PESHAWAR: Instead of holding his party parliamentarian accountable for violation of statuary rules and regulations and collusion to get a degree, the chief minister of Khyber Pakhtunkhwa has sought the removal of the vice-chancellor of University of Peshawar, according to documents and official sources.
In a summary sent to Khyber Pakhtunkhwa Governor Sardar Mahtab Ahmad Khan, who is the chancellor of University of Peshawar, Chief Minister Pervez Khattak has recommended removal of Vice-chancellor Dr Rasul Jan.
“This is bizarre,” an official aware of the development said.
“I don’t think this can stand the test of scrutiny,” said another official.

Sends summary to governor for removal of UoP vice-chancellor

The chief minister came up with his recommendations after a two-member inquiry committee, constituted by Chief Secretary Amjad Ali Khan to look into the controversy surrounding the degree issue of PTI MNA Murad Saeed, submitted its report.
The PTI poster-boy from Swat had been embroiled in the controversy when it emerged that he, in collusion with some officials of the University of Peshawar, had manipulated the system to receive BS degree in environmental sciences.
Significantly, the two member committee came up with divergent and contradictory findings. The committee member from higher education department favoured Mr Saeed and held the vice-chancellor responsible for deliberately attempting to deny him a degree.
The member noted that there had been such precedents in the past, though illegal, there was no reason why Mr Saeed was singled out and discriminated against.
The report submitted by a member of the committee from the law department, obtained through the Right to Information Act, held the MNA responsible for misconduct along with the officials of the university who helped him to manipulate the system. The vice-chancellor, after his own inquiry, had also held same officials responsible and had taken action against.
The report submitted by the higher education official, however, could not be obtained. Minister for Higher Education Mushtaq Ghani confirmed that he received a ‘sealed report’ and passed it on to the competent authority.
It is, however, hard to believe since the summary would have had to contain his views before it was sent to the chief minister for approval.
The law department member noted: “ It is clear from inquiry report that there is collusion between ex-student (Murad Saeed) and university authorities to play this game in violation of Statute 1982-08 and Regulations 2010 etc of Peshawar University.”
“Both the university authorities and Murad Saeed are equally responsible for this misconduct.”
“Those responsible in the deal of examination and awarding degree if any, to Murad Saeed (in Peshawar University) may be proceeded in accordance with rules and regulations of the University,” he recommended in his report.
Ironically, instead of taking a balanced view or ordering a higher level inquiry into the sordid affair, Chief Minister Khattak appeared to have chosen to side with his MNA and recommended the removal of the vice-chancellor.
An official told Dawn that the vice-chancellor in a letter to the chief secretary last week complained that he was being pressured and harassed by the high ups to capitulate and change his stance in the case.
It was also revealed that the chief minister had thrice summoned Dr Rasul Jan to his office to ‘request’ him to go soft in Murad Saeed’s case. Mr Ghani had done the same, an official privy to the controversy said.
“I think this was coming. Dr Rasul Jan has been in the eye of the storm for quite some time. He was intransigent, be that the sexual harassment case against a senior faculty member or the case related to Murad Saeed. The powers that be now want him out. Two bigwigs do not see eye to eye with the vice-chancellor,” the official said.
The MNA from Swat has been accused of arranging a hurriedly held make-up test for the papers he missed back in 2009 BS semester examination at department of environmental sciences, University of Peshawar in March 2015.
The report submitted by the member from the law department gives details of the process and rules and regulations, which were violated and also mentions how the MNA could not give satisfactory answers to questions like why he, as a failed student, was required to repeat course, did not follow the specific clause.
As a ‘failed student’, there was no provision in Statutes/Regulations of 1982-83-08 (r/w Regulation of 2010) to appear in make-up test then how and why he took the same. While it was legally required to register himself in the next batch then what stopped him to deposit the prescribed fee, which was mandatory provision, yet he did not, he noted.
“He gave detailed explanation to the above (questions) yet with no satisfaction,” said the report.
The report says that as per his (Murad Saeed) stance, he had passed all his papers, then what prompted him to re-appear and that too in an un-lawful way.
According to the latest inquiry report, Mr Saeed had been the student of Batch-IV (2005-2009). According to Regulations, he was given admission in 2005 ending in 2009 so to successfully complete his requirement or to pass his entire semester, from 2005 to 2013.
He was marked ‘absent’ in three papers of “introduction to environmental sciences” in first semester of-B-IV. Besides, he was found again ‘failed’ in “remote sensing” of sixth semester.
“Murad Saeed, in the eyes of the law so framed, did not complete his course successfully up to 2013, terming himself unqualified to receive BS degree of environmental science from University of Peshawar,” the report pointed out.
The additional secretary law, who was member of the inquiry committee, noted that “Peshawar University should arrange for repeat course for failed student namely Murad Saeed and other (if any) by amending the regulations of the institution.”
His comments make it abundantly clear that Mr Saeed was a failed student and thus did not deserve to be given a degree, a fact contested by the MNA.

Why I stopped being an apologist for PTI

When in 1997 my uncle pinned the 'diya' on my shirt, my joy knew no bounds. The diya was Imran Khan's party symbol at that time. In a very PML-N-leaning locality, I wore it around proudly all day.
Even when the shopkeeper told me that the ‘lion’ will decimate the diya, I was having none of it. I wanted Khan to lead my country because he was the hero, the new challenger on the proverbial block.
I was around eight at that time and of course hadn't a clue about politics. Besides I – like everybody who has grown up playing cricket and listening to the anecdotes of the 1992 World Cup – wanted to 'be' Imran Khan.
The legendary PTI jalsa of 2011 rekindled my earnest desire of seeing Khan as a front-runner in the race. Everyone saw how he came into his element at that time, the massive response from the masses and how the promise of a new future took shape.
From that moment on, a new and reorganised PTI emerged. Not even political giants like Javed Hashmi could resist gravitating towards this new movement. A new chapter in the history of Pakistan had begun – a chapter of assurance of redress for the troubled public, of a chance for educated, informed and sincere people acquiring a role in shaping their country’s future.
Of course, the more astute of us knew it was not going to be a sweeping victory for PTI. Still, it now felt that we finally had a voice. The PTI lost on the national front but went on to form the provincial government in Khyber Pakhtunkhwa.

Broken promises

We already knew the party had many shortcomings. The PTI is still young, we told ourselves. Most of us were willing, nay eager, to look the other way with regards to the party’s various failings.
However, when the project of setting up an innovative, progressive and judicious model of governance went horribly wrong, even the most loyal of us could not find enough excuses to hide behind.
How wrong did it go? The best way to find out is to examine the evidence of PTI's performance in the last two years.
Police and education reforms were the two flagship projects that PTI undertook as the government in KP.
The former were widely touted to be ‘revolutionary’ and one-of-their-kind in Pakistan. Time and again, it was claimed that KP police was completely depoliticised and had been turned into one of the most professional departments in Pakistan.
But when push came to shove, the blinders came off quickly enough.
Tear gas, baton charges, arrests, rubber bullets, you name it and the police did it. The recent local body elections also laid bare just how depoliticised the police force really is and it is now evident that the KP police erred on the side of those with political clout.
In the name of education reforms, what KP received was a sharp move backwards. The portfolio of education, which belongs to PTI, has been completely at the disposal of PTI’s coalition partner Jamaat-i-Islami – so much for a ‘changed’ education system.
Another promising education-based project was ‘Taleem ka Insaaf’. However, it was tackled so poorly by the government that it lost almost all financial backing and eventually had to be scrapped.
One of the most startling examples of just how much PTI has lost its course occurred during the dharna, when our resolute leaders almost wholly shunned their provincial responsibilities. We saw them stoop to the level of those brutish and selfish politicians that we wanted PTI members to replace.
During the dharna, they employed every tactic in the book of street-politics, to a point where not just local but international news publications ran accounts of the destabilisation caused by the party. Even the Financial Timesand Washington Post speculated about the threat to democracy and a looming Martial Law in the country.
From thuggery to outright vandalism and hate speech to the harassment of journalists, from incitement and violence to destruction and arson, PTI appears to have committed everything.
All these antics of PTI have left many like myself dazed and confused. Where is the explanation for all these escapades?
The PTI of today is a party I, and many like myself, cannot recognise. A ghastly shadow of its former self, the party now seems completely like the polity of a very ‘purana’ and retrogressive Pakistan.
Making sense
It is an oft-repeated truism that a politician or a party is not what sustains a movement, rather it is the people who do so.
The desire of a people for the better is what sustains a movement and hence a politician. There is nothing wrong with that picture except that too often the populous then bring in blind faith and enjoin all hope unconditionally with the politician, putting the actual purpose on the back-burner.
Such an effort for change then becomes a falsely contested and selfish agenda – a movement not for the better but for the worse.
That is exactly what happened with PTI.
In other words, the disappointment is not completely to be blamed on Khan or his party but on our own insistence of believing in them blindly, ignoring realities (and denouncing those who point our eyes towards it) and cheering PTI into believing its own myth as an infallible entity that could never fall prey to entrenched interests.
Let’s be honest with ourselves, we have mostly been at the losing end of the bargain in the power-play of the ruling classes. Granted we are desperate, but that is no excuse to swallow whatever revolutionary snakeskin oil anybody is selling.
Going forward
There is no black-and-white in most worldly affairs, least of all in politics. We have to abolish this make-believe world where only one party, one man, one saviour stands for impeccable good and is incapable of error.
The fanatic emotional attachment with PTI will have to be treated with a heavy dose of rationality and supporters will have to quit being perpetual apologists for the party’s grand blunders.
I am not suggesting that we give up all hope for change or completely turn our backs on PTI; rather, just that we should honestly re-evaluate our beliefs in the holiness accorded by to it by its supporters and pay more attention to the good and evil of party policies and agendas instead of Good and Evil itself.
We don't want any more sentimental abracadabra chants of revolution and change because what we really need is reform, no matter which party brings that about.
Next time let us vote on the basis of whoever performed better, even marginally, from the rest.

 PESHAWAR: Pakhtun Students Federation (PSF) claims Pakistan Tehreek-e-Insaf MNA Murad Saeed allegedly cleared three stalled papers in one hour and received his results on the same day at the University of Peshawar.
The MNA had failed to clear examinations for three courses, namely Remote Sensing, Introduction to Environmental Sciences and Ecology from semesters 5, 6 and 7 respectively. Saeed attended the UoP from 2005 to 2009 for Bachelors of Environmental Sciences.
The university administration allowed him to sit for the papers after a gap of over four years on March 2, and within an hour he had passed the exams with flying colours.
PSF activists protested against the alleged violation of SoP. While talking to The Express Tribune, PSF Provincial Secretary Information Muqarab Khan questioned how the university administration was able to conduct such an unprecedented examination and provide special treatment to a student who was not eligible. “The student has to first attend the classes and qualify for the assessment,” he added.
UoP Spokesperson Akhtar Amin told The Express Tribune the PTI MNA had failed one paper while the results of two were awaited. Speaking on behalf of Vice Chancellor Professor Dr Rasul Jan, Amin said the department concerned conducted the examination without prior approval, adding an enquiry committee has been formed and investigation is under way.
Meanwhile, UoP Environmental Sciences Department Chairman Shahida Zakir said the examinations were conducted under direct orders of Vice Chancellor Dr Rasul Jan.

خیبر پختونخوا کے ضلع بنوں میں ایک طالبعلم اپنے بیگ میں دستی بم سکول لے کر آ گیا جس کا ڈیٹونیٹر پھٹنے سے بچہ خود زخمی ہو گیا۔ پولیس اس واقعے کی تفتیش کر رہی ہے۔
بنوں میں تھانہ سٹی کے انسپکٹر محمد رخسار نے بی بی سی کو بتایا کہ نویں جماعت کا ایک طالبعلم اپنے بستے میں ایک دستی بم ساتھ لے کر سکول آ گیا جس کا ڈیٹونیٹر پھٹنے سے وہ خود زخمی ہو گیا ہے۔
پولیس انسپکٹر نے بتایا کہ طالبعلم نے ابتدائی تحقیقات میں بتایا کہ دستی بم اسے کہیں سے ملا تھا جسے وہ بیچنے کے لیے سکول لایا تھا۔ انھوں نے یہ نہیں بتایا کہ سکول میں دستی بم کا خریدار کون تھا اور یہ کہ بچے کو دستی بم کہاں سے ملا تھا۔
پولیس کے مطابق طالبعلم بنوں کا رہائشی ہے اور پولیس نے ان کے مکان پر چھاپہ مارا ہے تاکہ معلوم کیا جا سکے کہ ان کے گھر میں کہیں مزید اسلحہ یا دھماکہ خیز مواد تو نہیں ہے۔
اس کے علاوہ ضلع چارسدہ میں شبقدر کے مقام پر ایک مکان میں دستی بم کا دھماکہ ہوا جس میں چار افراد زخمی ہو گئے۔ پولیس کے مطابق مکان کے افراد اپنے گھر کا سامان دوسرے مکان میں منتقل کر رہے تھے کہ اس دوران ان کے سامان میں دھماکہ ہو گیا۔
پولیس کا کہنا ہے کہ مدعیان کو یہ معلوم نہیں ہے کہ دستی بم ان کے سامان میں کیسے آیا۔
خیبر پختونخوا اور قبائلی علاقوں میں اس سے پہلے بھی اس طرح کے واقعات پیش آ چکے ہیں جس میں دستی بم یا دیگر دھماکہ خیبر مواد بچوں کو راستے میں ملے جس سے دھماکے بھی ہوئے ہیں۔
یہاں یہ امر قابل ذکر ہے کہ سنہ 2010 کے سیلاب کے بعد ڈیرہ اسماعیل خان کے بعض علاقوں میں پانی سے بارودی سرنگیں ملی تھیں جو جنوبی وزیرستان سے آنے والے سیلابی ریلوں میں آئی تھیں۔

پشاور: ایک جانب تو تحریک انصاف کی قیادت میں خیبر پختونخوا کی صوبائی حکومت مفت تعلیم کی فراہمی کے دعوے کیے جارہے ہیں، دوسری جانب ضلع لکی مروت میں ناصرف اسکول بند ہیں بلکہ اساتذہ بھی کافی عرصہ سے غیر حاضر ہیں ۔
ڈان نیوز ٹی وی کی رپورٹ میں بتایا گیا ہے کہ خیبر پختونخواہ کی صوبائی حکومت کے مفت اور یکساں نظام تعلیم کے دعووں کی قلعی کھل گئی ہے، اور یہ اعلانات بھی محض سیاسی دعوے ہی ثابت ہوئے ہیں۔
تفصیلات کے مطابق انڈیپنڈنٹ مانیٹرنگ یونٹ کی رپورٹ کے مطابق صوبے کے ضلع لکی مروت میں ستمبر کے مہینےمیں 144 اسکول بند پائےگئے ہیں، جن میں سے 54 اسکول لڑکوں اور 90 لڑکیوں کے ہیں۔
رپورٹ کے مطابق ان اسکولوں میں سے 36 اسکول مکمل طور پر غیر فعال بتائے گئے ہیں۔
بتایا گیا ہے کہ اس ضلع میں مجموعی طور پر 333 اساتذہ اسکولوں سے غیر حاضر پائے گئے، ان میں 45ایسے غیرحاضر اساتذہ بھی شامل ہیں، جنہوں نے اپنی جگہ متبادل اسٹاف فراہم کیا تھا۔
یہ رپورٹ لکی مروت کی ایک ضلعی کمیٹی کو پیش کر دی گئی ہے، اور لکی مروت کے ڈپٹی کمشنر سید ظفرعلی شاہ نے غیر حاضر اساتذہ کے خلاف کاروائی کا حکم دے دیا ہے۔
اس کے علاوہ لکی مروت میں اسکول بلڈنگ پر قبضہ کرنے والوں کے خلاف ایف آئی آر درج کرنے کے احکامات بھی جاری کر دیے گئے ہیں جبکہ لکی مروت غیر فعال اسکولوں کی لسٹ فراہم کرنے کا بھی حکم دیا گیا ہے۔

Terrorists know exactly where to strike, where it hurts the most and how the narrative of terror seeps into the fabric of society. Unfortunately, the state’s priorities of protection lie elsewhere. While schools have been routinely razed to the ground by militants in Khyber-Pakhtunkhwa (K-P) and Fata, the authorities have done little to alter this state of affairs. The hand grenade attack on a school in Shabqadar, Charsadda, which killed a schoolteacher and injured two students on October 1, is the latest such tragedy to occur.
The threat to educational institutions in K-P and Fata is all too imminent now. This is not the first such incident and judging from the response of the authorities, it does not seem to be the last one either. Several schools in conflict-ridden areas are threatened by armed militants, who only know how to reinforce their ideology through brute force and violence. While Shabqadar is close to the Mohmand tribal belt, the situation in Peshawar has been no different. There have been incidents where schools have had to pay extortionists to keep the threat at bay. An estimated 2.5 million children are out of school in K-P, with more than 2,000 schools being dysfunctional because of the precarious law and order situation, among other contributing factors. The tribal belt is another story altogether; here, hundreds of thousands people are faced with a battle of survival, so acquiring an education is a far-fetched dream for them.
The outrage surrounding the Shabqadar incident will soon subside until another such incident takes place, but the psychological scars being inflicted upon our younger generation will not heal easily. We are told that the school will reopen soon, but needless to say, many children will drop out, as there will be parents who will think twice before sending them to the same school. One wonders if the authorities will set aside their seeming apathy and finally take some concrete measures to secure the future of our children. We will have no one to blame but ourselves if nothing is done to alter this state of affairs.

Programme to provide schools with facilities ‘abandoned’


PESHAWAR: The Pakistan Tehreek-i-Insaf has virtually abandoned the much-trumpeted Tameer School Programme in Khyber Pakhtunkhwa as its leadership hasn’t launched an effective campaign inside the country and abroad for raising money to provide basic facilities to thousands of government schools.
Since the staging of an anti-government sit-in in Islamabad last month, the entire PTI leadership has been engaged with it setting aside its priorities, including collection of donation collection for the schools lacking basic facilities, the elementary and secondary education department officials told Dawn.
As there’s no formal donation campaign, philanthropists and well-off people, too, have lost interest in the welfare initiative.
During the first two months of its launch, the Tameer School Programme had drawn tremendous interest of philanthropists and well-off people.
Under the programme, philanthropists, well-to-do families and donor agencies own responsibility of providing missing facilities to government schools.
Currently, around 10,000 government schools don’t have electricity, 7,500 are without drinking water, 5,000 lack boundary wall and 4,000 have no washrooms, according to the official data of the department.

Officials say TSP lacks political ownership, awaits drive to raise money for it

During the TSP launching ceremony on April 30 at the Government Girls Primary School in Duranpur, PTI chief Imran Khan had said the donation campaign would be launched in the country and in developed countries for the schools, which direly need basic facilities.
Imran Khan had said donation would be collected for the schools the same way he’d done for the establishment of the Shaukat Khanum Cancer Hospital. The Elementary and Secondary Education Department had also pinned high hopes on the TSP and donation for it.
In the first two months i.e. May and June of the TSP launch, over Rs15 million was given by the philanthropists.
With the encouraging participation of philanthropists in the TSP as pilot project, it was extended to the entire province in July.
As pilot project, the TSP was launched in five districts, including Peshawar, Dera Ismail Khan, Nowshera, Mardan and Abbottabad.
However, in the previous around three months i.e. July, August and September, only Rs5 million was donated, according to information posted on the TSP website.
The programme is still there but there is no political ownership of it, so very few people come forward for helping the government provide missing facilities in schools.
The officials said it was discouraging that the rate of donation for the TSP was gradually on the decline.
He said under the TSP, donors took the responsibility of building additional classrooms, supplying water, making boundary walls, and setting up computer labs and washrooms at schools.
The official said of hundreds of schools in a shambles, only 40 schools have been provided with missing facilities under the TSP during the last five months.
According to him, the parent teachers’ councils of the respective schools are responsible to use donated funds without the involvement of any department of the provincial government.
The official said more stress had been laid on transparency as all details related to the donated funds and construction work on missing facilities had been placed on the TSP website.
When contacted, provincial elementary and secondary education minister Atif Khan said the PTI had not given the required attention to the TSP due to the launch of a sit-in in Islamabad.
“Imran Khan still says effective donation campaign will be launched to provide missing facilities in the schools once the sit-in is over,” he said.
The minister said the TSP was launched a bit behind schedule as the establishment of transparent system for donation and its use took several months.
