خیبر پختونخوا میں پولیو کی ویکسین پلانے کی مہم ایک مرتبہ پھر جاری ہے
پاکستان کے صوبہ خیبر پختونخوا کے ضلع سوات میں پولیو کا ایک نیا مریض سامنے آیا ہے۔
محکمۂ صحت کے حکام کے مطابق سوات میں گذشتہ پانچ سالوں کے دوران پولیو کا یہ پہلا کیس ہے جو خوازہ خیلہ کے علاقے تاروگےمیں رپورٹ ہوا ہے۔
حکام کا کہنا ہے کہ پولیو سے متاثر ہونے والے بچے کی عمر تقریباً دو برس ہے اور اس نے ماضی میں متعدد بار پولیو کے قطرے پیے تھے۔
ڈی ایچ او سوات ڈاکٹر سید علی خان نے بی بی سی اردو کے انور شاہ کو بتایا کہ پولیو سے متاثرہ بچے کو سات بار پولیو ویکسین دی گئی تاہم اس کے باوجود وہ اس بیماری کا شکار ہوا ہے۔
انھوں نے کہا کہ ڈسٹرکٹ مانیٹرنگ افسر کو تحقیقات کے لیے کہا گیا ہے کہ ویکسین پینے کے باوجود یہ بچہ کیسے اس مرض کا شکار ہوا۔
خیال رہے کہ یہ مریض ایسے وقت سامنے آیا ہے جب صوبے بھر میں پولیو کی ویکسین پلانے کی مہم ایک مرتبہ پھر جاری ہے۔
پاکستان میں رواں برس ریکارڈ تعداد میں پولیو کے نئے مریض سامنے آئے ہیں۔
2014 میں اب تک ملک بھر میں ایسے مریضوں کی تعداد 262 ہو چکی ہے جن میں سے بیشتر کا تعلق پاکستان کے زیر انتظام قبائلی علاقوں سے ہے۔
پاکستان دنیا کے ان تین ممالک میں شامل ہے جہاں اب بھی پولیو کا وائرس پایا جاتا ہے اور عالمی ادارۂ صحت نے اسے دنیا سے پولیو کے خاتمے کے راہ میں سب سے بڑی رکاوٹ قرار دیا ہے۔
پاکستان میں ایک عرصے سے پولیو کے انسداد کے لیے جاری مہم میں شامل کارکن شدت پسندوں کا ہدف بھی رہے ہیں۔
سرکاری اعدادوشمار کے مطابق سنہ 2012 سے اب تک پولیو کے قطرے پلانے والی ٹیموں پر حملوں میں 60 سے زیادہ ہیلتھ ورکرز اور انہیں تحفظ فراہم کرنے والے پولیس اہلکار ہلاک ہوچکے ہیں۔

A large number of state-run dispensaries across Swat district are gathering dust. They have no medical or administrative staff and the buildings which house them are falling to pieces. 
Even though some of these dispensaries never became operational, the residents of Rahimabad, Qambar, Guli Gram and Amankot are now pressing the government to make them functional.
The dispensaries were set up to provide basic medical care to thousands of residents during the tenure of the Pakistan Peoples Party (PPP) in 1988 and 1996 through the People Works’ Programme under a special quota from MPAs.
A matter of convenience
“We were quite happy when the government set up a health dispensary in our locality,” Abid Ali, a resident of Rahimabad, was talking about the health dispensary set up on GT Road in Rahimabad in 1988 to cater to the medical needs of over 30,000 residents. Since it has remained largely non-functional, locals suffer the ordeal of making the long and expensive journey to Saidu Teaching Hospital (STH) for treatment. They have to stand in long queues at the hospital to see a doctor.
“The STH is usually overcrowded and we have to pay exorbitant fees—even for a regular medical check-up,” added Ali.
“The government should repair the building, provide necessary equipment and depute medical staff immediately,” demanded Gul Faraz, another resident of Rahimabad.
Residents of Guli Gram village have complained of similar woes.
“The STH is far away and is usually crowded. When a dispensary was set up in our village in 1996, we were excited as it would be convenient for us,” Asghar Ali, a teacher in Guli Gram, told The Express Tribune. “However, the dispensary never opened its doors to the public.”
He added villagers had repeatedly pressed elected representatives and the district government to make the dispensary operational. However, the government has not paid attention to their needs.
Rusting away
Another dispensary was constructed in 1996 on GT Road in Rahimabad to provide basic health facilities to over 30,000 residents.
According to residents, this was fully equipped but could not provide service to patients due to the absence of medical and administrative staff.
Without a system of checks and balances, the equipment at the dispensary has rusted away and become defunct, the furniture stolen, they added.
Looking ahead
It is difficult to envisage any positive change which can emerge from the government’s involvement as there is some confusion on the matter of ownership.
According DHO Dr Syed Ali Khan, the dispensary has not been transferred to the district health department. As a result, the health department has no authority to maintain the building or guarantee that it functions smoothly.
Those at the district executive health officer’s office said 28 dispensaries had been established under the People Works’ Programme. However, not all of them were constructed through the Communication and Works Department (C&W) and handed to the health department.
“All the buildings of health department are constructed through C&W and then handed to the health department for staff deployment and other prerequisites,” an official requesting anonymity informed The Express Tribune.
However, the health department has taken an initiative to obtain administrative control of these dispensaries. They have pressed for these ‘ghost dispensaries’ to be handed over to C&W for renovation and repair. Once this process is completed, the department will be able to provide medical and administrative staff to the dispensaries.

30 children fall sick in Swat upon receiving measles vaccinations


SWAT: At least 30 children fell ill in Swat after receiving vaccinations for measles on Saturday, Express News reported.
A team of health officials had gone to their school, MR Model School in Mingora, where they were given injections of the vaccines. After which, the children fell ill and were taken to Saidu Sharif Hospital for medical treatment.
According to sources at the hospital, the children are out of danger.
The reason of the adverse reaction to the vaccinations is not known as yet.
On May 21, six children had fallen unconscious after being administered measles vaccines in Kohat district. A team of health officials went to a private school in Jangal Khel to vaccinate children against measles after which the students fell unconscious and were rushed to the Liaqat Memorial Hospital.
Two days earlier, at least 23 students of Government Girls Primary School in Dalan union council of Thal, Hangu had fallen unconscious after they were administered anti-measles injections.
The commonly known side-effects of measles vaccines range from the common ones which are fever, rash to the very rare ones such as mild seizures and deafness.

MINGORA: General secretary of Pakistan Tehreek-i-Insaf, Swat, Mohmmad Zeb Khan on Tuesday quit his party and joined PML-N along with other disgruntled workers. The move follows nomination of Dr Haider Ali Khan, said to be a newcomer in PTI, as a party candidate for by-election for PK-86, Swat-VII.
Mr Zeb announced joining of Pakistan Muslim League-Nawaz at a press conference held at the residence of party’s central senior vice-president Amir Muqam at Sangota, Swat.
Speaking on the occasion, Mr Zeb said that they worked for the PTI for 17 long years and that he was PTI candidate for PK-86 during May general elections.
He said that he had serious objection over the process adopted for joining of the party by Dr Haider, as he and other elected party office-bearers were not taken into confidence on that.
Mr Zeb said that if ignoring loyal party workers meant ‘a change’ for PTI then such a change was not acceptable to him. He alleged that there was no justice in PTI, which was claiming to provide justice to people.
Addressing the press conference, Mr Muqam said that PTI had not only disappointed the people of Khyber Pakhtunkhwa, but its performance also upset the party workers. He said that PTI had claimed to bring change in 90 days, but it could not take any step according to its manifesto even after one year of its rule.
Criticising the provincial government, he said that last year people of Swat had suffered because of dengue due failure of the government to take timely steps for its prevention.
SPEEDY JUSTICE: Peshawar High Court Chief Justice Mian Fasihul Mulk said on Tuesday that they were trying to ensure speedy justice to people and steps were being taken to dispose of pending cases in the high court and all lower courts of the province.
Addressing lawyers at PHC Mingora bench (Darul Qaza), he said that peace could not be established without rule of law.
He said that during unrest in Swat district and other parts of Malakand division the local lawyers and people had rendered a lot of sacrifices for restoration of peace.
Judges of the bench, Justice Abdul Latif and Justice Lal Jan Khattak, were also present on the occasion.
Abdul Haleem advocate said that the strength of judges needed to be increased as there were over 4,000 pending cases in courts in Swat district.
The chief justice later inaugurated general information disk and bar room for female lawyers.

پاکستان کے صوبہ خیبر پختو نخوا کے ضلع سوات کے سرکاری ہسپتال میں ڈینگی بخار سے مزید دو مریض ہلاک ہوگئے جس سے اس وبا سے مر نے والے افراد کی تعداد پندرہ ہوگئی ہے جبکہ تین ہزار سے زیادہ مریضوں میں ڈینگی وائرس کی تصدیق ہو گئی ہے۔
ڈینگی کے مریضوں میں سے گیارہ افراد سرکاری ہسپتال میں ہلاک ہوئے ہیں جبکہ باقی چار افراد کی ہلاکت گھروں یا نجی ہسپتالوں میں ہوئی ہے۔
سوات کے مختلف علاقوں میں اس وقت ہزاروں کی تعداد میں ڈینگی کے مریض ہسپتالوں اورگھروں میں بھی زیر علاج ہیں۔
ضلعی ہسپتال سیدو شریف کے ترجمان ڈاکٹر واصل خان نے بی بی سی کو بتایا کہ ہسپتال میں اب تک چار ہزار سے زائد مریضوں کے ٹیسٹ ہوئے ہیں جن میں چھتیس سو کے قریب مریضوں میں ڈینگی وائرس کی تصدیق ہوئی ہے۔ انکے مطابق ہسپتال میں داخل ہونے والے مریضوں کی تعداد دو ہزار پانچ ہوگئی ہے۔

انھوں نے کہا کہ پندرہ سو چالیس مریضوں کو کامیاب علاج کے بعد گھروں کو رخصت کردیا گیا ہے تا ہم مریضوں کی تعداد مسلسل بڑھ رہی ہے۔
ڈی سی سوات فرخ عتیق نے بی بی سی کو بتایا کہ ڈینگی کے اس وبا پر قابو پانے کے لیے کوششیں جاری ہے اور اس سلسلے میں آگہی مہم کو تیز کردیا گیا ہے جبکہ ٹائر شاپس پر پابندی بھی لگا دی گئی ہے اور عوام میں شعور اجاگر کرنے کے لیے واکس بھی کیے جارہے ہیں۔
ایک اندازے کے مطابق پندرہ سو سے ذائد مریض سوات کے دیگر پرائیویٹ ہسپتالوں میں بھی زیر علاج ہیں جبکہ متاثرہ مریضوں کی تعداد میں غیر معمولی اضافہ ہورہا ہے۔
محکمہ صحت کے مطابق سوات کے مختلف علاقوں میں بڑی تعداد میں مریض گھروں میں پڑے ہیں جو گلیوں اور محلوں میں قائم نجی کلینکس سے علاج کرارہے ہیں۔
ڈسٹرکٹ ہیلتھ افیسر سوات ڈاکٹر عبدالخالق نے بی بی سی کو بتایا کہ گھروں میں پڑے ہوئے ڈینگی سے متاثرہ مریضوں کے اعداد وشمار لیڈی ہیلتھ ورکرز کے ذریعے اکھٹے کیے جارہے ہیں۔ انہوں نے اس بات کا اعتراف کیا کہ مچھر مار سپرے پندرہ دن پہلے بعض علاقوں میں کیا گیا تھا تاہم علاقہ بڑا ہونے کے باعث بعض علاقوں میں یہ سپرے نہیں کیا گیا۔
سیدو شریف ہسپتال میں متاثرہ افراد کے لیے تین وارڈز مختص کردیے گئے ہیں لیکن تعداد زیادہ ہونے کے باعث زیادہ تر مریض کمروں کے باہر زمین پر پڑے ہوئے ہیں۔ ہسپتال میں ذیرِ علاج مریض شیراز نے بتایا کہ ہسپتال میں صفائی کا کوئی انتظام نہیں اور جگہ جگہ گندگی کے ڈھیر پڑے ہیں جو تیمار داروں کو بھی بیمار کررہے ہیں۔
سیدو شریف کے رہائشی سعیدالرحمان نے بتایا کہ یہ بات حکومت کی سمجھ سے باہر ہے کہ وہ اس مرض کی روک تھام کس طرح کرے۔ ان کے مطابق ایلکشن سے پہلے جب پنجاب میں ڈینگی کی وبا پھیلی تھی تو عمران خان بار بار یہ کہتے کہ ڈینگی برادران ایک ڈینگی پر قابو نہیں پا سکتے لیکن اب تو صوبہ خیبر پختونخواہ میں ان کی حکومت ہے تو اب وہ اس کے روک تھام میں ناکام کیوں ہیں۔
سوات میں لوگوں کی اکثریت اس بات پر تشویش کا اظہار کر رہی ہے کہ اس مرض کی روک تھام کے حوالے سے صوبائی حکومت اور ضلعی انتظامیہ خاموش کیوں ہے۔
بیشتر لوگوں نے بتایا کہ منتخب ممبران اسمبلی اور ضلعی انتظامیہ کے افسران عملی اقدامات کے بجائے صرف سیمنارز اور واک میں فوٹو سیشن پر اکتفا کررہے ہیں جو صرف سیاست چمکانے کے سوا کچھ نہیں۔
