PESHAWAR: Chief Minister Pervez Khattak’s generosity clears knows no bounds. The leader of the house spent Rs40 million on buying gifts for dignitaries and guests during the fiscal year 2014-15, overtaking Governor Sardar Mehtab Ahmad Khan who spent Rs14 million.
The CM House’s total annual allocation was Rs264 million while an additional Rs60 million was spent. This is palpably the reason why, as budget documents reveal, Rs324 million has now been set aside for Khattak’s official residence for the forthcoming fiscal year.
The CM took home a smaller pay cheque than his principal secretary (PS). Like Mehtab, who was paid less than his military secretary, Khattak’s monthly pay last year stood at Rs252,000 while his PS was paid Rs916,000.
The CM Secretariat employs as many as 313 people, out of which 71 are high-ranking officials. The soaring expenditures were largely dominated by salaries of the aforementioned. Furthermore, the 313 employees are paid with at least 35 different types of allowances. This is in addition to the secretariat allowance, presidential allowance and the honouree allowance are overburdening the national exchequer.
During the last financial year, the CM House consumed electricity worth Rs22 million, gas worth Rs0.65 million. Rs26 million has been allocated for gas expenditures for 2015-16.
A total of Rs3.65 million was spent on the registration of new vehicles, furniture worth Rs2 million was bought. Additionally, Rs10.65 million was spent on construction and repairs while Rs13.8 million was spent on transportation costs. The CM House’s helicopter, aeroplane and staff vehicles burnt fuel worth Rs15 million.

ISLAMABAD: 
Amid growing criticism over his ‘authoritarian’ approach to run the party, Pakistan Tehreek-e-Insaf (PTI) chairman Imran Khan on Monday withdrew his controversial decision to dissolve election tribunal headed by Justice (retd) Wajihuddin Ahmed.
“The tribunal was confidentially contacted,” and told that the party chairman’s command calling upon justice Wajihuddin to stand down and not conduct meetings of the erstwhile tribunal, said the two-member commission after the meeting.
After withdrawing the dissolution order, the PTI requested the tribunal “for grant of three weeks’ time in order that, meanwhile, effective steps are taken for implementation of the tribunal’s orders,” with regard to intra-party elections.
The tribunal has accepted the request while noting, “Three more weeks, in our current context, is not a small period of time. Before this, as from October 17, 2014 to date, already, more than half a year has passed and the party workers and activists continue to be deprived, the unlawful incumbents continuing to rule the roost. This state of affairs is unacceptable. It may, therefore, be assured that the needful is done within the extended time.”
The order also stated: “Accordingly, while the proceedings stand extended to May 25, at the same time and place, all party individuals and institutions, so far required by the tribunal to act or report, would do so before the said date, failing which the necessary consequences of non-compliance would follow,”
According to sources, the party had told the tribunal after contacting confidentially that party top brass was inextricably engaged in proceedings of the judicial commission and other issues related to the upcoming local government elections.
The PTI chairman had suspended the tribunal just 48 hours before its hearing in Karachi. The panel, formed by Imran in December 2013, was set to meet on April 27 to decide on show-cause notices, as well as hearing complaints regarding allegations of massive irregularities, corruption and fraud during the intra-party elections held on March 18, 2013.
In response, Justice Wajih had responded to the chairman’s notification saying: “Under judicial norms, a part-heard matter cannot, administratively, be taken away while a judge or judges are hearing it.”
The retired justice compared Imran’s actions to military dictators like Ayub Khan, Ziaul Haq and Pervez Musharraf for their illegal and unconstitutional decisions to seek a subservient judiciary. “Have we ourselves changed rather than changing Pakistan for the better?” he questioned.

 ISLAMABAD: The National Database and Registration Authority (Nadra) has denied that it has come under pressure from government over the ongoing inquiry into the 2013 elections, instead accusing the Pakistan Tehreek-i-Insaf (PTI) of pressuring the organisation through a malicious campaign.
“The PTI leadership has been pressuring Nadra and its chairman... It has also discreetly held meetings with (members of) its employees union, inciting them to stage sit-ins and to shut down its registration centres,” a spokesman said on Sunday.
He said the PTI leaders often didn’t pay attention to the proceedings of the poll inquiry commission. “The spokesperson of PTI, Dr Shireen Mazari, herself has been found sleeping during long meetings of the commission,” he said.
Refuting the allegation that the Nadra chairman did not make eye contact with a member of the commission, he claimed that the Nadra chairman successfully defended a report before the judge for over three hours. “Only on one occasion, during a very long cross-questioning by both parties, the Nadra chairman was told by the honourable judge to make eye contact with him while replying to a question,” he said.
The spokesman also tried to dispel what he called the misperception being created by the PTI regarding a supplementary report submitted by Nadra.
He said that Nadra was a statutory body and reports of more than 39 constituencies submitted so far by it to tribunals neither implicated anyone nor exonerated any party.
“The supplementary report is submitted to election tribunal on requests made by counsel for both parties. However, during the proceedings when PTI counsel denied that he had requested Nadra for production of the supplementary report, Nadra chairman produced a request letter from the PTI counsel before the honourable judge.
“The judge acknowledged that it was given in his presence and has now been made part of the official record.”
The spokesman said legal action might be initiated against PTI lawyers for uttering half-truths in court.
PTI REACTION: Naeemul Haq, a PTI leader, rejected the Nadra statement and said the organisation’s chief was clearly worried because of “pressure from the government”. “Nadra has declared that its own report is based on assumptions. A supplementary report about NA-122 has been submitted in the election tribunal. The unclear report has put a question mark over Nadra’s credibility,” he said.

PESHAWAR: The Centre for Governance and Public Accountability (CGPA), a nongovernmental organisation, on Friday urged the Khyber Pakhtunkhwa government to expedite utilisation of funds for Annual Development Programme as it could only utilise 45 per cent with 25 days left to the end of the financial year.
According to a statement issued by CGPA here, of the total allocation of Rs139.80 billion under Khyber Pakhtunkhwa ADP for 2014-15, Rs124.1 billion has already been released.
Only Rs62.9 billion, which is 45 per cent of the ADP budget, has been utilised so far, said the statement quoting figures of the provincial finance department.
During a pre-budget media briefing on Thursday, finance secretary Said Badshah Bukhari had claimed 90 per cent of the provincial ADP would be utilised by the end of the current financial year.
The CGPA urged the Khyber Pakhtunkhwa government to expedite the utilisation of development funds to improve social indicators in the province and avoid transfer of one year’s budgetary allocations for public service delivery to the next.
Of the total of Rs19.9 billion development budget for elementary and secondary education, only Rs9.3 billion was used until June 5, the statement said.

NGO says better ADP spending to improve local social indicators


Despite the fact that almost 2.5 million children are out of schools in the province, the Khyber Pakhtunkhwa government’s inability to spend development budgets efficiently and effectively is adding to the gravity of educational challenges.
Allocation for roads was Rs17.3 billion in 2014-15 ADP.
The utilisation under the roads until June 5, 2015 was Rs7.4 billion, which is 43 per cent of total development budget for roads.
The regional development, which covers some discretionary funds, was given Rs16.4 billion.
The actual utilisation under regional development has been only Rs6.7 billion, which is 41 percent of the total development budget.
Similarly, Rs11.21 billion was given to health sector in 2014-15 ADP but only Rs3.7 billion, 34 percent of the total budget, was utilised until June 5, 2015.
The CGPA demanded that more funds be allocated for provision of medical equipment and medicine to hospitals to improve the performance of health sector in Khyber Pakhtunkhwa.
Similarly development budget utilisation in the other sectors remained as agriculture 70 percent, Auqaf and religious affairs 43 percent, drinking water and sanitation 45 percent, energy and power 47 percent, environment 13 percent, finance 41 percent, food 17 percent, forestry 55 percent, higher education 59 percent, home 30 percent, housing 28 percent, industries 27 percent, information 59 percent, labour two percent, law and justice 47 percent, mines and minerals six percent, population welfare 36 percent, pro-poor special initiatives 27 percent, research and development 43 percent, social welfare 51 percent, sports, tourism and archeology 43 percent, science and technology and Information Technology 27 percent, transport 10 percent, urban development 55 percent, water 73 percent, utilisation under district ADP 63 percent and 24 percent under relief and rehabilitation.
CGPA programme manager Malik Masood demanded that Khyber Pakhtunkhwa government ensure efficient and accountable mechanisms for improving ADP spending.
He said the provincial government had performed well in expediting the development process in fourth quarter but still, 55 percent funds had yet to be utilised with only 25 days left to the end of financial year 2014-15.
Masood urged the provincial government to start timely planning for utilisation of next year ADP.

ISLAMABAD: Religious leader and media personality Agha Murtaza Pooya on Tuesday denied that the US ambassador in Pakistan had told him about the ‘35 punctures’ by former caretaker Chief Minister of Punjab Najam Sethi in the context of the 2013 general elections. “It’s a downright lie. The American ambassador had never told me any such thing,” Agha Pooya told The News. “I vehemently deny any conversation between me and the US envoy in Islamabad on this issue.”


Pooya’s name came into the light when on Tuesday PTI leader Naeemul Haq said the American ambassador had told Agha Pooya that an American agency had taped a conversation between Najam Sethi and Mian Nawaz Sharif in which Najam Sethi had talked about 35 punctures.

“I deny all this. The American ambassador had never told me any such thing. In fact, he never talked to me on this matter,” said Pooya. The story of 35 punctures was first concocted by one Ejaz Hussain, an England-based person, who in his e-mail to ARY’s Mubashir Luqman coined this and declared Dr Shahid Masud a liar in the context of his claim of breaking the non-existent issue of 35 punctures.

In his recent private conversation with an important figure, American Ambassador Richard Olson also confirmed having not talked about 35 punctures and taping of such conversation between Najam Sethi and Mian Nawaz Sharif.

PTI leader Imran Khan has constantly been accusing Najam Sethi of making 35 punctures and even linked Sethi with the award of PCB media rights to Geo just for the sake of mudslinging.The media rights to Geo were awarded through a transparent process and the PCB Media Rights Committee, which awarded this contract, was headed by former ICC chief Ehsan Mani.

Ehsan Mani is also the Chairman of the Audit Committee of Shaukat Khanum Cancer Hospital, Lahore. However, when Najam Sethi appeared before the Judicial Commission headed by Chief Justice of Pakistan, Imran Khan’s counsel did not ask or raise any question about 35 punctures to the utmost surprise of all.

Imran Khan has been accusing Najam Sethi on public forums, media and everywhere but his legal counsel did not raise the question of 35 punctures before the Judicial Commission on Monday when Najam Sethi appeared as a witness.

On his part, Najam Sethi did file a defamation suit against Imran Khan and Dr Shahid Masud.After Imran’s repeated non-appearance in this case, the court fined him Rs5,000. However, after paying the fine, Imran Khan’s lawyers sought more time for reply, which he has not filed with the court yet.

Dr Shahid Masud, however, took a new stand that he was repeating what Imran Khan was saying. With Pooya’s categorical denial, the balloon of lies relating to 35 punctures has been punctured and now Imran Khan and those who concocted all this have become a laughing stock.

گزشتہ ہفتہ تقریباً چھ سال کے بعد خیبر پختونخواہ میں بلدیاتی انتخابات ہوئے تھے جس میں بڑے پیمانے پر بے ضابطگیاں دیکھنے میں آئیں جب کہ تشدد کے مختلف واقعات میں اطلاعات کے مطابق دو درجن کے لگ بھگ افراد بھی ہلاک ہوئے
الیکشن میں اب تک کے غیر سرکاری نتائج کے مطابق پاکستان تحریک انصاف عددی اعتبار سے اکثریت حاصل کرنے میں کامیاب ہوئی لیکن مختلف سیاسی جماعتوں بشمول پی ٹی آئی کی اتحادی جماعت اسلامی کی طرف سے بھی انتخابات مین دھاندلی کے الزامات سامنے آئے ہیں۔
منگل کو اسلام آباد میں صحافیوں سے گفتگو کرتے ہوئے عمران خان کا کہنا تھا کہ انھوں نے وزیراعلیٰ پرویز خٹک سے مشاورت کی ہے اور اگر دوبارہ انتخابات کروانے کا کہا جاتا ہے تو ان کی جماعت اس کے لیے تیار ہے۔
"اگر یہ چاہتے ہیں کہ متنازع حلقوں میں دوبارہ الیکشن ہو تو ہم تیار ہیں۔"
مقامی حکومتوں کی 41 ہزار سے زائد نشستوں کے لیے 84 ہزار سے زائد امیدوار ان انتخابات میں میدان میں تھے اور ایک کروڑ تیس لاکھ سے زائد ووٹروں کو مختلف نشستوں کے لیے سات، سات ووٹ ڈالنے تھے۔
الیکشن کمیشن نے ایک بیان میں کہا تھا کہ اس نے صوبائی حکومت کو یہ تجویز دی تھی کہ اتنے بڑے پیمانے پر انتخابات کو مرحلہ وار منعقد کر لیا جائے لیکن یہ تجویز قبول نہیں کی گئی۔
علاوہ ازیں کمیشن نے صوبائی حکومت کے اس بیان کو بھی مسترد کیا کہ انتخابات میں امن و امان قائم رکھنا الیکشن کمیشن کی ذمہ داری تھی اور اس کے بقول انتخابات کروانا ایک اجتماعی ذمہ داری ہے جس میں کوئی بھی ادارہ خود کو بری الذمہ قرار نہیں دے سکتا۔
تاہم اس بیان پر عمران خان نے الیکشن کمیشن کو تنقید کا نشانہ بناتے ہوئے کہا کہ وہ اپنی ذمہ داری سے روگردانی نہ کرے۔
"الیکشن کمیشن کو اپنی ذمہ داری قبول کرے، یہ آپ کا کام ہے الیکشن کروانا حکومت کا کام نہیں ہے۔"
ادھر بلدیاتی انتخابات میں مبینہ دھاندلی کے تناظر میں پیش آنے والے تشدد کے ایک تازہ واقعہ میں کم ازکم چار افراد ہلاک ہوگئے۔
منگل کو ایبٹ آباد میں یہ واقعہ اس وقت پیش آیا جب بلدیاتی انتخابات میں دھاندلی کی شکایت درج کروانے کے لیے دو فریق متعلقہ حکام کے دفتر جا رہے تھے کہ ان میں تلخ کلامی کے بعد فائرنگ کا تبادلہ شروع ہو گیا۔ واقعے میں ایک شخص شدید زخمی بھی ہوا۔
دریں اثناء الیکشن کمیشن نے دیر سے صوبائی اسمبلی کے ایک حلقے میں خواتین کو ووٹ ڈالنے کی اجازت نہ دیے جانے پر یہاں کے نتائج کو کالعدم قرار دیتے ہوئے دوبارہ الیکشن کا حکم دیا ہے۔
گزشتہ ماہ حلقہ پی کے 95 لوئر دیر میں ہونے والے ضمنی انتخاب میں جماعت اسلامی کے امیدوار کامیاب ہوئے تھے۔
شائع شدہ اطلاعات کے مطابق یہاں 53 ہزار خواتین کے ووٹ رجسٹر تھے جنہوں نے اپنا حق رائے دہی استعمال نہیں کیا۔
