Murad Saeed's degree: Teachers threaten to quit after govt committee recommends sacking UoP VC

The saga of Pakistan Tehreek-e-Insaf (PTI) MNA Murad Saeed’s degree took a new turn on Friday when the Peshawar University’s teacher’s association threatened to quit after a government committee recommended removing the varsity’s vice chancellor to resolve the matter.
MPA Saeed’s degree was challenged when student group Pukhtoon Students Federation accused him of passing his Remote Sensing, Introduction to Environmental Sciences and Ecology papers in one hour.
Saeed subsequently approached the high court. In his petition, the MNA argued that he had attended UoP from 2005 to 2009 for his undergraduate studies and passed all his courses in the said timeframe. The environmental sciences department chairman had issued a course completion certificate on November 26, 2009 and despite repeated attempts, Saeed was informed the varsity administration will send his degree by post. The varsity had later argued that Saeed still needed to clear three papers.
Later, the Khyber-Pakhtunkhwa government had established a committee, empowering the additional secretary higher education and additional secretary law to probe the matter. However, there was a “split” between the reports from both officials.
A summary forwarded to the K-P CM by the secretary of the Higher Education Department, copies of which are available with The Express Tribune, notes that efforts were made to “develop a consensus” between both reports, but that these efforts “did not succeed”.
The summary of the report holds UoP Vice Chancellor Rasool Jaan responsible, stating that MNA Saeed was deliberately being denied his degree. In his report, secretary education charged the VC with misconduct, advocating his removal under the amended university act of 2015.
The summary recommends that the chief minister advise K-P governor, who is also the chancellor of UoP, to sack the vice chancellor Jaan.
The decision, however, was met with opposition in UoP sparking wide spread protests amongst professors at the university on Friday evening,
Jamil Ahmad Chitral, a representative of the Friends group — which had won the recent Peshawar University Teachers Association (Puta) elections, told The Express Tribune that recommendations made by the secretary were unfair.
“If the government will politicise the education system it will have serious repercussions,” he warned, adding that if the decision is formalised, hundreds of teachers across the province will quit in protest.
“Why does the university of Peshawar, one of the oldest varsities in the country, have to suffer for the degree of a single MNA.”
Other teachers of the university who were contacted were unaware of the decision, but they agreed with Chitrali that if the vice chancellor is removed it will further complicate matters.

CM sides with party lawmaker in make-up test case

PESHAWAR: Instead of holding his party parliamentarian accountable for violation of statuary rules and regulations and collusion to get a degree, the chief minister of Khyber Pakhtunkhwa has sought the removal of the vice-chancellor of University of Peshawar, according to documents and official sources.
In a summary sent to Khyber Pakhtunkhwa Governor Sardar Mahtab Ahmad Khan, who is the chancellor of University of Peshawar, Chief Minister Pervez Khattak has recommended removal of Vice-chancellor Dr Rasul Jan.
“This is bizarre,” an official aware of the development said.
“I don’t think this can stand the test of scrutiny,” said another official.

The chief minister came up with his recommendations after a two-member inquiry committee, constituted by Chief Secretary Amjad Ali Khan to look into the controversy surrounding the degree issue of PTI MNA Murad Saeed, submitted its report.
The PTI poster-boy from Swat had been embroiled in the controversy when it emerged that he, in collusion with some officials of the University of Peshawar, had manipulated the system to receive BS degree in environmental sciences.
Significantly, the two member committee came up with divergent and contradictory findings. The committee member from higher education department favoured Mr Saeed and held the vice-chancellor responsible for deliberately attempting to deny him a degree.
The member noted that there had been such precedents in the past, though illegal, there was no reason why Mr Saeed was singled out and discriminated against.
The report submitted by a member of the committee from the law department, obtained through the Right to Information Act, held the MNA responsible for misconduct along with the officials of the university who helped him to manipulate the system. The vice-chancellor, after his own inquiry, had also held same officials responsible and had taken action against.
The report submitted by the higher education official, however, could not be obtained. Minister for Higher Education Mushtaq Ghani confirmed that he received a ‘sealed report’ and passed it on to the competent authority.
It is, however, hard to believe since the summary would have had to contain his views before it was sent to the chief minister for approval.
The law department member noted: “ It is clear from inquiry report that there is collusion between ex-student (Murad Saeed) and university authorities to play this game in violation of Statute 1982-08 and Regulations 2010 etc of Peshawar University.”
“Both the university authorities and Murad Saeed are equally responsible for this misconduct.”
“Those responsible in the deal of examination and awarding degree if any, to Murad Saeed (in Peshawar University) may be proceeded in accordance with rules and regulations of the University,” he recommended in his report.
Ironically, instead of taking a balanced view or ordering a higher level inquiry into the sordid affair, Chief Minister Khattak appeared to have chosen to side with his MNA and recommended the removal of the vice-chancellor.
An official told Dawn that the vice-chancellor in a letter to the chief secretary last week complained that he was being pressured and harassed by the high ups to capitulate and change his stance in the case.
It was also revealed that the chief minister had thrice summoned Dr Rasul Jan to his office to ‘request’ him to go soft in Murad Saeed’s case. Mr Ghani had done the same, an official privy to the controversy said.
“I think this was coming. Dr Rasul Jan has been in the eye of the storm for quite some time. He was intransigent, be that the sexual harassment case against a senior faculty member or the case related to Murad Saeed. The powers that be now want him out. Two bigwigs do not see eye to eye with the vice-chancellor,” the official said.
The MNA from Swat has been accused of arranging a hurriedly held make-up test for the papers he missed back in 2009 BS semester examination at department of environmental sciences, University of Peshawar in March 2015.
The report submitted by the member from the law department gives details of the process and rules and regulations, which were violated and also mentions how the MNA could not give satisfactory answers to questions like why he, as a failed student, was required to repeat course, did not follow the specific clause.
As a ‘failed student’, there was no provision in Statutes/Regulations of 1982-83-08 (r/w Regulation of 2010) to appear in make-up test then how and why he took the same. While it was legally required to register himself in the next batch then what stopped him to deposit the prescribed fee, which was mandatory provision, yet he did not, he noted.
“He gave detailed explanation to the above (questions) yet with no satisfaction,” said the report.
The report says that as per his (Murad Saeed) stance, he had passed all his papers, then what prompted him to re-appear and that too in an un-lawful way.
According to the latest inquiry report, Mr Saeed had been the student of Batch-IV (2005-2009). According to Regulations, he was given admission in 2005 ending in 2009 so to successfully complete his requirement or to pass his entire semester, from 2005 to 2013.
He was marked ‘absent’ in three papers of “introduction to environmental sciences” in first semester of-B-IV. Besides, he was found again ‘failed’ in “remote sensing” of sixth semester.
“Murad Saeed, in the eyes of the law so framed, did not complete his course successfully up to 2013, terming himself unqualified to receive BS degree of environmental science from University of Peshawar,” the report pointed out.
The additional secretary law, who was member of the inquiry committee, noted that “Peshawar University should arrange for repeat course for failed student namely Murad Saeed and other (if any) by amending the regulations of the institution.”
His comments make it abundantly clear that Mr Saeed was a failed student and thus did not deserve to be given a degree, a fact contested by the MNA.

When I disclosed in January that cricket legend Imran Khan had secretly married former BBC presenter Reham Khan, his ex-wife Jemima Goldsmith seemed less than thrilled and publicly thanked Pakistanis who contacted her to say she remained their favourite First Lady.
Now questions are starting to be asked about the CV of TV journalist Reham, 42, who left Britain for Pakistan two years ago. Reham’s personal website states that she won her post as a reporter on the BBC regional show South Today after starting a postgraduate course ‘in Broadcast Journalism at North Lindsay [sic] College’, in Scunthorpe, Lincolnshire.

However, according to officials at North Lindsey, it has never offered such a course.
Indeed, it does not teach journalism at all. Furthermore, they can find no record of anyone bearing Khan’s name or age ever having enrolled.

‘We do not have anyone by those names or date of birth having attended this college,’ says a spokesman. ‘We have never done a degree in broadcast journalism.’
Reham could not be reached for comment but it is not the first time that her past has been clouded in mystery.
Earlier this year, she claimed in an interview with a Pakistani journalist that she was a victim of domestic violence during her first marriage, to 54-year-old NHS psychiatrist Dr Ijaz Rehman.
However, this was angrily denied by the doctor, who told me: ‘I reject these allegations strongly.
‘I have never lifted hands on anyone. Domestic violence is a very serious offence.
‘I work in a very senior position in the NHS and if I was convicted or charged or found involved in domestic violence, in any sense, I wouldn’t have been able to practise.’
Imran, 62, who is now a leading politician in Pakistan, has two sons from his nine-year marriage to Jemima, 41, and a daughter from a previous relationship with the late heiress Sita White. Reham has three children from her previous marriage.
She married Imran in a simple ceremony in Islamabad after a whirlwind romance and their wedding was reported to have been met with opposition from some members of his family. Reham was subjected to insults after photos of her in ‘revealing’ clothes and a video of her dancing the tango were posted on the internet in the conservative Islamic country.

پشاور یونیورسٹی کی انکوئری کمیٹی نے پاکستان تحریک انصاف (پی ٹی آئی) کے رہنما مراد سعید کیلئے خصوصی امتحان منعقد کرنے کی تحقیقات کے بعد ان کی ڈگری کو منسوخ کرنے کی سفارش کردی ہے۔
پی ٹی آئی کے رہنما مراد سعید، جو 2013 کے انتخابات میں قومی اسبملی کے رکن کیلئے سوات سے منتخب ہوئے 2005 سے 2009 تک پشاور یونیورسٹی کے ماحولیات کے ڈپارٹمنٹ میں انرول رہے تھے۔
یونیورسٹی کی انتظامیہ کے مطابق مراد سعید نے اپنا امتحان پاس نہیں کیا ہے۔
ذرائع کا کہنا ہے کہ ماحولیات کے ڈپارٹمنٹ نے مراد سعید کے دو امتحانی پرچوں کیلئے 2 مارچ 2015 کو خصوصی انتظامات کئے تھے اور ان کو اس کی تفصیلی مارک شیٹ بھی جاری کردی تھی۔
واقعے کا نوٹس لیتے ہوئے یونیورسٹی کے وائس چانسلر پروفیسر ڈاکٹر رسول جان نے اس واقعے کی تحقیقات کیلئے ایک کمیٹی تشکیل دی جس کی سربراہی نومریکل اور فیزیکل سائنس کے ڈین ڈاکٹر گلزار خان کررہے تھے۔
یونیورسٹی کے ترجمان اختر امین جو کہ تحقیقاتی کمیٹی کے ممبر بھی ہیں، نے ڈان نیوز کو بتایا ہے کہ کمیٹی نے رپورٹ وائس چانسلر کو پیش کردی ہے۔
ان کا کہنا تھا کہ ڈپارٹمنٹ نے ایک خصوصی امتحان منعقد کیا تھا جو یونیورسٹی کے قواعد وضوابط کی خلاف ورزی ہے۔
ترجمان کا کہنا تھا کہ یونیورسٹی کی بی ایس کمیٹی کی اجازت کے بغیر کوئی بھی ڈپارٹمنٹ خصوصی امتحانات منعقد نہیں کرسکتا۔
اختر امین نے بتایا کہ کمیٹی کو تحقیقات میں معلوم ہوا ہے کہ مذکورہ امتحان صاف اور شفاف طریقے سے منعقد نہیں ہوا تھا۔
پی ٹی آئی رہنما مراد سعید کی ڈگری کے معاملے پر وفاقی وزیر اطلاعات پرویز رشید کہنا تھا کہ مراد سعید کے معاملے نے پی ٹی آئی کا اصل چہرا بے نقاب کردیا ہے۔
وفاقی وزیر کا کہنا تھا کہ بڑی بڑی باتیں کرنے والوں کی اصلیت عوام کے سامنے واضح ہوگئی ہے۔
ادھر پی ٹی آئی کے رکن قومی اسمبلی نے اپنے اوپر لگائے جانے والے تمام الزامات کی تردید کرتے ہوئے کہا ہے کہ ان پر پی ٹی آئی سے تعلق کی وجہ سے بدنام کرنے کی کوشش کی جارہی ہے۔
مراد سعید نے دعویٰ کیا کہ یونیورسٹی کے وائس چانسلر کا تعلق عوامی نشنل پارٹی سے ہے اور وہ ان کی ساخت کو خراب کرنے کیلئے سازش میں شریک ہیں۔
ان کا کہنا تھا کہ وہ اپنے 16 سالہ تعلیمی کیئریر میں کبھی کسی امتحان میں فیل نہیں ہوئے ہیں۔
مراد سعید نے یہ بھی دعویٰ کیا کہ یونیورسٹی کی جانب سے ان کو امتحان پاس کرنے کا مراسلہ جاری کیا جاچکا ہے جو انھوں نے گذشتہ روز پریس کانفرنس میں صحافیوں کے سامنے پیش کیا تھا۔
ایک سوال کے جواب میں انھوں نے کہا کہ ان کو یونیورسٹی نے باقاعدہ ڈگری جاری نہیں کی ہے۔
مراد سعید کا کہنا تھا کہ وہ اس معاملے کو عدالت میں پیش کریں گے اور جب تک کہ ان کو بے گناہ ثابت نہیں کردیا جاتا وہ پی ٹی آئی کے پلیٹ فارم کو استعمال نہیں کرے گے۔

 PESHAWAR: Pakhtun Students Federation (PSF) claims Pakistan Tehreek-e-Insaf MNA Murad Saeed allegedly cleared three stalled papers in one hour and received his results on the same day at the University of Peshawar.
The MNA had failed to clear examinations for three courses, namely Remote Sensing, Introduction to Environmental Sciences and Ecology from semesters 5, 6 and 7 respectively. Saeed attended the UoP from 2005 to 2009 for Bachelors of Environmental Sciences.
The university administration allowed him to sit for the papers after a gap of over four years on March 2, and within an hour he had passed the exams with flying colours.
PSF activists protested against the alleged violation of SoP. While talking to The Express Tribune, PSF Provincial Secretary Information Muqarab Khan questioned how the university administration was able to conduct such an unprecedented examination and provide special treatment to a student who was not eligible. “The student has to first attend the classes and qualify for the assessment,” he added.
UoP Spokesperson Akhtar Amin told The Express Tribune the PTI MNA had failed one paper while the results of two were awaited. Speaking on behalf of Vice Chancellor Professor Dr Rasul Jan, Amin said the department concerned conducted the examination without prior approval, adding an enquiry committee has been formed and investigation is under way.
Meanwhile, UoP Environmental Sciences Department Chairman Shahida Zakir said the examinations were conducted under direct orders of Vice Chancellor Dr Rasul Jan.

An election tribunal in Dera Ismail Khan disqualified Pakistan Tehreek-e-Insaaf (PTI) lawmaker Sardar Ikramullah Gandapur Khan for contesting  2013 general elections with a fake degree, Express News reported on Wednesday. 
Gandapur had won the election from PK-67 and his opponent Fataullah Mian Khel challenged the authenticity of his degree.
The election tribunal investigated the allegations and declared Gandapur ineligible to be a lawmaker.
Gandapur secured 28,073 votes, while Khel secured 14,983 votes.
PK-67 covers the area of Kulachi in Khyber-Pakhtunkhwa and is the most backward tehsil of DI Khan district.

HARIPUR: The district and sessions court issued an arrest warrant for Pakistan Tehreek-e-Insaf (PTI) MPA Faisal Zaman on Thursday for being absent from court proceedings. Zaman was facing charges of having a fake degree that the election commission had referred to the court for investigation.
Zaman was elected to the provincial assembly on PTI’s ticket from PK-52 Haripur IV in 2013 after defeating Pakistan Muslim League-Nawaz’s provincial president and former chief minister Pir Sabir Shah. Shah, who lost to Zaman for the second time, had challenged the legitimacy of Zaman’s BA degree.
Zaman has claimed that he obtained his degree from the University of Nigeria, where his company has been doing business for decades. Shah alleged that Zaman’s degree is fake and, after the election tribunal termed it a suspicious case, the matter was referred to the district and sessions court in Haripur for further investigation.
The proceedings in the case started during November 2013 but, according to court sources, Zaman has yet to attend a single hearing. When he did not appear again on Thursday, District and Sessions Judge Azeem Afridi issued an arrest warrant in the name of the MPA, asking the police to ensure his appearance by March 12.
When approached for comments, ASP Headquarters Wahid Mehmood claimed he has not yet received clear court orders. “We are bound to obey the court’s directives,” said Mehmood, adding “I cannot act unless my office receives a written order.”
Meanwhile, Zaman, while talking to The Express Tribune, said “My lawyer appeared before the court today and appealed for an adjournment since I was in Karachi for a meeting.”

ABBOTABAD: The degree of Pakistan Tehreek-e-Insaf (PTI) Member of Provincial Assembly (MPA) Yousaf Ayub Khan has been declared fake, Express News reported on Friday.
The Election Commission of Pakistan (ECP) has declared him ineligible, and has ordered re-elections in PK-50.
Yousaf Ayub was Pakistan Tehreek-e-Insaf’s (PTI) candidate in PK-50 Haripur-2, he was elected as a member of the provincial assembly in the 2013 general elections.
He won the PK-50 election with 35,117 votes and the runner up was Independent candidate Qazi Muhammad Asad Khan with 32,879 votes.
Ayub was also Khyber-Pakhtunkhwa’s (K-P) minister for communication and works.
Other cases of fake degrees
On September 24, former Pakistan Peoples Party (PPP) MPA Bashir Ahmed was sentenced to two years in prison as his degree was found to be fake by a court in Badin. He was also fined Rs5,000.
Bashir Ahmed was a PPP member of parliament from PS-56 in the former Sindh government.
Previously, three elected legislators fell prey to fake degree cases in July, when the Supreme Court suspended the membership of Pakistan Tehreek-e-Insaf parliamentarian Ghulam Sarwar Khan and de-notified the membership of two Punjab provincial assembly members for holding fake degrees.
The Supreme Court also declared Pakistan Muslim League – Quaid MPA Samina Khawar Hayat ineligible in July after she contested elections on a fake BBA degree.
