں بوڑھوں نے اس ہسپتال کے لئے کیا جو وہ پاکستان کے لئے کرنا چاہتے ہیں۔ سیاستدانوں نے جو پاکستان کا حال کیا ہے۔ کینسر ہسپتال کا بھی اب پاکستان والا حال ہوتا جا رہا ہے۔ عمران سیاستدان بن گیا ہے۔
برادرم اعجاز رضوی ڈاکٹر شہریار کے ہسپتال کے سارے منصوبے کا احوال لے کے میرے پاس آیا۔ میں نے ایک محفل میں ڈاکٹر شہریار کی باتیں سنیں۔ فرحت پروین نے سب دوستوں کا شکریہ ادا کیا۔ ڈاکٹر عریشہ زمان، ڈاکٹر شاہینہ آصف، ڈاکٹر نازش نے بھی خطاب کیا۔ ڈاکٹر شہریار سمجھتے ہیں کہ اب پاکستان میں تین لاکھ افراد کینسر کی بھینٹ چڑھ جاتے ہیں۔ پاکستان میں کینسر کے لئے ریسرچ کی ضرورت بھی ہے اور یہ عالمی معیار کے مطابق ہونی چاہئے۔ مقامی حالات کو بھی مدنظر رکھنے کی ضرورت ہے۔ ہم ان کے شکر گزار ہیں۔ فرحت پروین کے لئے خاص طور پر اعجاز رضوی کے لئے عام طور پر ممنون ہیں کہ وہ اہل قلم کو بھی متوجہ کر رہے ہیں۔ اس طرح اہل قلم کا اہل دل بننے کا قوی امکان ہے۔
جب شوکت خانم میں عمران کی عیادت کے لئے نوازشریف پہنچے تو انہوں نے کہا کہ آپ خوراک کا بھی خاص خیال رکھیں۔ کیا آپ کو ڈاکٹر نے شیر کے تکے بنا کے کھانے کا مشورہ نہیں دیا۔ اس دوران اخبارات میں یہ رپورٹ بھی شائع ہوئی ہے کہ اب امریکہ سے عمران کو فنڈز ملنا بند ہو جائیں گے۔ وہاں فوزیہ قصوری کے بعد ڈاکٹر نصراللہ عمران کے لئے سب سے زیادہ خلوص کے ساتھ وابستہ تھے۔ انہوں نے جب ساتھیوں کے کہنے پر لاکھوں ڈالروں کا حساب کتاب کے لئے عمران سے پوچھا کہ پارٹی مافیا اور خودغرض لوگوں نے اس میں الجھاﺅ پیدا کر دیا ہے تو عمران نے اُسے بری طرح ڈانٹ دیا اور کہا کہ اس معاملے میں اپنی بکواس بند کرو۔ یہ جملہ 29 جولائی کی ای میل پیغام میں محفوظ کر لیا گیا ہے۔ اسی طرح کی باتیں گلوکار ابرارالحق کے حوالے سے بھی سامنے آئی ہیں۔ اس نے بھی اپنی ماں صغریٰ شفیع کے نام سے نارووال میں ہسپتال کے لئے یورپ سے فنڈز ریزنگ کی۔ وہ نارووال سے تحریک انصاف کے ٹکٹ پر ن لیگ کے احسن اقبال سے بُری طرح الیکشن ہار گیا ہے۔ میری گزارش ڈاکٹر شہریار سے ہے کہ وہ غریب مریضوں کے لئے ہسپتال بنائے اور اس کے بعد اپنی سیاسی پارٹی نہ بنائے۔ عمران اب پشاور میں کینسر ہسپتال بنا رہا ہے مگر اس نے اپنے آبائی شہر میانوالی میں میرے بار بار کہنے کے باوجود ایک چھوٹا سا ہسپتال بھی نہیں بنوایا۔ میانوالی میں غریب خواتین و حضرات راستوں میں مر جاتے ہیں۔

 تحریک انصاف میں موروثی سیاست اور عمرانی نظریہ



ضمنی الیکشن میں وزیراعلیٰ خیبر پختونخواہ پرویز خٹک نے اپنے داماد کو ٹکٹ دلوایا ہے۔ سپیکر سرحد اسمبلی اسد قیصر نے اپنے بھائی کو اور عائلہ ملک نے اپنے سمدھی کو عمران خان سے ٹکٹ دلوایا ہے۔ موروثی سیاست کا الزام پیپلز پارٹی‘ ن لیگ اور ق لیگ پرکیوں ہے؟ اسد عمر بھی جنرل عمر کا بیٹا ہے اور اس نے بنگلہ دیش بنوایا تھا۔ ان کے لئے عمران ووٹ مانگ رہا ہے اور کہتا ہے کہ نظریے کو ووٹ دو۔ ان تینوں چاروں کے نظریات مختلف ہیں ہم نظریہ کہتے ہیں کہ اس سے مراد نظریہ پاکستان یعنی دو قومی نظریہ ہوتا ہے۔ تحریک انصاف والوں کو معلوم ہے کہ نظریہ پاکستان کیا ہے؟ انہیں عمرانی نظریے کا بھی پتہ نہیں؟ ضمنی نتائج حکومت والوں کی مرضی سے مرتب ہوتے ہیں۔ ہمارے ہاں یہی انتخابی رواج ہے۔ عمران خان کا نظریہ ضرورت ہے۔ خیبر پختونخوا کی ٹکٹوں کے لئے مسلم لیگ ن کی طرف سے عمران کے لئے راہ ہموار کی گئی اور پرویز خٹک نے کہا کہ شہباز شریف میرے لئے رول ماڈل ہیں۔ شاید اسی لئے عمران خان کہتے ہیں کہ میں خود پشاور میں بیٹھوں گا۔ خیبر پختونخوا کے لئے وزیراعظم عمران خان ہوںگے۔ کیا خیبر پختونخوا میں دھاندلی نہیں ہو گی؟
مجھے تو لگتا ہے کہ خیبر پختونخوا کی حکومت تحریک انصاف یعنی عمران خان کے ہاتھوں سے پھسلتی جا رہی ہے۔ حکومت تو ہر کہیں ریت کی طرح ہوتی ہے۔ عمران کے نوجوان کہتے ہیں کہ نواز شریف کی حکومت کے دن بھی تھوڑے ہیں مگر عمران نے اپنے پیچھے مولانا فضل الرحمن کو لگا لیا ہے۔ کچھ لوگ کہتے ہیں کہ یہ نواز شریف اور چودھری نثار کی سیاست ہے۔ ضمنی انتخاب کے بعد کیا ہو گا۔ عمران کے لئے اس بات پر غور فرمائیں کہ وہ ڈاکٹر طاہر القادری کے ساتھ مل کر ن لیگ کے خلاف تحریک چلائیں گے۔ کیونکہ ضمنی الیکشن میں بھی شکست صاف نظر آرہی ہے بلکہ تحریک انصاف میں شکست و ریخت مسلسل ہو رہی ہے۔ ایک بات بہت واضح ہے کہ عمران خان وزیراعظم بننا چاہتے ہیں۔ یہ ان کی دیرینہ خواہش ہے اور بہت دیر ہو گئی ہے۔ وزیراعظم بننے کی خواہش تو ڈاکٹر طاہر القادری کی بھی ہے۔ دونوں کو جنرل مشرف نے دھوکہ دیا۔ جسے وزیراعظم بننا تھا۔ اس نے انتظار کیا اور صبر کیا۔ ہمارے سیاستدانوں میں صبر اور انتظار کی عادت نہیں ہے۔ امارت کی طرح وزارت کے بارے میں بھی خیال ہے کہ صبح آنکھ کھلے تو ہم امیر کبیر ہو جائیں اور وزیراعظم بن جائیں۔ نواز شریف کی سیاست کامیاب رہی۔ انہوں نے شاہی اپوزیشن کی اور پھر فرینڈلی اپوزیشن کا طعنہ سنا اور وزیراعظم بن گئے۔
مولانا پر عمران خان نے الزام لگایا کہ انہوں نے امریکی سفیر سے کہا کہ مجھے وزیراعظم بنا دو اور پھر جو چاہے کرو اور کرا لو۔ عمران کے بارے میں مولانا کا کہنا ہے کہ امریکی سفیر سے عمران خان نے کہا کہ مجھے وزیراعظم بنا¶۔ طالبان کے ساتھ صرف میں معاملات طے کروا سکتا ہوں۔ مجھے طالبان خان بھی کہتے ہیں۔ انہوں نے لانگ مارچ بھی کیا۔ مگر کوئک مارچ نہ ہوا۔ نجانے یہ پلاننگ طالبان کے حق میں تھی امریکہ کے حق میں یا اپنے حق میں تھی ناحق اور حق میں فرق ہوتا ہے۔ جو ہمارے بے چہرے حکمرانوں کو معلوم نہیں ہوتا۔ مولانا فضل الرحمن کے بھی طالبان سے بہت تعلقات ہیں مگر قرعہ فال نواز شریف کے حصے میں نکلا۔ اب فال نکالنے والے ان سے زیادہ خوش نہیں ہیں۔ سنا ہے اس کے بعد باری عمران خان کی ہے شاید خیبر پختونخوا میں باری مولانا صاحب کی نکل آئے۔ وہ مرکز میں حکومت کی بجائے اپوزیشن لیڈری کے لئے کوشش کریں گے۔ کہتے ہیں اپوزیشن میں بھی پوزیشن بہت ہوتی ہے۔ عمران اپوزیشن میں بھی حکمرانی کا قائل ہے بلکہ گھائل ہے۔
عمران کو جائن کرنے والے بھی کئی دفعہ وزیر شذیر رہ چکے ہیں۔ عمران بھی انہی کو وزیر شذیر بنائے گا۔ مزید ٹھیک ہے مگر تجربہ ٹھیک ٹھاک ہوتا ہے۔ کہا جا رہا ہے کہ جو سیاستدان حکومتی جرائم اور کرپشن سے توبہ کرتا ہے اس کی نیت ٹھیک نہیں ہوتی۔ وہ تحریک انصاف جائن کرکے عمران کے پہلو میں بیٹھ جاتا ہے۔ بڑی دیر سے کھانے پینے میں مصروف شخص سے پوچھا گیا کہ رج گئے ہو اس نے ہاتھ اور منہ صاف کئے بغیر کہا تھک گیا ہوں۔ کئی سیاستدان حکمران اور افسران ابھی تھکے نہیں ہیں۔ لگے ہوئے ہیں۔ کسی نے پوچھا کہ تحریک انصاف کا آئین کیا ہے۔ جواب ملا یہ تو پتہ نہیں۔ اتنا پتہ ہے کہ عمران کا آئینہ عائلہ ملک ہے۔ عمران کہتا ہے کہ نظریے کو ووٹ دو۔ میانوالی سے وحید ملک کو عائلہ ملک کا چہرہ مبارک دیکھ کر ووٹ دو یہ کوالی فکیشن کیا کم ہے کہ وحید ملک عائلہ ملک کا سمدھی ہے۔
پشاور میں غلام احمد بلور پھر مقابلے میں آگیا ہے۔ اب انہیں مولانا کی حمایت بھی حاصل ہو گئی ہے۔ یہ بلور کی حمایت نہیں ہے عمران کی مخالفت ہے بغض معاویہ یہی ہوتا ہے۔ عمران خان اپنی جیتی ہوئی سیٹ ہار گیا تو کیا ہو گا۔ وہ زیادہ خوش ہو گا کہ اب میرے وزیراعظم بننے کا چانس پکا ہے؟ پنجاب کے اپوزیشن لیڈر میاں محمود الرشید کے بیٹے کے جنازے میں عمران کے بہنوئی اور چچازاد بھائی حفیظ اللہ خان نے اس کے ساتھ ہاتھ ملانے سے انکار کردیا۔ یہ کیا وقت آگیا ہے عمران رشتوں اور رابطوں میں اتنا فرعون کیوں ہے۔ حفیظ اللہ خاں بھی کم نہیں ہے۔ اس کا بھائی ہے۔ جب شوکت خانم میں پیٹ درد کے حوالے سے عمران داخل ہوا تو اس کے محسن بھائی حفیظ اللہ خان نے مجھے کہا کہ تم ایک کالم عمران خان کے لئے لکھو۔ ایک جملہ عمران خان کو چبھ گیا۔ عمران میرا دوست ہے نہ میرا لیڈر ہے مگر میرا بھائی تو ہے۔ اب محسوس ہوا ہے کہ وہ بھائی بھی نہیں ہے۔ پہلے میانوالی کے غیرت مندوں نے بھائی سمجھ کر عمران کو ووٹ دئیے تھے۔ کیا اب عائلہ ملک کو اپنی بہن سمجھ کے ووٹ دیں گے۔ تحریک انصاف کے ایک سچے اور بہادر کارکن جمشید امام کا شعر ہے
