 Chinese firm to shift investment from KP


PESHAWAR - Expressing grave concern over prolonged ban on mining licences for exploration of mines in district Chitral, a Chinese investor has asked the Pakistan Tehrik-e-Insaf central leadership and chief minister Khyber Pakhtunkhwa to take notice of the alleged corruption of the ministry concerned.
While addressing a news conference here at the Peshawar Press Club, head of the Tuny-Pak Mineral Private Limited Jhon Fu Qiufeng alleged that Khyber Pakhtunkhwa Minister for Mineral Development Ziaulllah Afridi was creating hurdles in issuance of mining licence due to which they were thinking to shift investment from Khyber Pakhtunkhwa to Balochistan. He informed that the Chinese investors have made huge investment by carrying out various projects in mines and mineral sectors in Khyber Pakhtunkhwa. 
He, however, said that they could not further continue mining in Khyber Pakhtunkhwa because of licence problem created by the officials on the behest of Zia Afridi, who issued directives on July 23 last year and imposed ban on granting PL and ML reconnaissance and exploration licences on the pretext of formulating new mining policy. 
According to rule, Jhon Fu said, it was mandatory to issue licences within two months but the company applications has been pending for last three-month and the department is following delaying tactics in issuance the licences to them.
In the press conference, besides others the company officials Wen Jie, Ma Anmin, Misses Luo Xiao Li, and Wang Ying, Frontier Mine Owner Association (FMOA) Khyber Pakhtunkhwa President Sherbandi Marwat and General Secretary Haji Abdul Jalil were also present.
Jhon Fu said that they conveyed reservations to Pakistan Tehrik-i-Insaf Chairman Imran Khan and also held meetings with the chief minister and former governor Khyber Pakhtunkhwa to appraise them about the current situation. Jhon Fu said that the chief minister asked his advisor Rifatullah to resolve the issue by meeting with Ziaullah Afridi but he refused to meet them and even threatened to cancel the previous lease.
Earlier, speaking on the occasion, Frontier Mine Owner Association President Sherbandi said that the department had completely banned the issuance of licences to mine owners on pretext of formulating new policies. 
He further said that the government formed a special committee to look into the matter that cancelled about 80 per cent leases while cases were registered against legal mine owners and started harassing them instead of taking stern legal action against illegal lease holders.   
Sherbandi said that due to reservations and concerns of Chinese investors, the Chinese government did not issue NOC to its investors to work in Khyber Pakhtunkhwa, whereas allowing them only to make investment in rest parts of the country. 
He demanded of the Khyber Pakhtunkhwa government to end political interference in the mines and minerals development department and allow the officials of the department concerned to work independently as per rules.

ISLAMABAD: While Pakistan Tehreek-e-Insaf (PTI) Chairman Imran khan is vehemently preaching austerity and end to VIP culture, his chief minister in Khyber Pakhtunkhwa (KP) Pervaiz Khattak has spent Rs2.6 million of the public money on entertainment and bakery items alone during the last one year, The News has learnt.



According to documents provided by the KP Chief Minister’s House, an amount of Rs22.8 million was spent from August 1, 2013 to August 31, 2014 by the CM House under various heads.The official figures were provided in response to an information request filed by this correspondent under the KPK Right to Information (RTI) Act 2013.

KOHAT: District development advisory committee chairman’s decision to appoint his brother as head of the monitoring team tasked with inspecting development works in Kohat has drawn criticism and raised questions about the PTI-led provincial government’s claim of bringing transparency to government matters.
The critics, especially the line departments argue that Kaleemullah, brother of MPA Ziaullah Bangash, is a non-technical person who has been authorised to issue directives to officials much senior to him.
When contacted, MPA Bangash told Dawn that PTI monitoring cell at Kohat had another head, Istiaq Qureshi, who received all the complaints and then forwarded them to the chief minister house in Peshawar for action.
Mr Bangash clarified that he had launched some major projects in the city, including construction of schools and an Eidgah, and asked his younger brother to look after the schemes as he had been in Islamabad to attend the PTI sit-in for over a month. He said that he would ensure proper use of the development funds.–Correspondent

PESHAWAR: Maintaining transparency in the purchase of MRI and CT-Scan machines costing Rs280 million for the Hayatabad Medical Complex (HMC) has become a challenge for the government of Chief Minister Pervez Khattak as reports have surfaced that a senior leader of the Pakistan Tehreek-e-Insaf (PTI) has been forcing the hospital administration to buy the machines from a company known for producing low quality equipment.


Sources in the Chief Minister’s Secretariat and Health Department said that after a brainstorming session a committee of technical experts and senior doctors had shortlisted two of the three reputable companies for providing the machines to the hospital.

After all legal and technical procedures were fulfilled, it was decided that bidding for selection of one company offering the lowest rates would be opened on Saturday.According to sources, an influential figure at the Chief Minister’s Complaint Cell was favouring one of the companies and used all tactics to enable it get the contract worth Rs280 million for supplying the machines.

When members of the committee reached the HMC for opening the bids, Chief Executive Mumtaz Ali Marwat had already received a letter from the Health Department that an official of the CM Complaint Cell had sent to secretary health for suspension of the bidding.

“After realising that he would not be able to influence the committee members to favour the company he had chosen, he sent a letter to the secretary health arguing that the process was not transparent and should be stopped,” a senior government official pleading anonymity told The News.

The bids could not be opened even though some of the committee members got frustrated and advised the chief executive to continue the process. “We would not have objected had it happened during the ANP-PPP government. But it happened in the PTI government that had raised the slogan of eliminating corruption,” he complained.

A Health Department official said the MRI machine in HMC had been out of order since May 2012 and the patients were being referred to the Khyber Teaching Hospital (KTH) or private hospitals and laboratories, where they had to pay more compared to the public sector hospitals.

The machine was 20 years old and the hospital administration used to spend Rs8 million on its maintenance every year. The CT-Scan machine was installed in 1997. In modern machines, the CT-Scans are conducted in seconds while the machine at the HMC takes at least 15-20 minutes per patient.

During the caretaker government last year, the then secretary finance Sahibzada Mohammad Saeed took note of sufferings of the patients and allocated Rs280 millions for the purchase of new machines at the HMC. Rs180 million was earmarked for the purchase of MRI and Rs10 million for CT-Scan machine in the budget. He also gave Rs150 million for immediate purchase of necessary items for the Radiology Department of the hospital.

The HMC administration in July 2013 advertised the purchase of two machines and repeated it three times as only one company gave entered its bid. The matter was referred to the hospital’s management council, which recommended that it should be re-advertised on the pattern of Punjab and Balochistan governments.

“After holding meetings with experts from Punjab and Balochistan, the HMC administration opted to purchase the machine of 32 channels with better specifications keeping in view the growing number of patients,” he recalled.

Two companies were shortlisted while the third one was knocked out due to its failure to produce standard machines. “It was a surprise to members of the purchase committee that one person in the CM Complaint Cell took keen interest in supporting the case of the company that had been knocked out from the competition. Also, he used to come and sit in all the meetings without having any legal justification to do so,” the official said.

A committee member said they tried to make him understand that they would be blamed for causing losses to the exchequer in case they bought the machine from the said company. “The committee had approved two companies 10 days ago. The company favoured by him produces machines that have limited lifetime due to the use of lithium and malfunction frequently.

The company bribes officials by offering low prices, but later the government spends millions of rupees on maintenance. The machines manufactured by the two shortlisted companies are durable and up to the modern standards,” said the committee member wishing not to be named.

According to him, this company usually bought used machines in the United Arab Emirates and after repairs supplied those to the public sector hospitals in Pakistan. When contacted, provincial Health Secretary Ghulam Qadir Khan said he had forwarded the letter received from the CM Complaint Cell, but didn’t ask the HMC administration to cancel the purchase process. “I forwarded the said letter to the hospital administration, but asked it to go ahead with the purchase process.

The hospital had luckily the best IMC members and experts in the committee. I believe they would give their input in the process,” he said. He added that he also directed the hospital administration and purchase committee to fulfill all legal requirements for buying the best available machines.

Khyber Pakhtunkhwa Chief Minister Parvez Khattak has undermined all claims of the Pakistan Tehreek-e-Insaf (PTI), about the simplicity and eliminating the VIP culture, by taking allotments of three official residents for personal use, a private news channel reported on Friday.
Parvez Khattak had announced, at time of taking over post of the Chief Minister of Khyber Pakhtunkhwa that he would quit luxury life style and not stay in the CM House.
Despite tall claims of the PTI and his own announcement of adopting simple life style, KP’s CM Khattak is enjoying occupation of three official residences, revealed the official record of KP Assembly.
CM Khattak is not only residing in the annexe of CM House, he has also taken allotment of two more official bungalows for personal use, revealed Nighat Orakzaiin KP Assembly.
Opposition’s female member Nighat Orakzai revealed during session of the KP Assembly that PTI’s simplicity claiming ministers are living in four, four Kanals’ official residences.
The opposition members started loud agitation, over Nighat Orakzai’s revelation about the official residences, and made it difficult for the Speaker to continue the session.
Information Minister Shah Farman tried to clear position of the CM Khattak before the house but the opposition members refused to hear any explanation.

PESHAWAR: Pakistan Tehreek-i-Insaf chairman Imran Khan and Khyber Pakhtunkhwa Chief Minister Pervez Khattak flew in two helicopters to Havelian in Abbottabad district to plant a sapling and launch the plantation campaign, an opposition MPA said on Thursday.
“They spent a million rupees by flying in two choppers to Havelian and planted a sapling of just Rs200,” said Sardar Aurangzeb Nalotha, an MPA of Pakistan Muslim League-Nawaz from Abbottabad district.
Speaking on a point in the provincial assembly on Thursday, the opposition member said that the PTI-led coalition government on the one hand was making tall claims about austerity, on the other the party chairman and chief minister were spending money extravagantly.
“Chairman Imran Khan and Chief Minister Pervez Khattak came to Havelian in two separate helicopters where they spent just 10 minutes to plant a sapling. Is that austerity,” he asked the chair. The lawmaker claimed that Rs1 million were spent on the launching ceremony of the drive.
Parliamentary secretary for environment Fazal Elahi did not contradict the statement of the opposition member. He, however, said that thousands of saplings were planted in the area on that day. He warned that he would expose lavish lifestyle of the PML-N leaders if opposition benches did not stop propaganda against his party leaders.

PESHAWAR: Minister of State for Water and Power Abid Sher Ali has accused Khyber Pakhtunkhwa ministers of siding with electricity thieves and obstructing Peshawar Electric Supply Company’s recovery drive.
Speaking at a press conference at the Pesco head office on Wednesday, Mr Ali said PTI chairman Imran Khan should pay attention to his party’s performance in power and take action against the ministers and members of the provincial assembly who supported people involved in power pilferage.
“Shah Farman (provincial minister for information) and Fazal-i-Elahi (an MPA belonging to the PTI) encourage sit-ins against Pesco’s recovery drive, causing hindrance in our efforts to reduce the utility’s losses,” he alleged.
He said Pesco could not recover Rs1.3 billion from Mr Farman’s constituency because he was protecting the defaulters. Similarly, he said, Rs367 million was recoverable from Mr Elahi’s constituency.
The state minister also presented a list containing area and feeder-wise arrears to be recovered from the constituencies of four PTI MPAs and one belonging to the Qaumi Watan Party. According to the list, Rs333m is recoverable from Ishtiaq Urmar’s constituency PK-11, Rs4.09bn from Arif Admadzai’s PK-22 and Rs147m from Khalid Khan’s PK-20.
Mr Ali urged the PTI chief to ask his MPAs to stop supporting defaulters and power thieves in their constituencies and cooperate with Pesco in its recovery drive. He said the company had suffered a loss of Rs13bn over the past six months because the province had several ‘no-go’ areas where its staff could not dare go to distribute electricity bills or take action against the defaulters.
He said that several areas around Peshawar, including Old Badaber, Matani, Hazar Khani, Pishtakhara and Landi Arbab, had become no-go areas. “If this is the situation in the provincial capital then what can we expect from other districts.”
The minister said that Imran Khan should take notice of his party-led provincial government’s poor performance on the law and order side and his ministers’ indulgence in facilitating power theft. “We are not opposed to Shah Farman making hue and cry against us … but we want him to stop creating hurdles for us by aiding the thieves in his area.”
He said he had asked the Pesco chief to write a letter to KP Chief Minister Pervez Khattak, reminding him of his obligation to end ‘no-go’ areas’ in the province. He said the company would not continue with 18 hours loadshedding a day in parts of the province with whooping losses.
Mr Ali said Pesco suffered Rs317m or 90 per cent losses a month even if it supplied electricity to areas getting power from 61 feeders six hours a day, Rs296m (80-90pc) losses from 64 feeders, Rs188m (70-80pc) from 47 feeders, Rs172m (60-70pc) from 50 feeders and Rs175m (50-60pc) from 61 feeders. He said the company was incurring monthly losses of Rs1.14bn from 283 feeders.
“We will stop electricity supply to areas where people refuse to pay bills and come under the system. In many areas people have taken connections directly from electricity polls instead of applying for the same from Pesco,” the minister said, adding that the company had removed illegally installed 147 power transfers.
He said that in Bannu people had come out with rifles after Pesco disconnected illegal connections. He regretted that the chief minister had sought time to resolve the issue, but the problem was still there. “We will stop electricity supply to Bannu after one week if the issue of illegal connections is not resolved,” the minister warned.
He recalled that the federal government had promulgated an ordinance in December last year under which causing obstruction to Wapda’s work was declared a non-bailable offence and the culprit would be liable to be punished with fine of up to Rs10 million and three-year imprisonment.
“If anybody is found creating hurdles in our effort in future, we will act against him sternly,” he warned.

Whither principled politics?

Yesterday two irresponsible statements came on record. The first one out of Garhi Khuda Baksh from an emotional Bilawal Bhutto Zardari who equated the massive presence of Pakistan Tehrik-i-Insaf (PTI) to a non-tsunami only comprising of water in “chaar lotay”. It was Bilawal’s mother’s death anniversary and also seemed to also mark his debut as an active politician.
The second statement came out of Karachi from Dr Arif Alvi — the elected representative for Karachi’s NA-250 — in the form of a campaign on social media, encouraging residents of Karachi to demolish the wall surrounding Bilawal House in these words: “Join the movement at Bilawal Chowrangi on 29th Dec 1pm — come with flags, banners, shovels & spray paint — let's take this illegal wall down — help spread the word!”. In a matter of hours, the campaign appeared to gather a lot of online support.
Here is why both statements are immature and shortsighted. Bilawal, aiming to enter mainstream politics with rumours of him contesting the NA-204 by-election, must be humble enough to realiSe that he stands to benefit from the glory and achievement of two Bhutto generations before him. If today Bilawal is allowed to take centre stage in Gahri Khuda Baksh, it is because of the struggle and mass following of Zulfikar Ali Bhutto and Benazir Bhutto. Bilawal, on his own, is yet to prove his merit.
On the contrary, PTI is Imran Khan’s brain child and much of what it is today has a lot to do with its chief’s struggle and perseverance. It cannot be ignored that in this year’s election Khan rose to give every major political party a run for its money. And if Bilawal is indeed serious about politics he stands to learn a lot from PTI and its achievements rather than dismissing outright that party’s credentials.
Now coming to PTI, Dr Alvi’s campaign against the wall surrounding Bilawal House is devoid of political maturity as it doesn’t seem that it’s being done in the name of justice but more so as a hasty and emotional response to Bilawal’s banter. Secondly, given that PTI has had a dismal performance in the Clifton Area of Karachi (UC-38), this could also be construed as a political maneuver to mobilise popular support before the local body elections scheduled for Jan 18, 2014.
It cannot be denied that on Sept 4, 2013, the Sindh High Court on a case relating to blockades installed near Bilawal House and in other parts of Karachi directed the authorities to ensure that freedom of movement of citizens as guaranteed under the law be ensured. Also, it is true that the wall surrounding Bilawal House still stands appearing no less than a slap in the face of the common citizen as it displays disgraceful violation of laws by the rich and mighty. When I contested the election in May, I too had included the removal of illegal blockades around Bilawal House and other establishments as part of my manifesto. The people in the Bilawal House neighbourhood have only suffered from the wall as it occupies a service lane, a three lane main road and poses regular traffic disruptions.
However, it is not befitting to elected representatives like Dr Alvi to encourage people to pour into the streets, take the law in their own hands and bring down walls under the garb of justice when in fact they may very well be motivated by political animosity. It is even more unbecoming when Dr Alvi is aware of the illegal construction of a dental hospital, a commercial establishment in the residential area of Block 4, Clifton, only a few kilometres away from the Bilawal House wall. According to the Clifton Block 4 Residents Association, the hospital is a project undertaken by a member of his immediate family. The residents of Block 4 have complained to Dr Alvi regarding the illegal construction on more than one occasion and the same have been ignored. The structure is almost complete and its design and architecture is testament to it being constructed for commercial use in violation of the by-laws of the residential area.
Both Bilawal House and the under-construction dental hospital fall under NA-250. The MPA from that area, PS-112, is also a member of the PTI which makes me curious as to whether that party’s representatives in the country’s legislatures differentiate between illegal construction by members of opposing parties and that done by its own. If they don’t and if they indeed strive for justice as the name of the party suggests, then they should first put their own house in order.
In view of this, I would expect Dr Alvi to call off the campaign that asks civilians to illegally demolish the wall especially when the same can cause clashes. However, if they have the right intentions and they must stress on a protest then I would like to advise them to gather people outside Bilawal House. In fact, gather them in thousands but without taking the law into their own hands and member of the protest may even sign affidavits which would be attached to a plea to initiate contempt of court proceedings against the authorities that did not carry out the Sept 4 directives of the SHC.
A political party that speaks of tabdeeli (change) is expected to make its supporters more aware of their rights and obligations rather than encourage them towards anarchy and menace. At least, that is the tabdeeli I expect from the ‘educated’ brand of politicians.
