PESHAWAR - Expressing grave concern over prolonged ban on mining licences for exploration of mines in district Chitral, a Chinese investor has asked the Pakistan Tehrik-e-Insaf central leadership and chief minister Khyber Pakhtunkhwa to take notice of the alleged corruption of the ministry concerned.
While addressing a news conference here at the Peshawar Press Club, head of the Tuny-Pak Mineral Private Limited Jhon Fu Qiufeng alleged that Khyber Pakhtunkhwa Minister for Mineral Development Ziaulllah Afridi was creating hurdles in issuance of mining licence due to which they were thinking to shift investment from Khyber Pakhtunkhwa to Balochistan. He informed that the Chinese investors have made huge investment by carrying out various projects in mines and mineral sectors in Khyber Pakhtunkhwa. 
He, however, said that they could not further continue mining in Khyber Pakhtunkhwa because of licence problem created by the officials on the behest of Zia Afridi, who issued directives on July 23 last year and imposed ban on granting PL and ML reconnaissance and exploration licences on the pretext of formulating new mining policy. 
According to rule, Jhon Fu said, it was mandatory to issue licences within two months but the company applications has been pending for last three-month and the department is following delaying tactics in issuance the licences to them.
In the press conference, besides others the company officials Wen Jie, Ma Anmin, Misses Luo Xiao Li, and Wang Ying, Frontier Mine Owner Association (FMOA) Khyber Pakhtunkhwa President Sherbandi Marwat and General Secretary Haji Abdul Jalil were also present.
Jhon Fu said that they conveyed reservations to Pakistan Tehrik-i-Insaf Chairman Imran Khan and also held meetings with the chief minister and former governor Khyber Pakhtunkhwa to appraise them about the current situation. Jhon Fu said that the chief minister asked his advisor Rifatullah to resolve the issue by meeting with Ziaullah Afridi but he refused to meet them and even threatened to cancel the previous lease.
Earlier, speaking on the occasion, Frontier Mine Owner Association President Sherbandi said that the department had completely banned the issuance of licences to mine owners on pretext of formulating new policies. 
He further said that the government formed a special committee to look into the matter that cancelled about 80 per cent leases while cases were registered against legal mine owners and started harassing them instead of taking stern legal action against illegal lease holders.   
Sherbandi said that due to reservations and concerns of Chinese investors, the Chinese government did not issue NOC to its investors to work in Khyber Pakhtunkhwa, whereas allowing them only to make investment in rest parts of the country. 
He demanded of the Khyber Pakhtunkhwa government to end political interference in the mines and minerals development department and allow the officials of the department concerned to work independently as per rules.

An ardent fan of Mozart, the renowned symphony writer and composer, once asked him:
“I am thinking of writing symphonies. Can you give me any suggestions to get started?”
Mozart replied:  “A symphony is a very complex musical form. Perhaps you should begin with simpler lieder and work your way up.”
The admirer, not pleased with the answer, hurriedly jumped in:
“But Herr Mozart, you were writing symphonies when you were eight years old!”
“Yes.  But I never asked anybody how.”
Neither did Imran Khan when he started quoting – rather, misquoting – history repeatedly, until he became a master at it.  From  quoting William Dalrymple when he compared Madrassahs in Delhi in early nineteenth century to Oxford and Cambridge, and  equating it to the present day madrassahs of Pakistan at the Ulema Convention,  to the bogus quote accredited to Lord Macaulay on India’s educational system, to Mustafa Kemal Ataturk and Gandhi – he’s got a lot of historical fabrication to his credit.
So, after years of preparation, in his is most recent venture, he resolved to write an entire article on Ibn Khaldun’s Muqaddimah, the philosophy of history presented by the historiographer who is considered to be one of the founding fathers of modern socio economics.   Imran Khan endeavoured to apply the length and breadth of theMuqaddimah to the tribulations of present day Pakistan.  The article was published a few days ago and fortunately did not catch much attention in the clamor of the Axact scandal.   Realistically, it appears as if someone wrote a cursory synopsis ofMuqaddimah and later on had a light bulb moment and applied it on Pakistan.   I was reminded of  my school days, when some avant-garde I knew, wrote a paragraph on the postman and used it for the English B paper for essays on “My profession of choice”, “My choice of profession”, “My best friend”, “My father”, “An honest man”, “My ideal”, “My  next door neighbour” and a range of other topics.
Long before I mastered the art and science of using a machine to socialize, I grasped the fact that history always tells a story.  So delete it before your dad or kid uses the computer.
Yes I am still very much on the point.  My point is that I yearn to understand Khan Sahib’s point in this article.  I am not a historian. Neither am I a sociologist nor a scholar of economics.  Nothing   close even!  I am a physician with some interest in history and politics, and yes, I am sentimental – thin-skinned   enough to be a poet. Yet, in all sincerity, I have always strived to understand Imran Khan’s obsession with citing references from Islam and history. That is, after years of my personal fascination with Imran Khan whom I saw as a shirtless cricketer in a poster hanging on my wall in my teen tears.  Yes, I confess that I was a typical Pakistani teenager of the eighties.  Thanks to the undeservedly frequent sermons of my devoted dad and my caring mom’s invariable hush, the rebel and the fan inside me died soon.  A few years later I became a Physician, the one who takes the Hippocratic Oath.  He was a very brainy gentleman of his time to say:
“There are in fact two things, science and opinion; the former begets knowledge, the latter ignorance.”
I know that facts are to be known, and to acquire knowledge from, not to opine anything about them. Imran Khan, as a favor to his readers like me, rarely writes. I remember reading his Selective Islam in Pakistan few years ago and then again during the election year.  Whether he is writing Selective Islam in Pakistan, or Naya Pakistan or the latest Ibn Khaldun article, he draws on history as his individual account: a circumstantial narrative that fits his ideology or the lack thereof.  Hence, the reader finds himself puzzled on whether Khan sees himself as a neo-Jinnah or wants to follow the example of Gandhi and his tooth and nail, unforgiving politics.  He is equally divided on the vices and virtues of the Western societal norms and justice system.  In his account of his assimilation to the religion of Islam, Selective Islam, we see him confusing the values of the Eastern culture with the moralities of the religion. Further perplexed is his assertion at times that religion is the axis of morality.  No matter how one defines secularism/ non-righteousness/atheism/non-belief, it’s relativity to rectitude and morality is not that straightforward.
Whereas we see him applauding the society and ‘system’ of the West in the recent Ibn Khaldun article, it is essentially opposite to his previous writings on the subject where he bestows  the West with his trifling criticism of materialism,  crime rate,  racism, the “fear of getting old”, plastic surgery,  old  peoples’  homes,  etc.  Khan paints an all-negative picture as he talks about divorce rate in the West, the joint family system in the East and its security blanket.   And few years later, the same Imran Khan verbosely eulogizes the justice system, educational standards and human rights practiced in the West.  Yet, while commending the “Scandinavian countries”, he conveniently upholds his biases for the torch-bearer of liberty, the US, untouched and preserved.
I do know people and ideas evolve with time. They should. I value the leaders who adhere to their principles rather than their whims. So is Imran Khan’s changing views the sign of a leader’s growth? I doubt that, because I see too many U-turns in his elucidation and manipulation of historical references – unfortunately, as many U-turns as in his politics. I might have accept this as a learning curve only if he had gained a better grasp of history and Islam, and an equitable application of the two into his politics. The former is his choice as long as it does not impinge on others. The latter is a requisition that I seek from a leader of a major political party.
Otherwise, a few hundred years from today, let us assume we will have historians who will write the history of our contemporary world, and let us assume that they will have nothing better to write about than the “causes of the fall of Imran Khan”, they will write that the first and foremost cause of the beginning of his end was his irrepressible aspiration to quote history – untimely, erroneously and in complete contradiction to his own  preceding account.
Winston Churchill rightly said:
 "There are two things that are more difficult than making an after-dinner speech:  climbing a wall which is leaning toward you and kissing a girl who is leaning away from you."
Allow me to add here that writing an article on the Muqaddimah, is the third most difficult thing for some – like you and me, Khan Sahib!

BEIJING- Chinese officials in Pakistan had contacted Pakistan Tehrik-e-Insaf leaders five times to convince them to end protest sit-in for the visit of the Chinese President Xi Jinping in September, Chinese sources privy to the contacts here have said.
President’s Xi, who was scheduled to visit Islamabad in mid-September, had to postpone the visit over the sit-ins by the PTI and Pakistan Awami Tehrik. 
The Chinese diplomats had also contacted Shaikh Rashid of the All Pakistan Muslim League and the PML-Q leaders to help in paving the way for the “very important visit” of the Chinese President; however, all these efforts met with a failure, the sources told media persons who accompanied a Pakistani parliamentary delegation.
He said the PTI and leaders of the other protesting parties had assured support; however, there had been no change in the political stalemate. "The situation turned worst when the protesters forced their way into the Red Zone as the move coincided with the landing of a Chinese advance team in Islamabad.
“We could not even go to the airport to receive our advance team due to closure of the roads and security situation in Islamabad. We succeeded to bring the advance team from the airport in a helicopter offered by Prime Minister’s office,” the sources said.
They said the visit was very much on the cards and the Chinese embassy officials had been engaged in the visit’s preparations for weeks. However; the political situation in Islamabad had raised some concerns that led to the postponement of the visit in consultations of the both countries.
“The visit will take place on agreed dates,” the diplomatic sources went on to say.

Boar becomes casualty of revolution

Islamabad - A wild boar faced the wrath of supporters of Dr Tahir-ul-Qadri on Tuesday morning when they captured the animal near the Parliament House, brutally thrashed it with sticks, tied it with cables and wrote “go Nawaz go” on its body in a distasteful form of political protest.
Islamabad is no stranger to wild boars, often seem roaming the roads near the hills late in the nights - and sometimes the cause of accidents. But the sight of a boar during daytime is rare. Boars are considered impure according to Islamic injunctions.
Around 11:00am on Tuesday, the wild boar emerged on the Constitution Avenue and immediately set off an enraged fury amongst the followers of the cleric. It was caught within seconds and then dragged through the street as a jubilant crowd shouted and jeered the hunted animal.
A slogan against the prime minister was inscribed on the thick hairy skin before the boar was subjected to a slow, painful death, sticks raining down on it in quick succession. By doing so, Qadri’s workers not only exhibited a disturbing form of violence against a defenceless animal. The boar did not survive the torture, and died surrounded by a crowd of protestors celebrating its agony.
Qadri, just like Imran Khan, is threatening the government that his workers can get out of his control and attack the government buildings and law enforcing officials. He has also threatened that his workers will collect all the looted money from them. He has never directly said that his workers might kill the prime minister and others among his cabinet but his language exhibits extreme hatred for the elected government. Some fear that the cleric’s followers might do something unexpected and unlawful as frustration with their lengthy and yet un-concluded protest sets in.

Khan out of sight for voters since winning NA-56 polls

ISLAMABAD - Over a year back when billboards in the congested NA-56 constituency in Rawalpindi were extolling Imran Khan, chief of Pakistan Tehrik-e-Insaf (PTI), after he swept the seat in general elections, people of the populous area are now all praise for the leaders of Pakistan Muslim League-Nawaz (PML-N) as Khan is out of sight for the voters.
Roads and streets in NA-56 have been dug up for repair, filtration plants are being repaired and facilitation centres have been set up for residents to file complaints as PML-N’s overdrive for uplift work enters the constituency where it was defeated in last year’s election.
Residents who had voted for PTI are disappointed with Khan for not visiting the constituency since getting elected leaving space for PML-N to cash in on the gap between Khan and his voters in the constituency.
“This area gave 80,000 votes to him (Imran) but he has disappeared since winning the seat. People here have pity problems to discuss with area MNA but it seems as if NA-56 has no representation at all,” Muhammad Yousuf, 38, dealing in real estate business and PTI supporter in Rawalpindi told The Nation.
Data Ganj Bakhsh Road, the main artery running across the congested constituency, was a dusty road until it was dug up on the direction of PML-N MPA Raja Hanif Advocate for repair; a move that has triggered people to display his posters in praise as re-carpeting of the road was a strong demand of the area people.
Not only voters in NA-56 show dismay over the absence of MNA Imran Khan from his constituency but also by the PTI local leadership which thinks the disappearance of their leader might cause things worse for local candidates in next elections.
Though the PTI chief outsmarted PML-N stalwart Hanif Abbasi in NA-56, residents of the area continue to throng the residence of Abbasi in posh Satellite Town for getting their jobs done as the former traders’ union activist have been empowered to be in touch with all government departments after he was appointed as chairman of the multibillion rupee under-construction Metro Bus Project.
From police and district administration in Rawalpindi to Capital Development Authority (CDA) in Islamabad, Abbasi is in touch with heads of all provincial and federal government departments related to the bus project, a portfolio according to a senior PML-N member, which is equivalent to status of a federal minister.
Usually opposition MNA and MPAs recommend priority projects in their respective areas to federal and provincial governments through MNAs and MPAs grants or special grants, but Khan has so far not put forth any proposal of uplift project in his constituency.
“I represent NA-56 as MPA and have suggested more than 12 new schemes for the area. But so far MNA Imran Khan has not conceived any new initiative for his constituency. He should visit the area at least,” MPA Raja Hanif told this reporter on phone.
The PTI leadership including its District President Tariq Kayani had recently announced that Imran Khan would visit Rawalpindi and would establish ‘Khidmat Markaz’ for facilitation of voters and supporters; however, so far things are the same.
Some people, who had exhibited strong loyalty to PTI at the cost of making enmity with PML-N during elections, find themselves in a quagmire now as they can neither find Khan nor can approach PML-N leaders for resolving their issues.
Lal Marjan, 48, a shopkeeper in NA-56 near Iqbal Town, is one of the few people who have hoisted PTI flag on house but the relief he had expected from leaders is yet to knock his door.
“Sometimes I think I should remove the party flag because my leader has not approached the area so far and on the other side, the flag may anger the rival political party,” Marjan, who had voted for PTI, said.

It appears that apart from being a great cricketer and philanthropist, two of his sides beyond question, Imran Khan is also a phenomenal actor. One is increasingly convinced that should he decide to take acting up formally as a profession, he will put Oscar winners to the blush. Professional actors learn scripts, practice expressions, gestures and maneuvers and still have the option to do multi-takes before the perfect shot is immortalized in film. Theatre artists have the benefit of countless rehearsals, though they perform to live audiences. But Mr. Khan performs almost every day, almost extempore and almost to perfection. He performs to television audience, and to live audiences. He has no time to rehearse or to learn dialogue by heart, yet he is peerless in the art of drama. Thus, I wouldn’t choose him to lead me or my country, but I would certainly choose him for the lead role of any film I were producing.
Consider: He thunders like the Lyssa, the goddess of raging madness, about the Jang/ Geo group having rigged the elections against him. And when he foams at the mouth, one can almost see the foam flying. It helps that his eyes remain pink almost all the time anyway. And in this spectacle he looks sincerely angry, and genuinely seething with rage. But of course, he knows, and you know, and I know that he cannot conceivably believe it possible for a television channel to conduct electoral rigging on any scale, leave alone on a scale to change results. What a media group, a newspaper or a TV channel can do however, is to report with consistent bias – in favour of, or against, a candidate. And that is unfortunately neither illegal nor ‘rigging’. And Geo/ Jang group certainly happens to be guilty of that, as do other media groups. And Mr. Khan knows it. And he also knows, that Geo consistently (and odiously for Khan’s detractors) favoured him over others for years – till he actually became a force to reckon with. Oh, and who knows which script or cue cards those Jang Group anchors and journalists were singing from when Imran was their darling. But you see, Imran Khan KNOWS all of this. He knows better than anyone else what this media group, amongst others, did for him. Yet, like Enyo, the goddess of destruction, he lashes out. He is so angry, because he is so wronged, that he wants to huff and he wants to puff, and wants to bring the entire house down. And eat up all the little piggies quaking inside the house. And my, oh my, is his ‘anger-act’ convincing, or is it convincing? Except, the cue cards, the talking points, give it all away. But that cannot be his fault, can it? He is still a brilliant actor.
He talks about speeches at 11.23 p.m or 11.26 p.m that cost him the PMship. And he does it with a straight face, rather a spittle-flying-in-your-face face. And the followers scream with hysteria; he probably marvels at his own ingenuity. Inside, one is sure, he chuckles because he knows. How can he not? A year on after the elections, and he suddenly dreams up that he lost the PMship because Geo ‘rigged’ the election. That is the script. It is just a tad interesting that he woke up to the fact only a couple of days after the Geo-ISI disaster broke loose. And just a tad stale that Mr. Khan actually thought, yet again, that he’d like to play Molly the Pretty Mare, in Animal Farm.
Those poor souls not aware of the grand puppet show on show, fall for the anger bit hook, line and sinker. But those who’ve been watching the scene for some decades like Orwell’s old donkey Benjamin, become die-hard fans of the next acting legend. They just wish they had the millions of dollars they are supposed to be “khoring” to produce the next box office hit starring the next big star after Marilyn Monroe. Except for his disciples, everyone knows the score; everyone knows the genius of his talent.
Mr. Khan must sit back and laugh heartily in his leisure and pleasure hours at his own artful accomplishments. He has managed to put on the back foot an entire organization (no saint itself) for leveling what he calls lowly, below the belt, personal attacks against him. He must have slapped his own shoulder red congratulating himself at putting them in the hot seat, all the while leveling far more
serious allegations of ‘treason’ at them, and lending credence to allegations of blasphemy by sitting in one-to-one interviews with every vulture in the media that has cast aspersions of blasphemy at Geo staff. It would be so funny if it weren’t so frightening: Mr. Khan fooling the masses with his straight-faced mantra of religion, morality, honesty and decency – when his own personal life stands up to not the shallowest scrutiny on these standards.
One has a choice: one can be bitter, or one can be hardy. One can cry, or one can admire. For the moment, Mr. Khan has the last laugh. And so do his puppeteers.

PESHAWAR - Opposition parties in the Khyber Pakhtunkhwa Assembly Tuesday accused the provincial government of passing three very important bills in haste and did not follow the set rules and traditions of the House.
The Khyber Pakhtunkhwa Assembly met with Speaker Asad Qaiser in the chair.
KP Minister for Agriculture Shahram Khan moved The Khyber Pakhtunkhwa Farm Services Centers Bill, 2014, Minister for Health Shaukat Yousafzai presented The Khyber Pakhtunkhwa Food Safety Authority Bill, 2014 and Revenue Minister Ali Amin Gandapur tabled The Khyber Pakhtunkhwa Tenancy (Amendment) Bill, 2014.
Though opposition did not protest against the first bill moved by Shahram Khan but recorded strong protest against the government for passing other bills as what they termed in 'hast'.
"Bulldozing legislation on the basis of majority is neither a good practice nor a tradition of the KP Assembly," ANP Parliamentary Leader Sardar Hussain Babak said. He urged the chair to take all stakeholders into confidence before making legislation.
Speaker Asad Qaisar, however, was quick enough to clarify that all opposition's amendments had been accommodated and he was treating every member equally. QWP Parliamentary Leader Sikandar Sherpao said that making legislation in haste would affect the people and their economy, suggesting the government to refer these bills to select committees for further deliberations.
On this occasion, KPK Information Minister Shah Farman replied that opposition earlier participated in discussion on important bills, including the Local Government and Right to Information Bills but it did not make any valuable addition to these bills. He said the government could not delay legislation, asking the opposition to present amendment if they had any.
KP Health Minister Shaukat Yousafzai said that the bill has been tabled in the assembly after thorough consideration. "If opposition sees any weakness, it must pinpoint to amend it," he added. Sardar Idrees of PTI said the bills had been tabled in January but none of the opposition member presented any amendment. The session was adjourned till today (Wednesday).
KP GOVT TAKES REVOLUTIONARY STEPS FOR MINORITIES' WELFARE:Advisor to Chief Minister for Minorities Affairs Sardar Suran Singh has said that the PTI government has taken revolutionary steps for the welfare of minorities in the province.
He expressed these views while hearing public complaints at the Chief Minister Complaints Cell. Chairman Complaints Cell Haji Dilroz Khan, Vice Chairman Mukarram Khan Afridi and Chief Security Officer to CM Zaibullah Khan also assisted him in the redressal of public complaints. Sardar Soran Singh till night besides receiving complaints on telephone, fax, post and email also collected direct complaints from the people and disposed of them under his own supervision.
The advisor said that Chief Minister Pervez Khattak has recently increased employment quota of minorities from 0.5 per cent to 3 per cent and had also approved the recruitment of one minority officer in every district of the province. Similarly, a minority committee had also been constituted in each district under the chairmanship of the deputy commissioner concerned to resolve the problems of minorities' representatives and employees through coordination.
He said for first time after passage of 25 years the portfolio of minorities was given to a minority legislator, which is the ample acknowledgment of the love, services and capabilities of minorities. Furthermore, he said that a separate working group had also been established for the development of minorities, whose comprehensive recommendations will be ensured.
He said that the establishment of a separate Directorate for Minorities Affairs and budget is also under consideration. On complaints received from Sheikhabad and other parts of the city relating to cleanliness, he directed the Municipal Corporation Peshawar for taking action with immediate effect. Similarly, on a complaint regarding non- operationalisation of a tube-well despite completion from Totalai, Buner, he contacted the Executive Engineer (XEN) concerned and asked explanation from him.
The XEN assured that the provision of water from the tube-well would start from next week. Taking notice of the complaints of cheatings in some examination halls, he directed the boards concerned for initiating immediate action and conduct of raids. On complaints relating to gas, power connections and National Identity Cards (NICs), he said though these complaints are regarding federal departments, but he will contact the authorities concerned and will make request for their redressal.

PTI loses NA-19 seat to PML-N

 
 
TARBELA GHAZI - DR PERVAIZ AWAN  - Pakistan Tehreek Insaaf (PTI) lost the seat of National Assembly NA-19 Haripur, KPK as Omer Ayub Khan of PML-N won the NA-19 Haripur seat after re-polling on seven polling stations. by defecting suspended MNA Raja Aamar Zaman.
According to the details, Raja Aamar Zaman had secured 1,16,579 votes and defeated PML-N candidate Omer Ayub Khan who got 1,14,374 votes in the general elections 2013. The PML-N later challenged the election results. Raja Aamar Zaman emerged as winner after the recount on all 437 stations of the constituency, however, his lead was decreased from 2205 to 1304.
Omer Ayub then moved to the Supreme Court and sought re-election. According to his petition, several polling bags did not have relevant voters list or counterfoils of ballot papers, which indicate rigging. The apex court referred the case to the election tribunal which suspended Raja Aamar Zaman’s membership of National Assembly and ordered re-election on polling stations Alloli, Mamrial, Bagra Number 2, Kalinjar, Ghazi Hamlet and two polling stations of Khalabat Township.
It is worth mentioning here that in the general election 2013, Raja Aamar Zaman had defeated Omar Ayub on these polling stations with a heavy margin but after order of re-polling previously polled votes in these polling stations had been deleted from the NA-19 election result which had brought the both candidates all most equal with a little lead of 27 votes for Omer Ayub Khan. The re-polling on these seven polling stations were held on Wednesday in a tens situation but over all environment during the polling remained peaceful. According to the result, of the seven polling stations Omer Ayoub Khan secured his win in six polling stations by obtaining 2,853 votes where his rival Raja Ammar Zaman could win only one polling station of his native village and got 2,260 votes.
According to the unofficial results, Omer Ayub Khan won the election by securing a lead of 593 votes.

Gunmen shot dead a health officer supervising an anti-polio vaccination campaign after storming a hospital where children were being immunised in Pakistan's troubled northwest Saturday, officials said.
Two other hospital staff were injured in the attack at a government-run hospital in the town of Mattani, on the outskirts of Peshawar.
Nobody immediately claimed responsibility for the killing, but Taliban militants have been targeting health workers and security personnel during vaccination campaigns.
"Two men riding a motorbike stormed the office of an immunisation officer located inside the premises of Civil Hospital Mattani and shot him dead," senior police official Ijaz Khan told AFP.
"Two other local staff of the hospital including a woman were injured in the attack," he added.
Khan said the gunmen fled on the motorbike soon after the shooting.
Provincial health minister of the Khyber-Pakhtunkhwa province, Shaukat Ali, confirmed the attack.
"Routine immunisation of children was going on in the hospital at the time of the attack," he said.
The Taliban imposed a ban on polio vaccinations last year as they view inoculation campaigns as a cover for espionage.
