Raise in KP lawmakers’ pay to cost govt Rs100m
PESHAWAR: An impending increase in salaries, allowances and privileges of the members of provincial assembly will put Rs100 million extra burden on the low-income Khyber Pakhtunkhwa.
The relevant officials have told Dawn that the government is likely to table the Khyber Pakhtunkhwa (Salaries and Allowances of Members) Act (Amendment) Bill during the current session of the assembly.
The government has approved the house’s special committee’s report recommending increase in the salaries and allowances of the speaker, deputy speaker and MPAs.
Salaries bill to be tabled in current assembly session
The report of the seven-member committee comprising the treasury and opposition members was tabled in the house in March. It had secured unanimous approval.
The report said salaries of the provincial ministers, advisers, special assistants and parliamentary secretaries were insufficient and therefore, the government should increase them.
Justifying the proposed pay raise, the committee observed in the report that majority of the MPAs belonged to the middle class and therefore, they could not survive with the existing salaries due to the skyrocketing inflation.
The financial cost of the existing parliamentary democratic system is on the rose with the provincial government spending a huge amount of money on the salaries, allowances, privileges and other facilities of MPAs though majority of the population is living below the poverty line.
The government depends on federal receipts and foreign donors for social development schemes.
An official in the know said the daily expenditure of an assembly sitting was around Rs800,000, excluding the cost of utility services, security, entertainment and other facilities.
“The proposed raise in salaries, allowances and privileges of lawmakers will cost the government an additional Rs100 million per annum,” he said.
The official said the financial cost of the democratic dispensation was increasing day by day but the performance of the members of the provincial assembly was a letdown.
“The assembly met for 105 days in the first parliamentary year though the actual working days are 72. On average, the assembly members met for two hours in a working day to dispose of parliamentary business,” he said.
He said the scenario was the worst in the parliamentary history of the province.
They said members of the ruling coalition led by Pakistan Tehreek-i-Insaf didn’t take interest in the house business with majority of MPAs, ministers and parliamentary secretaries remaining absent from the session frequently.
On Friday, only 10 lawmakers from the treasury and opposition benches attended the last hour of the proceedings showing the disinterest of MPAs in the parliamentary business.
As happened during the days of last assembly, the sessions of the current house begin one and half hour late daily.
When contacted, Speaker Asad Qaisar justified the proposed pay Raise in KP lawmakers’ pay to cost govt Rs100m raise for MPAs saying performance of the current assembly was exceptional.
He said the prime duty of lawmakers was to legislate and the house had passed 28 bills during the first parliamentary year.
“It will bring about a revolution in the province if the approved laws are fully implemented,” he said.
The speaker said 90 per cent of the sitting MPAs belonged to the middle class, so they deserved a reasonable pay increase in salary.
He even said he had turned bankrupt.
According to the bill, the value of every MPA’s monthly allowances and privileges will go up to Rs204,040 from the current Rs77,600.
The house’s special committee recommended that traveling allowance (by road) should be increased from Rs3 per kilometre to Rs15 per kilometre and that basic salary of an MPA should be increased from Rs12,000 per month to Rs18,000 per month.
In addition, every MPA should be paid Rs10,000 office maintenance allowance, Rs10,000 telephone allowance, Rs10,000 sumptuary allowance, Rs4,800 utility allowance, Rs30,000 house rent, which is currently zero, Rs9,000 medical allowance, Rs15 per kilometre traveling allowance and Rs1,600 session allowance (per day).
In light of the report, basic salary of the speaker will go up from Rs30,500 per month to Rs80,000 per month.
The committee has proposed that the speaker should get Rs200,000 additional traveling allowance, which is currently nil.
Similarly, it is proposed that the basic salary of the deputy speaker should increase to Rs54,000 per month from Rs27,000 per month.
Currently, the deputy speaker is entitled to business class air travel. The committee has recommended Rs150,000 additional travel allowance for him.

Songs of praise : ‘PTI govt more competent than predecessor’
The report of a research organisation stating the Pakistan Tehreek-e-Insaf (PTI) led Khyber-Pakhtunkhwa (K-P) government is relatively better than its predecessor led to a fiery response by members of opposition parties on Wednesday.
FATA Research Centre (FRC) released the report following detailed research, departmental reviews, media reports and policy evaluation. It concluded that the PTI government has managed to reduce corruption, give the public access to government departments and the right to information.
The report was made public during a programme titled ‘Interpreting the Change – Perceptions versus Reality’ at a hotel and revealed that most people were aware that jobs were on sale during the previous government’s tenure. However, it adds, the PTI-led government took necessary measures to eradicate corruption soon after assuming office.
Quoting different sources, including the media, it states that the provincial government has been doing much more for the education and health sectors, while working to reduce poverty levels by 50% in 2015.
“The government has not launched an economic policy as yet, but has introduced a number of financial reforms to increase the province’s own resources and tax to gross domestic product ratio,” the report reads, adding that reforms are still far from any realisation.
The government was lauded for the establishment of the K-P Revenue Authority, as it has been tasked to increase provincial revenues from Rs4.3 billion to Rs10 billion in the next couple of years. Moreover, the health budget has been increased from Rs7.5 billion to Rs19.1 billion in the 2013-2014 fiscal year.
“The most important step by the PTI government was the approval of a uniform education policy,” reads the report. “This is a crucial move to end the ‘education apartheid’ in the province.”
The report also states that PTI has not played a considerable role in public administration, except refraining influence in certain day-to-day matters, which also led to differences between the K-P chief minister and chief secretary.
Opposition members, including Bushra Gohar of Awami National Party expressed dissatisfaction over the report and termed it a ‘misconception’.
“The current government does not know what to do with available funds, because of which 80% of K-P’s budget will go to waste,” Gohar said, adding that the province had been plunged into darkness, while Punjab has taken over its resources.
Qaumi Watan Party’s Mairaj Humayun said they had been expecting a change, but the provincial government has not delivered, due to clashes within the leadership and with the bureaucracy, leading to the formation of the forward bloc.
“PTI had announced that they will not distribute development funds among parliamentarians, but now they are doing it,” said Mairaj, questioning how many standing committees were functional.
PTI MNA Shehryar Afridi said they will always welcome positive criticism, adding that the Sehat ka Insaf programme, Right to Information Act and soon-expected Ehtisab Commission have been widely admired by the whole country.
“In the past, the commissioner, deputy commissioner, district police officer and many other bureaucrats would never allow public in their offices,” said Afridi. “Today that has changed and everyone will see more visible changes in the next five years.”
“The most important thing PTI introduced is the Right to Public Service Act. It has panicked the bureaucracy, however, the government still lacks skilled people,” said Vice Chancellor Islamia College University Professor Qibla Ayaz. He pointed out that the police chief has admitted there is no political interference in his department and added that the University of Peshawar is also free of political influence.

تبدیلی کا عمل انسانی اور معاشرتی ترقی کا ضامن ہوتا ہے۔ پرانے نظریات، عقائد اور طور طریقوں کو ترک کیے بغیر تخلیق اور ارتقاء کا عمل ممکن نہیں۔
دنیا بھر کے سیاست دانوں نے تبدیلی کا نعرہ لگا کر ووٹ بٹورے اور نئی صبح کی امید بھرے خواب دکھا کر آئندہ کے سیاست دان بھی عوام کو بیوقوف بناتے رہیں گے۔
ماضی قریب میں امریکہ کے صدر اوبامہ تبدیلی اور امید صبح کے دعوے کی بنیاد پر صدارتی انتخاب میں کامیاب ہوئے۔ ہندوستان کے حالیہ انتخابات میں نریندرا مودی نے موروثی سیاست کے خاتمے اور افسر شاہی کے مزاج میں تبدیلی کا عندیہ دیا جبکہ پاکستان میں گزشتہ برس منعقد ہونے والے انتخابات میں عمران خان کی جماعت نے 'تبدیلی' کی جماعت ہونے کا دعویٰ کیا۔
دنیا کے اکثر ممالک میں انتخابات کے بعد حکومت بن جانے کے پہلے 100 دنوں کو بہت اہمیت دی جاتی ہے اور اس دورانیے میں حکومت کے اقدام پر کڑی نظر رکھی جاتی ہے۔ پاکستان میں انتخابات کے نتیجے میں نواز شریف کی جماعت مسلم لیگ نے وفاقی سطح پر واضح برتری حاصل کی جبکہ تحریک انصاف صوبہ خیبر پختونخواہ میں حکومت بنا سکی۔ اس ایک سال کے دوران ’تبدیلی کی جماعت‘ اور اسکے کارکنان کے چیدہ چیدہ کارنامے ملاحضہ کریں؛
جون 2013ء میں تحریک انصاف کے کارکن اور رکن قومی اسمبلی مجاہد علی خان نے ممتاز قادری کی رہائی تک ایوان میں بیٹھنے سے انکار کر دیا اور اس اندیشے کا اظہار کیا کہ بیرونی امداد فراہم کرنے والے ممالک اس امداد کے عوض ہمیں نماز پڑھنے اور ذکوۃ ادا کرنے سے بھی روک سکتے ہیں۔
خیبر پختونخواہ کی صوبائی حکومت میں اس وقت تمام صوبائی حکومتوں سے زیادہ وزیر موجود ہیں جبکہ اٹھارویں ترمیم کے تحت یہ طے کیا جا چکا ہے کہ وزراء کی تعداد مقننہ کے گیارہ فیصد سے زیادہ نہیں ہو گی۔ منتخب ہونے کے کئی ماہ بعد تک صوبائی وزراء نے اپنی جماعت کے عہدوں سے استعفیٰ نہیں دیا۔
وزیر اعلی کی سرکاری رہائش کے بارے بیان داغا گیا تھا کہ وہاں لائبریری قائم کی جائے گی۔ لائبریری تو ابھی تک معرض وجود میں نہیں آ سکی البتہ وزیر اعلیٰ صاحب کو تین مختلف سرکاری رہائش گاہیں الاٹ کی جا چکی ہیں۔
وزیر اعلیٰ نے ایک موقعے پر فرمایا کہ انہوں نے کبھی طالبان کو نہیں دیکھا لہذا وہ انکے وجود کے بارے میں قطعی فیصلہ نہیں کر سکتے! ایک موقعے پر میڈیا کو دہشت گردی کا ذمہ دار ٹھہرایا اور لگے ہاتھوں یہ شکوہ بھی کر ڈالا کہ ہمیں نظام تبدیل کرنے کے لیے منتخب کیا گیا تھا، سڑکیں پکی کرنے کے لیے نہیں۔ جون 2013ء میں جناب اپنے ایک دوست کے فرزند کے ولیمے پر سرکاری ہیلی کاپٹر کے ذریعے پہنچے۔
اکتوبر 2013ء میں کراچی سے تحریک انصاف کے رکن اور ممبر صوبائی اسمبلی، خرم شیر زمان نے اپنے حلقے سے کوڑا اٹھانے والوں اور ریڑھی چلانے والوں کو نکال دینے کا مطالبہ کیا۔ اس مسئلے کے متعلق ان کا نقطہء نظر تھا کہ ’اگر آپ غریب ہیں تو اس کا مطلب یہ نہیں کہ آپ ہر چیز خراب کریں‘۔
27 نومبر 2013ء کو خیبر پختونخواہ کے وزیر اطلاعات شاہ فرمان نے فرمایا کہ غربت کے باعث لوگ پیسوں کے عوض خودکش بمبار بن رہے ہیں۔
سونامی خان حکمرانوں اور ان کی سیکیورٹی پر کڑی تنقید کرتے ہیں، لیکن انکے ذاتی قافلے میں سیکیورٹی کی گاڑیوں کے علاوہ ایمبولنس بھی شامل ہوتی ہے۔
عارف علوی صاحب نے دسمبر 2013ء میں اسمبلی کے اجلاس کے دوران جدید سائنسی تحقیق کا ذکر فرمایا جس کے مطابق اگر رات کا کھانا نہ ملے یا کم ملے تو اس سے ذہنی حالت پر فرق پڑتا ہے۔
جنوری 2014ء میں عمران خان نے محمود غزنوی کی طرح سندھ پر یلغار کا نعرہ بلند کیا۔ خان صاحب اور انکے زیر اثر نوجوانوں کی خدمت میں عرض ہے کہ اگر تاریخ کا علم نہ ہو تو اس بھڑوں کے چھتے میں ہاتھ نہیں ڈالنے چاہئیں۔ محمود غزنوی ’مقامی راہنماؤں کے مظالم کے خلاف جنگ کرنے‘ نہیں بلکہ ہندوستان کی دولت لوٹنے کے لیے حملے کیا کرتا تھا۔
13 جنوری 2014ء کے روز ایک نجی چینل پر پروگرام کے دوران تحریک عمران کے فیاض الحسن نے فرمایا کہ سانحہ ء ۱۱ ستمبر دراصل یہودیوں کا رچایا گیا ایک ڈرامہ تھا۔
24 فروری 2014ء کو جناب اسد عمر (جن کے ایک بھائی اس وقت نجکاری کمیشن کے سربراہ ہیں) نے انگریزی اخبار میں ایک مضمون لکھا جس کے مطابق شدت پسندی کا مقابلہ قرآن و سنت کے ہتھیار سے کیا جانا چاہئے۔ اسد عمر صاحب نے شائد نظریہ تکفیر یا تکفیری سوچ کا نام نہیں سنا۔
27 فروری 2014ء کو قومی اسمبلی کے اجلاس کے دوران سونامی تحریک کے علی محمد خان صاحب نے فرمایا کہ پاکستان میں فحاشی کی ذمہ دار ہندی فلمیں ہیں لہذا ان پر پابندی عائد کی جائے اور معاشرے میں خرابی پھیلانے کے جرم میں سنسر بورڈوں کے خلاف سخت کاروائی کی جائے۔
مارچ 2014ء میں خیبر پختونخواہ کے وزیر اعلیٰ اور وزیر اطلاعات نے جنگ بندی کے اعلان پر تحریک طالبان کا شکریہ ادا کیا۔
17 مارچ 2014 ء کو وزیر اعلیٰ نے خاتون ممبران اسمبلی کو ترقیاتی منصوبوں کے متعلق تجاویز دینے سے منع کر دیا۔
پختونخواہ اسمبلی کے سپیکر کے استعمال میں پانچ سرکاری گاڑیاں ہونے کے باوجود دوسری بلٹ پروف گاڑی خریدنے کے لیے خزانے سے 9 کروڑ روپے مختص کیے گئے (یہ عیاشی ان حالات میں جب کہاگلے دو سال کے دوران صوبے کی آمدن میں 50 ارب روپے کی کمی کا امکان ہے)۔
نیٹو سپلائی روکنے کے بعد دعوی کیا گیا تھا کہ کوئی صوبائی عہدہ دار امریکہ یا دیگر نیٹو ممالک کے دورہ نہیں کرے گا۔ سپیکر اسد قیصر صاحب گزشتہ دنوں نیو یارک میں Statue of Liberty کے ہمراہ تصاویر اتروا رہے تھے۔
اپریل 2014ء میں انکشاف ہوا کہ کھیلوں کے وزیر محمود خان نے مختص کردہ صوبائی فنڈ سے اٹھارہ لاکھ روپے اپنے ذاتی اکاؤنٹ میں جمع کروا ئے تھے اور کھلاڑیوں کو انعام میں چیک کی جگہ نقد رقم دی جاتی رہی۔
4 مئی 2014ء کے روز اسلام آباد میں میڈیا سے خطاب کرتے ہوئے سونامی خان صاحب نے فرمایا کہ ’دھاندلی‘ کے ضمن میں سابق منصف اعلی افتخار چوہدری کے خلاف ملک سے غداری کا مقدمہ قائم کیا جانا چاہئے اور یہ کہ 11 مئی کو اسلام آباد دھرنے سے ایک نئی ’تحریک‘ کا آغاز ہو گا۔
یار لوگوں کا تو یہ بھی کہنا ہے کہ تازہ ترین دھرنا ’مقتدر حلقوں‘ کے اشارے پر کیا جا رہا ہے اور اسی وجہ سے سونامی خان اور انکی جماعت کے عہدہ داروں نے توپوں کا منہہ ایک مخصوص میڈیا گروپ کی جانب کر رکھا ہے۔
یاد رہے کہ 1996ء سے 2013ء کے دوران محض ایک انتخابی حلقے سے کامیابی حاصل کرنے والی تحریک عمران کو عوام میں مقبولیت صرف میڈیا ہی کی بدولت نصیب ہوئی۔
یہ حقیقت بھی ڈھکی چھپی نہیں کہ خان صاحب کو سب سے زیادہ Air Time حامد میر ہی کے پروگرام پر دیا جاتا رہا اور گزشتہ انتخابات کے دوران جیو ٹی وی نے سب سے زیادہ کوریج تحریک انصاف کو دی۔
اس صورت حال میں عمران اور انکی جماعت کا رویہ اس بات کی نشاندہی کرتا ہے کہ ’ہیں کواکب کچھ، نظر آتے ہیں کچھ‘ اور یہ کہ انکی جماعت کی رگِ جاں ’حساس‘ ہاتھوں میں ہے۔
خیبر پختونخواہ حکومت کے قابل تعریف اقدامات میں ’صحت کا انصاف‘ نامی پروگرام سرفہرست ہے۔ اس کے علاوہ اس صوبے میں بلدیاتی انتخابات کے متعلق قانون باقی ملک کی نسبت زیادہ جمہوری ہے۔
عوام کو انصاف کی فراہمی کے لیے شروع کی جانے والی موبائل عدالتوں کی افادیت کے متعلق کوئی نتیجہ اخز کرنا قبل از وقت ہو گا۔ تعلیم کے شعبے میں اصلاحات کا آغاز کیا جا چکا ہے البتہ ’یکساں نظام تعلیم‘ ایک مبہم نظریہ ہے اور اس سے فائدہ زیادہ ہوگا یا نقصان، یہ جواب پانے کے لیے کچھ سال انتظار کرنا پڑے گا۔ صوبے میں ’معلومات کے حصول کے حق‘ (Right to Information) سے متعلق قانون بھی ایک خوش آئند اضافہ ہے۔
چند احباب کو ہم سے یہ گلہ ہے صرف تحریک انصاف کے ہی بخیے کیوں ادھیڑے جائیں اور باقی صوبائی حکومتوں اور سیاسی جماعتوں کو تنقید کی چھلنی سے کیوں نہ گزارا جائے؟ ہمارے ناقص خیال میں تحریک انصاف واحد جماعت تھی جس نے سب کچھ ’تبدیل‘ کرنے کا دعویٰ کیا تھا اور عوام نے اسی آس پر انکو ایک صوبے کی حکومت عطا کی۔
جب آپ تبدیلی کا نعرہ لگائیں اور دوسروں پر مسلسل تنقید کریں تو آپ کو اپنی کارکردگی اس قابل بنانی پڑتی ہے جس کی تقلید کی جا سکے۔ اگر آپکی اور باقی جماعتوں کی کارکردگی میں کوئی فرق نہیں تو آپ کو ’تبدیلی‘ کے دعوے سے دستبردار ہو جانا چاہئے۔
فی الحال تو خان صاحب اور انکے مداحین کو یہ بات سمجھ نہیں آئی اور وہ ابھی تک پچھلے انتخابات کا رونا رو رہے ہیں۔ اگر حالت یہی رہی تو آئندہ انتخاب میں تحریک انصاف بدترین شکست کا سامنا کرے گی۔

PTI chief, CM use two copters for same destination
PESHAWAR: Pakistan Tehreek-i-Insaf chairman Imran Khan and Khyber Pakhtunkhwa Chief Minister Pervez Khattak flew in two helicopters to Havelian in Abbottabad district to plant a sapling and launch the plantation campaign, an opposition MPA said on Thursday.
“They spent a million rupees by flying in two choppers to Havelian and planted a sapling of just Rs200,” said Sardar Aurangzeb Nalotha, an MPA of Pakistan Muslim League-Nawaz from Abbottabad district.
Speaking on a point in the provincial assembly on Thursday, the opposition member said that the PTI-led coalition government on the one hand was making tall claims about austerity, on the other the party chairman and chief minister were spending money extravagantly.
“Chairman Imran Khan and Chief Minister Pervez Khattak came to Havelian in two separate helicopters where they spent just 10 minutes to plant a sapling. Is that austerity,” he asked the chair. The lawmaker claimed that Rs1 million were spent on the launching ceremony of the drive.
Parliamentary secretary for environment Fazal Elahi did not contradict the statement of the opposition member. He, however, said that thousands of saplings were planted in the area on that day. He warned that he would expose lavish lifestyle of the PML-N leaders if opposition benches did not stop propaganda against his party leaders.
KPK LG polls: PTI decides to form alliance with PPP
PESHAWAR (Dunya News) – In the most unpredictable move, Paksitan Tehreek-e-Insaaf (PTI) has decided to form alliance with Pakistan Peoples Party (PPP) for local bodies (LB) elections in Khyber Pakhtunkhwa, the sources said on Sunday.
A consultation session will be held within next two days with PPP leaders at the residence of Khyber Pakhtunkhwa’s Chief Minister s adviser Yaseen Khalil, the sources added.
The session is likely to be attended by PPP’s Syed Zahir Shah and other party leaders while Jamaat-e-Islami members will also participate in the negotiations.
The Khyber Pakhtunkhwa’s PTI decided to form alliance with opposition party PPP to sweep in LG polls, the sources added.
Earlier on Saturday, Khyber Pakhtunkhwa CEC said bio-metric system was significant for fair polls.
The Khyber Pakhtunkhwa government conducted trial voting under new biometric system in an effort to hold free and fair local government elections across the province on Saturday.
The demo polling was arranged at village council Badhai, ward Wadpagga and neighborhood council Sir Buland Pura in Peshawar.
Earlier, Pakistan Tehreek-e-Insaaf (PTI) chairman Imran Khan said he would ensure transparency in upcoming local government elections in Khyber Pakhtunkhwa.
