نیاپختونخوا۔۔۔ حکمرانی اور ترقی

آج سے ٹھیک دو سال پہلے جب خیبر پختونخوا میں پاکستان تحریکِ انصاف اور جماعتِ اسلامی کی مشترکہ حکومت قائم ہوئی تو نوجوانوں کی ایک خاطر خواہ اکثریت نے اس حکومت سے کئی توقعات وابستہ کرلیں۔ توقعات کی ایک بڑی وجہ پاکستان تحریکِ انصاف کے چیئر مین عمران خان کے وہ اعلانات تھے جو انہوں نے خیبر پختونواکے طول و عرض میں بڑے بڑے جلسوں سے خطابات کے دوران کئے تھے۔ اپریل اور مئی 2013 میں تحریک انصاف اور جماعت اسلامی بڑے بڑے جلسے منعقد کر سکتی تھیں۔ 'صاف چلی، شفاف چلی' اور "اسلامی انقلاب" کے نعروں کی گونج تحریک طالبان پاکستان کے لئے کوئی قابلِ گردن زدنی جرم نہیں تھا۔ نعروں کی اس گونج میں عمران خان نے تین مہینوں کے اندرمقامی حکومتوں کے قیام، چھ مہینوں کے اندر تمام حکومتی اداروں اور محکموں سے بد عنوانی کے خاتمے، چند ہی مہینوں میں ترقیاتی کام اور صنعتوں کے قیام اور روزگار کی فراہمی، کچھ ہی مدت میں سماجی خدمات جیسے تعلیم ،صحت ،ٹرانسپورٹ اورنکاسی آب کی فراہمی ،پولیس اورپٹوارخانے کی کچھ ہی عرصے میں انقلابی اصلاحات کے خوش کن اعلانات کئے تھے۔
حکومت کے پہلے ایک سال میں خیبر پختونخواہ اسمبلی نے چند ایسے قوانین بنانے کا اعزاز حاصل کرلیاجن کی وجہ سے ملکی سطح پر اسکی تعریف و تو صیف کی گئی۔ ان قوانین میں معلومات تک رسائی کے حق کا قانون، بلدیاتی حکومت کا قانون اور صوبائی احتساب کا قانون شامل ہے۔ سول سوسائٹی کی مسلسل کوششوں کے باوجود تعلیم کے بنیادی حق جو پاکستان کے آئین کی شق(اے ۔25) میں دیا گیا ہے کی قانون سازی نہیں کی گئی۔
کئی اعلیٰ قوانین تو پچھلے حکومت میں بھی بنائے گئے تھے۔ مگر خیبر پختونخوا کے عام لوگ تین حوالوں سے واضح فرق دیکھنا چاہتے تھے۔ پہلا فرق، وہ انتظام یا گورننس کے نظام میں دیکھنا چاہتے تھے۔ دوسرا فرق وہ ترقیاتی منصوبوں کے حوالے سے دیکھنا چاہتے تھے۔ اور تیسرا فرق وہ سماجی خدمات کی دستیابی کے حوالے سے دیکھنا چاہتے تھے۔ خیال رہے کہ خیبر پختونخوا میں ایک دہائی سے جاری دہشت گردی کے واقعات میں یہاں کی تجارت، صنعت و حرفت ،تعلیم و صحت اور روزگار ناقابل یقین حد تک متاثر ہو چکے تھے۔ اس لئے تحریک انصاف نے انتخابی مہم میں جو نعرے لگائے تھے اْن کی وجہ سے لوگوں کے انتظام ،ترقی اور سماجی خدمات کیلئے ایسی توقعات کچھ بے جا بھی نہیں تھیں۔
انتظام کی درستگی کے لئے تحریک انصاف کی مرکزی قیادت نے ایک غیر رسمی کمیٹی عمران خان کی سرپرستی میں بنائی۔ اس کمیٹی نے مشاورت کاروں کی ایک بڑی تعداد کی خدمات حاصل کر لی۔ لیکن غیر دانشمندی کا مظاہرہ کرتے ہوئے محکمہ جات کی صلاحیت بڑھانے اور اْن کو مربوط کرنے کی بجائے انکو مشاورت کاروں کی سفارشات مرتب کرنے کے عمل سے باہر رکھا گیا۔ جس کی وجہ سے انتظامیہ اور حکومت کے درمیان ابتداہی سے عدم اعتماد کی فضا قائم رہی۔ صوبے کے باہر سے بھیجے گئے نسخوں کو ردی کی ٹوکری میں پھینکا جاتا رہا۔ صوبے کی پوری انتظامی مشینری تباہ ہو کر رہ گئی۔ تحریک انصاف کی حکومت کو جب اس صورتحال کا ادراک ہوا تو کافی دیر ہو چکی تھی۔
اس صورتحال میں ترقیاتی منصوبوں پر کام کی رفتار نہ ہونے کی برابر تھی۔ سنٹر فار گورننس اینڈ پبلک اکاؤنٹیبیلٹی کی رپورٹ کے مطابق 2014۔15میں سالانہ ترقیاتی فنڈز کے لئے مختص کی گئی رقم کا صرف 45 فیصد حصہ خرچ ہو سکا تھا۔ ثانوی تعلیم کے لئے مختص کئے گئے 19.9ارب روپیوں میں صرف 30فیصد خرچ ہو ئے تھے۔ سڑکوں کی تعمیر کے لئے مختص کئے گئے 17.3ارب میں صرف 7.3فیصد خرچ ہو ئے تھے۔ صحت کے لئے مختص کئے گئے 11.2ارب میں صرف 3.7ارب خرچ ہوسکے تھے۔ اس طرح کی صورتحال تقریباً تمام محکموں کی تھی۔ دو سال گزرنے کے بعد جب عوامی حلقوں کی طرف سے بہت سارے سوالات اْٹھ کھڑے ہوئے تو خیبر پختونخوا حکومت نے دوراستے اپنا لئے۔ پہلا راستہ یہ اختیارکیا کہ میڈیا کے ذریعے قانون سازی کے بڑے پیمانے پر تشہیر کی گئی۔ اور یہ بات مسلسل کہی جانے لگی کہ چونکہ بیوروکریسی میں بد عنوانی بہت ہے۔ اسلئے مقامی حکومتوں کے قیام کے بعد یہ فنڈز مقامی حکومتوں کو منتقل کئے جائینگے۔ دوسرا راستہ یہ اپنایا گیا کہ جلدی میں بعض ایسے منصوبے شروع کئے گئے تاکہ وہ عام لوگوں کو نظر آئیں۔ اسلئے "صحت کا انصاف"، "تعلیم کا انصاف" اور بعض توانائی کے منصوبوں کے ساتھ ساتھ اسلام آباد موٹر وے سے آتے ہوئے جی ٹی روڈ کی مرمت اور صفائی کے بڑے پیمانے پر ملکی میڈیا اور سوشل میڈیا پر تشہیر کی گئی۔
یہ سکیمیں ابھی جاری تھیں کہ تحریک انصاف کی مرکزی قیادت نے انتخابات میں دھاندلی کے خلاف اگست 2014میں ایک طویل احتجاجی دھرنے کا اعلان کیا۔ خیبر پختونخوا کے وزیر اعلیٰ اور وزراء اور مشیروں کی ایک بڑی تعداد نے اس احتجاجی دھرنے میں مبینہ طور پر صوبے کے بے دریغ وسائل استعمال کئے۔ دوسری طرف صوبائی حکومت کی پوری توجہ گورننس اور ترقیاتی منصوبوں سے ہٹ کر احتجاجی دھرنے پر ہو گئی۔ صحت کے انصاف کے منصوبے میں مبینہ طور پر کافی گھپلے ہوئے۔ اسلئے یہ سکیم اْٹھ نہ سکی۔ اگرچہ اسکی تشہیر پر صوبے کے کروڑوں کے وسائل خرچ کئے گئے۔ یہی حال تعلیم کے انصاف کے پروگرام کا بھی ہوا۔ تعلیم کے انصاف کا پروگرام صرف چند اضلاع میں شروع ہوا۔ چند سسکیاں لیں اور پھر اسکی جان بھی نکل گئی۔
پن بجلی کے پیداوار کے حوالے سے پچھلی حکومت نے 24منصوبوں کی فیزیبلٹی مکمل کی تھی جس کے لئے0 27.5ارب کی رقم مختص کی گئی تھی۔ تحریک انصاف کی حکومت نے اس رقم سے 15ارب نکال لئے۔ جس میں3.4ارب پن بجلی کے لئے مختص کر لئے اور باقی رقم غیر متعلقہ منصوبو ں کے لئے رکھی گئی۔ یہ بھی کہا جاتا ہے کہ ان رقوم سے ٹھیکداروں کو منصوبوں کی تکمیل سے پہلے ادائیگی کی گئی۔
سپریم کورٹ کے کہنے پر جب آخر کار خیبر پختونخوا میں تحریک انصاف کی حکومت نے 30مئی کو مقامی حکومتوں کے انتخابات کروائے تو بڑے پیمانے پر بے ضابطگیاں ،بے قاعدگیاں اور دھاندلی منظر عام پر آئی۔ ان انتخابات کے نتائج آتے ہی ہزاروں کی تعداد میں امیدواروں نے ریٹرننگ آفیسروں کے ساتھ شکایات جمع کرائی۔ ریٹرننگ آفیسروں اور الیکشن کمیشن نے اپنی رپورٹوں میں ان انتخابات کو بے ضابطہ اور بے قاعدہ قرار دیا۔ کہا جاتا ہے کہ خیبر پختونخوا کی تاریخ میں اسطرح کے پر تشدد انتخابات کبھی نہیں ہوئے تھے۔ بعض مقامات پر حکومت کے وزراء کو بیلٹ باکسز چھینتے ہوئے میڈیا نے دکھایا۔ پولیس کے کردار پر کئی سوالات کھڑے ہوئے۔ اور خیبر پختونخوا حکومت کے غیر سیاسی پولیس کے سارے دعوے دھرے کے دھرے رہ گئے۔ پختونخوا حکومت کے مقامی انتخابات کے حوالے سے مقدمہ پشاور ہائی کورٹ میں زیر سماعت ہے۔
بد عنوانی کے خاتمے کا جو وعدہ کیا گیا تھا اْس میں بھی کوئی جان نہیں رہی۔ اسلئے کہ خیبرپختونخوا میں پولیس بھرتیوں ،تعلیمی فنڈز اور حکومتی فنڈز کے سٹاک میں لگانے کے بڑے بڑے سکینڈل منظر عام پر آئے۔ اسکے ساتھ ساتھ معدنیات میں خرد برد کے الزام میں ایک وزیر کو زیر حراست لیا گیا ہے۔ صوبائی کابینہ کے تقریباً پانچ وزراء یکے بعدیگر بد عنوانی میں مبینہ طور پر ملوث پائے گئے۔
یہ بات اہم ہے کہ خیبر پختونخوا حکومت کا مسلح تنظیموں بالخصوص تحریک طالبان پاکستان کے لئے اگر رویہ ہمدردانہ نہیں تو نرم ضرور رہا ہے۔ اسلئے صوبے کے تحریک انصاف کے وزیر اعلیٰ نے کئی ایک مواقع پر تحریک طالبان کے کمانڈروں کو "بھائی" کہہ کر پکارا۔ صوبائی اسمبلی کے فلور پر افغانستان میں طالبان کی حکومت کی مدح سرائی بھی خوب زور و شور سے کی گئی۔ تعلیمی نصاب میں جماعت اسلامی کی تجویز کردہ انتہا پسند اور نفرت آمیز مواد کو بھی شامل کیا گیا۔ اس سب کے باوجود بھتہ خوری کے واقعات ،ٹارگٹ کلنگ کا نہ ختم ہونے والا سلسلہ اور اغوا کاری کے مسلسل واقعات کے ساتھ ساتھ 16دسمبر 2014کو آرمی پبلک سکول پشاور پر ایک بڑا دہشتگرد حملہ ہوا جس میں درجنوں طلبا ،اساتذہ اور سٹاف کے اراکین شہید ہوئے۔

PESHAWAR: The Centre for Governance and Public Accountability (CGPA), a nongovernmental organisation, on Friday urged the Khyber Pakhtunkhwa government to expedite utilisation of funds for Annual Development Programme as it could only utilise 45 per cent with 25 days left to the end of the financial year.
According to a statement issued by CGPA here, of the total allocation of Rs139.80 billion under Khyber Pakhtunkhwa ADP for 2014-15, Rs124.1 billion has already been released.
Only Rs62.9 billion, which is 45 per cent of the ADP budget, has been utilised so far, said the statement quoting figures of the provincial finance department.
During a pre-budget media briefing on Thursday, finance secretary Said Badshah Bukhari had claimed 90 per cent of the provincial ADP would be utilised by the end of the current financial year.
The CGPA urged the Khyber Pakhtunkhwa government to expedite the utilisation of development funds to improve social indicators in the province and avoid transfer of one year’s budgetary allocations for public service delivery to the next.
Of the total of Rs19.9 billion development budget for elementary and secondary education, only Rs9.3 billion was used until June 5, the statement said.

NGO says better ADP spending to improve local social indicators


Despite the fact that almost 2.5 million children are out of schools in the province, the Khyber Pakhtunkhwa government’s inability to spend development budgets efficiently and effectively is adding to the gravity of educational challenges.
Allocation for roads was Rs17.3 billion in 2014-15 ADP.
The utilisation under the roads until June 5, 2015 was Rs7.4 billion, which is 43 per cent of total development budget for roads.
The regional development, which covers some discretionary funds, was given Rs16.4 billion.
The actual utilisation under regional development has been only Rs6.7 billion, which is 41 percent of the total development budget.
Similarly, Rs11.21 billion was given to health sector in 2014-15 ADP but only Rs3.7 billion, 34 percent of the total budget, was utilised until June 5, 2015.
The CGPA demanded that more funds be allocated for provision of medical equipment and medicine to hospitals to improve the performance of health sector in Khyber Pakhtunkhwa.
Similarly development budget utilisation in the other sectors remained as agriculture 70 percent, Auqaf and religious affairs 43 percent, drinking water and sanitation 45 percent, energy and power 47 percent, environment 13 percent, finance 41 percent, food 17 percent, forestry 55 percent, higher education 59 percent, home 30 percent, housing 28 percent, industries 27 percent, information 59 percent, labour two percent, law and justice 47 percent, mines and minerals six percent, population welfare 36 percent, pro-poor special initiatives 27 percent, research and development 43 percent, social welfare 51 percent, sports, tourism and archeology 43 percent, science and technology and Information Technology 27 percent, transport 10 percent, urban development 55 percent, water 73 percent, utilisation under district ADP 63 percent and 24 percent under relief and rehabilitation.
CGPA programme manager Malik Masood demanded that Khyber Pakhtunkhwa government ensure efficient and accountable mechanisms for improving ADP spending.
He said the provincial government had performed well in expediting the development process in fourth quarter but still, 55 percent funds had yet to be utilised with only 25 days left to the end of financial year 2014-15.
Masood urged the provincial government to start timely planning for utilisation of next year ADP.

PESHAWAR: The tall claims of the PTI-led Khyber Pakhtun-khwa government about unprecedented increase in education budget have proved to be a mere jugglery of words as there is an increase of only Rs one billion in the development budget of education.

No new mega project is to be launched in the sector and only all the ongoing schemes have been retained. The projected amount in the budget for education has been shown as Rs66 billion by combining the current and development budget. Many in the government circles have claimed that the education budget has been enhanced from Rs6 billion to Rs66 billion, which is against the reality.
According to the budget document, the total allocation for education sector is Rs60 billion, which includes Rs56 billion for salaries and Rs4 billion non-salary expenses. The government claimed to have imposed an education emergency, but no such allocation has been made or project identified to show the government’s seriousness about education sector in practical terms. The amount allocated for development in the education sector under Annual Development Programme is Rs13 billion against the Rs12 billion of the previous government showing an increase of only Rs one billion.
The top focus proposed in the first budget of the new government was improvement of the conditions of the existing educational institution by constructing boundary walls, lavatories, rooms and provision of other facilities for which an allocation of Rs2 billion has been made. But this is not something new. It has been a continuous process for which similar allocations are made every year.
Similarly, Rs500 million amount has been allocated for introducing monitoring system in the education system. This scheme, too, is an initiative of the previous government, as all ground work for it has already been made. Even recruitment process for the scheme was started during the caretaker government. Third party monitoring of education institutions would be introduced for which an amount of Rs100 million has been allocated. The Khyber Pakhtunkhwa Education Commission and Joint Education Advisory Commission for reviewing curriculum and examination system is something new for which an allocation of Rs20 million has been made.
Stori Da Pakhtunkhwa is a project, which was launched by the Awami National Party-led former government which has been maintained. However, the monthly stipend of Rs10,000 -15000 in budget for the new fiscal year has been extended to top 20 position holders in all the boards for which an allocation of Rs360 million has been made.
Rokhana Pakhtunkhwa, another old project, has been extended with an allocation of Rs800 million. Focus would also be made on promotion of girl education in the remote districts like Kohistan, Battagram, Torghar like the previous government. Moreover, 100 new primary schools, upgrading of 50 primary schools to middle level, 50 middle schools to high and 25 high schools to higher secondary school level is in the next annual development programme. Work would also be started on the second phases of Cadet College Swat and Karnal Sher Khan College Swabi.
