The allegation was levelled during a television programme by PTI’s founding member Akbar S Babar, who has submitted what he calls documentary evidence with the Election Commission of Pakistan (ECP). According to a report of the Jewish Funding Directory, foreigners, including American Barry C. Schneps and US-born Indian Indur Dosanjh, had been funding the PTI for lobbying in their favour and interests.Babar, responding to the report, said an audit in 2011 had revealed illegal funding in the party but its report was not made public. He claimed he had asked the PTI chairman to audit the funds received from foreigners but he had refused to do so. Read: QWP poised to become PTI’s right hand in coalition Babar filed a case against the party on November 14, 2014, pointing out the incoming funds. During the hearing of his petition in the ECP, the PTI lawyer raised objections that the commission did not have the jurisdiction to hear the case. The ECP, however, rejected his argument. In May, the party changed its lawyer for the second time and nominated Anwar Mansoor Khan to pursue the case. Babar alleged the PTI’s audit report neither mentions the said case nor contains information about foreign funding. To a question, he said the petition against the PTI and its chief would be decided on October 8. “I hope the judges will give a verdict on merit,” he added. Read: Showdown in PML-N bastion? He said the investigation should cover all political parties, whose leaders rule Pakistan but own palaces in Dubai and England. Till earlier this year, Noman’s ambitions included serving the public as a member of the local government. Fast forward a few weeks and the man took his own life after allegedly being tortured and humiliated by the police, family sources claimed on Tuesday.
They said police had picked up Faizan, the son of Chan Muhammad and Noman’s brother, from Sector I of Khalabat Township in connection with a robbery case.
Locals shared a grab from CCTV footage which helped in identifying the robbers. However, Faizan managed to escape from their custody. Little did he know his actions would end up in fatal consequences not for him, but for Noman.
Collective responsibility?
In a classic case of guilt by association, police subsequently arrested 28-year-old Noman, a former candidate for a youth councillor seat. The law enforcers allegedly humiliated and tortured him during unrecorded detention for a couple of hours.
Noman, who worked on a poultry farm, was released on the request of a local influential figure. However, when he returned from work on Monday afternoon, the police reportedly raided his residence once again and ransacked the premises without a search warrant. The man was taken into custody for the second time and was subjected to torture yet again, sources added.
He was set free in the evening on the condition that he would turn Faizan in. While heading home after yet another humiliating ordeal, Noman met his friends and shared the inhumane treatment meted out by the police. He told his friends that he has lost purpose in life and is left with no choice
but to kill himself.
Ending it all
An hour later, he brought home a poisonous substance and consumed it in his room. The family shifted him to the Women and Children Hospital from where the doctors referred him to Ayub Medical Complex, Abbottabad. However, he died on the way.
Family members and locals took the body back to Haripur where they protested by placing the body in the middle of GT Road and demanded the registration of an FIR against Khalabat Township SHO. After half an hour, protesters dispersed when district naib nazim Agha Shabir assured them of an enquiry. When approached for comments, Khalabat Township police denied torturing Noman and added the raid was carried out to hunt down Faizan. They confirmed the latter was wanted in a robbery case. Police claimed Noman misbehaved at the residence and was briefly taken into custody before being released.
Separate incident
Earlier this week, three teenage boys from Aslam Colony in Haripur accused City police of unrecorded detention and torture for five days. The complainant, Ali Raza, his brother Qaisar and a neighbour Waseem, lodged the complaint with a judicial magistrate, seeking medical examination and registration of a case. However, the magistrate rejected the complaint. The three men have now moved the court of a district and sessions judge in Haripur.

ISLAMABAD: The Pakistan Muslim League-Nawaz (PML-N) on Tuesday showed proof regarding a mega scandal of the Khyber-Pakhtunkhwa (K-P) government, asking the Imran Khan-led Pakistan Tehreek-e-Insaf (PTI) to reply in this regard within the next two weeks.
“This is a historical mega scandal which has now been proved by the PTI’s own white paper in which it was confessed that the K-P government had invested Rs378.71 million in shares of listed companies,” PML-N leader Daniyal Aziz said in a news conference.
He said that the PTI-led K-P government gambled in stock market and lost huge money, so in order to cover that money, it fudged the figures of several hydel power projects in the province which were to be completed by 2015-16.
Aziz alleged that Rs25 billion was allocated for completion of numerous hydel power projects in the province but millions of rupees from it were squandered by investing in the stock market to benefit rich business people, including some PTI leaders interfering in the affairs of the provincial government.
“We will not leave them free in this mega scandal and will give them two weeks to take action against the culprits,” he said, adding that if they failed to do so the federal government would take action and send the case to the National Accountability Bureau (NAB).
The PML-N leader said that the PTI was committing contempt of Supreme Court by once again raising talks about planned rigging in the 2013 general elections.
The PTI had committed with the PML-N that the judicial commission’s verdict would be acceptable but now they were again creating fuss and had started threatening to resume their sit-ins on the basis of their demands of resigning of the Election Commission members, he added.
Daniyal Aziz advised the PTI to take legal route for action against the members of the poll body instead of giving threats of blocking Islamabad.
On the occasion, MNA Tariq Fazal Chaudhry said that the PTI was putting pressure upon the judiciary in order to get the decision of their own will.
He was of the view that the PTI had failed to fulfill their pledges made during their election campaign, therefore, they are creating unnecessary hue and cry.
He said that Nadra chairman was appointed by mutual advisory and the PTI consent was also involved in the appointment of the chairman but now Imran Khan is demanding resignation from him.

The saga of Pakistan Tehreek-e-Insaf (PTI) MNA Murad Saeed’s degree took a new turn on Friday when the Peshawar University’s teacher’s association threatened to quit after a government committee recommended removing the varsity’s vice chancellor to resolve the matter.
MPA Saeed’s degree was challenged when student group Pukhtoon Students Federation accused him of passing his Remote Sensing, Introduction to Environmental Sciences and Ecology papers in one hour.
Saeed subsequently approached the high court. In his petition, the MNA argued that he had attended UoP from 2005 to 2009 for his undergraduate studies and passed all his courses in the said timeframe. The environmental sciences department chairman had issued a course completion certificate on November 26, 2009 and despite repeated attempts, Saeed was informed the varsity administration will send his degree by post. The varsity had later argued that Saeed still needed to clear three papers.
Later, the Khyber-Pakhtunkhwa government had established a committee, empowering the additional secretary higher education and additional secretary law to probe the matter. However, there was a “split” between the reports from both officials.
A summary forwarded to the K-P CM by the secretary of the Higher Education Department, copies of which are available with The Express Tribune, notes that efforts were made to “develop a consensus” between both reports, but that these efforts “did not succeed”.
The summary of the report holds UoP Vice Chancellor Rasool Jaan responsible, stating that MNA Saeed was deliberately being denied his degree. In his report, secretary education charged the VC with misconduct, advocating his removal under the amended university act of 2015.
The summary recommends that the chief minister advise K-P governor, who is also the chancellor of UoP, to sack the vice chancellor Jaan.
The decision, however, was met with opposition in UoP sparking wide spread protests amongst professors at the university on Friday evening,
Jamil Ahmad Chitral, a representative of the Friends group — which had won the recent Peshawar University Teachers Association (Puta) elections, told The Express Tribune that recommendations made by the secretary were unfair.
“If the government will politicise the education system it will have serious repercussions,” he warned, adding that if the decision is formalised, hundreds of teachers across the province will quit in protest.
“Why does the university of Peshawar, one of the oldest varsities in the country, have to suffer for the degree of a single MNA.”
Other teachers of the university who were contacted were unaware of the decision, but they agreed with Chitrali that if the vice chancellor is removed it will further complicate matters.

PESHAWAR: Chief Minister Pervez Khattak’s generosity clears knows no bounds. The leader of the house spent Rs40 million on buying gifts for dignitaries and guests during the fiscal year 2014-15, overtaking Governor Sardar Mehtab Ahmad Khan who spent Rs14 million.
The CM House’s total annual allocation was Rs264 million while an additional Rs60 million was spent. This is palpably the reason why, as budget documents reveal, Rs324 million has now been set aside for Khattak’s official residence for the forthcoming fiscal year.
The CM took home a smaller pay cheque than his principal secretary (PS). Like Mehtab, who was paid less than his military secretary, Khattak’s monthly pay last year stood at Rs252,000 while his PS was paid Rs916,000.
The CM Secretariat employs as many as 313 people, out of which 71 are high-ranking officials. The soaring expenditures were largely dominated by salaries of the aforementioned. Furthermore, the 313 employees are paid with at least 35 different types of allowances. This is in addition to the secretariat allowance, presidential allowance and the honouree allowance are overburdening the national exchequer.
During the last financial year, the CM House consumed electricity worth Rs22 million, gas worth Rs0.65 million. Rs26 million has been allocated for gas expenditures for 2015-16.
A total of Rs3.65 million was spent on the registration of new vehicles, furniture worth Rs2 million was bought. Additionally, Rs10.65 million was spent on construction and repairs while Rs13.8 million was spent on transportation costs. The CM House’s helicopter, aeroplane and staff vehicles burnt fuel worth Rs15 million.

Amid growing criticism over his ‘authoritarian’ approach to run the party, Pakistan Tehreek-e-Insaf (PTI) chairman Imran Khan on Monday withdrew his controversial decision to dissolve election tribunal headed by Justice (retd) Wajihuddin Ahmed.
“The tribunal was confidentially contacted,” and told that the party chairman’s command calling upon justice Wajihuddin to stand down and not conduct meetings of the erstwhile tribunal, said the two-member commission after the meeting.
After withdrawing the dissolution order, the PTI requested the tribunal “for grant of three weeks’ time in order that, meanwhile, effective steps are taken for implementation of the tribunal’s orders,” with regard to intra-party elections.
The tribunal has accepted the request while noting, “Three more weeks, in our current context, is not a small period of time. Before this, as from October 17, 2014 to date, already, more than half a year has passed and the party workers and activists continue to be deprived, the unlawful incumbents continuing to rule the roost. This state of affairs is unacceptable. It may, therefore, be assured that the needful is done within the extended time.”
The order also stated: “Accordingly, while the proceedings stand extended to May 25, at the same time and place, all party individuals and institutions, so far required by the tribunal to act or report, would do so before the said date, failing which the necessary consequences of non-compliance would follow,”
According to sources, the party had told the tribunal after contacting confidentially that party top brass was inextricably engaged in proceedings of the judicial commission and other issues related to the upcoming local government elections.
The PTI chairman had suspended the tribunal just 48 hours before its hearing in Karachi. The panel, formed by Imran in December 2013, was set to meet on April 27 to decide on show-cause notices, as well as hearing complaints regarding allegations of massive irregularities, corruption and fraud during the intra-party elections held on March 18, 2013.
In response, Justice Wajih had responded to the chairman’s notification saying: “Under judicial norms, a part-heard matter cannot, administratively, be taken away while a judge or judges are hearing it.”
The retired justice compared Imran’s actions to military dictators like Ayub Khan, Ziaul Haq and Pervez Musharraf for their illegal and unconstitutional decisions to seek a subservient judiciary. “Have we ourselves changed rather than changing Pakistan for the better?” he questioned.

 PESHAWAR: Pakhtun Students Federation (PSF) claims Pakistan Tehreek-e-Insaf MNA Murad Saeed allegedly cleared three stalled papers in one hour and received his results on the same day at the University of Peshawar.
The MNA had failed to clear examinations for three courses, namely Remote Sensing, Introduction to Environmental Sciences and Ecology from semesters 5, 6 and 7 respectively. Saeed attended the UoP from 2005 to 2009 for Bachelors of Environmental Sciences.
The university administration allowed him to sit for the papers after a gap of over four years on March 2, and within an hour he had passed the exams with flying colours.
PSF activists protested against the alleged violation of SoP. While talking to The Express Tribune, PSF Provincial Secretary Information Muqarab Khan questioned how the university administration was able to conduct such an unprecedented examination and provide special treatment to a student who was not eligible. “The student has to first attend the classes and qualify for the assessment,” he added.
UoP Spokesperson Akhtar Amin told The Express Tribune the PTI MNA had failed one paper while the results of two were awaited. Speaking on behalf of Vice Chancellor Professor Dr Rasul Jan, Amin said the department concerned conducted the examination without prior approval, adding an enquiry committee has been formed and investigation is under way.
Meanwhile, UoP Environmental Sciences Department Chairman Shahida Zakir said the examinations were conducted under direct orders of Vice Chancellor Dr Rasul Jan.

Further, no fake ballot papers were found either.
After inspection of 234 polling stations of NA-122, Speaker of the National Assembly Sardar Ayaz Sadiq’s votes increased by 89 and now leads with 9,701 votes against PTI chairman Imran Khan (67,971).
The election tribunal, headed by Justice Kazim Ali Khan, formed a commission in the first week of December to open the ballot bags based on the rigging allegations made by Imran.
According to sources, the commission, which was tasked to complete the process within two weeks, could not find any evidence of rigging in the ballot bags of NA-122.
Imran, in his last hearing, requested the tribunal judge to open the ballot bags, stating that evidence of rigging would be found in the bags.
In the May 2013 elections, Sadiq defeated Imran. However, Imran alleged that his defeat was a result of rigging. His movement against the rigging allegations was focused on the audit of four NA seats, including NA-122. The tribunal will soon give a final verdict on the basis of the findings of the commission.

MINGORA: 
A large number of state-run dispensaries across Swat district are gathering dust. They have no medical or administrative staff and the buildings which house them are falling to pieces. 
Even though some of these dispensaries never became operational, the residents of Rahimabad, Qambar, Guli Gram and Amankot are now pressing the government to make them functional.
The dispensaries were set up to provide basic medical care to thousands of residents during the tenure of the Pakistan Peoples Party (PPP) in 1988 and 1996 through the People Works’ Programme under a special quota from MPAs.
A matter of convenience
“We were quite happy when the government set up a health dispensary in our locality,” Abid Ali, a resident of Rahimabad, was talking about the health dispensary set up on GT Road in Rahimabad in 1988 to cater to the medical needs of over 30,000 residents. Since it has remained largely non-functional, locals suffer the ordeal of making the long and expensive journey to Saidu Teaching Hospital (STH) for treatment. They have to stand in long queues at the hospital to see a doctor.
“The STH is usually overcrowded and we have to pay exorbitant fees—even for a regular medical check-up,” added Ali.
“The government should repair the building, provide necessary equipment and depute medical staff immediately,” demanded Gul Faraz, another resident of Rahimabad.
Residents of Guli Gram village have complained of similar woes.
“The STH is far away and is usually crowded. When a dispensary was set up in our village in 1996, we were excited as it would be convenient for us,” Asghar Ali, a teacher in Guli Gram, told The Express Tribune. “However, the dispensary never opened its doors to the public.”
He added villagers had repeatedly pressed elected representatives and the district government to make the dispensary operational. However, the government has not paid attention to their needs.
Rusting away
Another dispensary was constructed in 1996 on GT Road in Rahimabad to provide basic health facilities to over 30,000 residents.
According to residents, this was fully equipped but could not provide service to patients due to the absence of medical and administrative staff.
Without a system of checks and balances, the equipment at the dispensary has rusted away and become defunct, the furniture stolen, they added.
Looking ahead
It is difficult to envisage any positive change which can emerge from the government’s involvement as there is some confusion on the matter of ownership.
According DHO Dr Syed Ali Khan, the dispensary has not been transferred to the district health department. As a result, the health department has no authority to maintain the building or guarantee that it functions smoothly.
Those at the district executive health officer’s office said 28 dispensaries had been established under the People Works’ Programme. However, not all of them were constructed through the Communication and Works Department (C&W) and handed to the health department.
“All the buildings of health department are constructed through C&W and then handed to the health department for staff deployment and other prerequisites,” an official requesting anonymity informed The Express Tribune.
However, the health department has taken an initiative to obtain administrative control of these dispensaries. They have pressed for these ‘ghost dispensaries’ to be handed over to C&W for renovation and repair. Once this process is completed, the department will be able to provide medical and administrative staff to the dispensaries.
