Murad Saeed's degree: Teachers threaten to quit after govt committee recommends sacking UoP VC

The saga of Pakistan Tehreek-e-Insaf (PTI) MNA Murad Saeed’s degree took a new turn on Friday when the Peshawar University’s teacher’s association threatened to quit after a government committee recommended removing the varsity’s vice chancellor to resolve the matter.
MPA Saeed’s degree was challenged when student group Pukhtoon Students Federation accused him of passing his Remote Sensing, Introduction to Environmental Sciences and Ecology papers in one hour.
Saeed subsequently approached the high court. In his petition, the MNA argued that he had attended UoP from 2005 to 2009 for his undergraduate studies and passed all his courses in the said timeframe. The environmental sciences department chairman had issued a course completion certificate on November 26, 2009 and despite repeated attempts, Saeed was informed the varsity administration will send his degree by post. The varsity had later argued that Saeed still needed to clear three papers.
Later, the Khyber-Pakhtunkhwa government had established a committee, empowering the additional secretary higher education and additional secretary law to probe the matter. However, there was a “split” between the reports from both officials.
A summary forwarded to the K-P CM by the secretary of the Higher Education Department, copies of which are available with The Express Tribune, notes that efforts were made to “develop a consensus” between both reports, but that these efforts “did not succeed”.
The summary of the report holds UoP Vice Chancellor Rasool Jaan responsible, stating that MNA Saeed was deliberately being denied his degree. In his report, secretary education charged the VC with misconduct, advocating his removal under the amended university act of 2015.
The summary recommends that the chief minister advise K-P governor, who is also the chancellor of UoP, to sack the vice chancellor Jaan.
The decision, however, was met with opposition in UoP sparking wide spread protests amongst professors at the university on Friday evening,
Jamil Ahmad Chitral, a representative of the Friends group — which had won the recent Peshawar University Teachers Association (Puta) elections, told The Express Tribune that recommendations made by the secretary were unfair.
“If the government will politicise the education system it will have serious repercussions,” he warned, adding that if the decision is formalised, hundreds of teachers across the province will quit in protest.
“Why does the university of Peshawar, one of the oldest varsities in the country, have to suffer for the degree of a single MNA.”
Other teachers of the university who were contacted were unaware of the decision, but they agreed with Chitrali that if the vice chancellor is removed it will further complicate matters.

پابندی کے باوجود پی ٹی آئی کا پشاور میں جلسہ
پشاور : پاکستان تحریک انصاف (پی ٹی آئی) کے چیئرمین عمران خان نے پشاور میں ڈبل سواری، ہوائی فائرنگ، لاﺅڈ اسپیکرز کے استعمال، عوامی اجتماعات اور سیاسی ریلیوں پر پابندی کے لیے عائد دفعہ 144 کے نفاذ کے باوجود جلسہ عام کا انعقاد کیا۔
چوبیس مئی کو پشاور کے ڈپٹی کمشنر ریاض محسود کی جانب سے نوٹیفکیشن جاری کیا گیا تھا جس کے تحت 23 جون تک کے لیے دفعہ 144 کا نفاذ کیا گیا تھا جس کا مقصد خیبرپختونخوا میں ہونے والے بلدیاتی انتخابات کے موقع پر امن و امان کی صورتحال کو کنٹرول میں رکھنا ہے۔
دفعہ 144 کے تحت ضلعی انتظامیہ کو ضروری حالات میں احکامات جاری کرنے کے اختیارات حاصل ہوجاتے ہیں۔
ضلعی انتظامیہ نے پولیس کو بھی ہدایت جاری کی تھی کہ وہ دفعہ 144 کی خلاف ورزی کرنے والوں کے خلاف سخت ایکشن لے۔
تاہم پشاور کے طہماس اسٹیڈیم میں پی ٹی آئی کے طاقت کے اظہار پر مبنی جلسے پر کوئی ایکشن نہیں لیا گیا جو کہ کے پی انتظامیہ کی جانب سے چوبیس مئی کو جاری احکامات کی براہ راست خلاف ورزی تھا۔
عمران خان نے نہ صرف لاﺅڈ اسپیکر کا استعمال کیا بلکہ پابندی کے باوجود ایک بڑے سیاسی جلسے میں شرکت کی جس کے تحفظ کے لیے بڑی تعداد میں پولیس عہدیداران بھی وہاں موجود تھے۔
رابطہ کرنے پر ڈپٹی کمشنر ریاض محسود نے کہا کہ لاہور ہائیکورٹ نے عمران خان کو شہر میں سیاسی جلسے کے انعقاد کی اجازت دی ہے تاہم انہوں نے اس بات پر تبصرہ نہیں کیا کہ کیا یہ جلسہ حال میں عائد کی دفعہ 144 کی خلاف ورزی ہے کہ نہیں۔
ضلعی انتظامیہ کے ذرائع نے بتایا کہ مقامی انتظامیہ نے تو دفعہ 144 کا نفاذ کردیا ہے مگر یہ پولیس کی ذمہ داری ہے کہ وہ اس پر عملدرآمد کو یقینی بنائے۔

The differences between the officials of the district administration and KP Assembly Speaker Asad Qaisar’s brother were settled here by a jirga.
The two sides had developed differences over the release of three butchers a week ago.
Qaisar’s brother Adnan Khan and additional assistance commissioner Khaliqdad Khan embraced each other in the presence of the jirga members and officials of the administration. They forgave each other and now the FIR lodged against Mr Adnan in the city police station would be withdrawn soon.

کے پی: پی ٹی آئی حکومت کے مفت تعلیم کے دعوے، 144 اسکول بند
پشاور: ایک جانب تو تحریک انصاف کی قیادت میں خیبر پختونخوا کی صوبائی حکومت مفت تعلیم کی فراہمی کے دعوے کیے جارہے ہیں، دوسری جانب ضلع لکی مروت میں ناصرف اسکول بند ہیں بلکہ اساتذہ بھی کافی عرصہ سے غیر حاضر ہیں ۔
ڈان نیوز ٹی وی کی رپورٹ میں بتایا گیا ہے کہ خیبر پختونخواہ کی صوبائی حکومت کے مفت اور یکساں نظام تعلیم کے دعووں کی قلعی کھل گئی ہے، اور یہ اعلانات بھی محض سیاسی دعوے ہی ثابت ہوئے ہیں۔
تفصیلات کے مطابق انڈیپنڈنٹ مانیٹرنگ یونٹ کی رپورٹ کے مطابق صوبے کے ضلع لکی مروت میں ستمبر کے مہینےمیں 144 اسکول بند پائےگئے ہیں، جن میں سے 54 اسکول لڑکوں اور 90 لڑکیوں کے ہیں۔
رپورٹ کے مطابق ان اسکولوں میں سے 36 اسکول مکمل طور پر غیر فعال بتائے گئے ہیں۔
بتایا گیا ہے کہ اس ضلع میں مجموعی طور پر 333 اساتذہ اسکولوں سے غیر حاضر پائے گئے، ان میں 45ایسے غیرحاضر اساتذہ بھی شامل ہیں، جنہوں نے اپنی جگہ متبادل اسٹاف فراہم کیا تھا۔
یہ رپورٹ لکی مروت کی ایک ضلعی کمیٹی کو پیش کر دی گئی ہے، اور لکی مروت کے ڈپٹی کمشنر سید ظفرعلی شاہ نے غیر حاضر اساتذہ کے خلاف کاروائی کا حکم دے دیا ہے۔
اس کے علاوہ لکی مروت میں اسکول بلڈنگ پر قبضہ کرنے والوں کے خلاف ایف آئی آر درج کرنے کے احکامات بھی جاری کر دیے گئے ہیں جبکہ لکی مروت غیر فعال اسکولوں کی لسٹ فراہم کرنے کا بھی حکم دیا گیا ہے۔
